South having reported that the felling of so many trees at this time
will be much to our disadvantage in the disposal of the lops and tops

felled till the season for saving the bark which may yield 120l. or more

Report to Treasurer Godolphin from William Blathwayt as Auditor
General of the Plantations on the petition of Robert Livingston of
New York. Petitioner sets forth that he was appointed by the late
King [Wm. III] to be Secretary of the Indian Affairs with 100l.
sterling per an. salary and her [present] Majesty had directed payment
of the salary incurred during the said King's reign out of the
30 per cent. surplus accruing on the payment of the arrears due to
the Forces of New York, the said Forces having upon several urgent
occasions borrowed divers sums from the Civil List there, out of
which the petitioner would otherwise have been paid : that ever
since the Queen's accession he has executed the said office in
New York by himself or deputies by virtue of her Majesty's Proclamation
and royal commission, which appears by divers affidavits
produced to me. He prays payment of his salary from the demise
of the said King to the date of the said commission, out of the
remainder of the said surplus of 30 per cent., which (after payment of
Gertruyd Van Cortland who victualled two of the Companies there
and concerning which a report is now before your Lordship) will be
388l. 2s. 11½d. The said salary from 8 March 1701-2 to Sept. 29
last amounts to 355l. 15s. 0¾d.
I have nothing to object against the petitioner's request, he having
by your Lordship's order been already satisfied for the preceding
time.
He further prays payment of 394l. 5s. 9d. New York money said
to have been disbursed by him to defray the incident charges of the
Garrison at Albany, for which he alleges he has warrants in New
York from the late Governors the Earl of Bellomont and Capt.
Nanfan. He desires that same may be satisfied to him by an order
to the present Governor for discounting to the petitioner the said
sum out of the Customs and Excise of such goods as shall be by him
imported into or exported out of the Province of New York.
Upon further consideration and my explaining to him the
irregularity of his demand he has receded from it and refers himself
to the ordinary course of payments in New York. Out Letters
(Plantations Auditor) II, pp. 300-301.
Report to Treasurer Godolphin from William Blathwayt, Auditor
