of the Act."
Mr. White is called in about a proposition he has to make to prevent
counterfeiting the stamps for paper and parchment. He [undertakes
that he] will make known his method to my Lord upon this assurance
that it shall not be put in practice unless he have the reward of 3000l.
which he insists upon. He'll come again on Wednesday morning.

Companies to be here to-morrow afternoon about settling the Duties
for unrated goods.
The Agents for Taxes and Mr. Aynstis [attend. The Lord
Treasurer gives order to] issue 12,000l. out of the Civil List money
to Mr. Scobel on his order for tin : which money is intended to be
paid again into the Exchequer on account of Mr. Wood [for] 6000l.,
Mr. Burage 3000l. and Mr. Manaton 3000l. who will supply the like
sums in Cornwall to Mr. Scobel to buy the tin.
[Order for the issue of] 654l. 5s. 0d. to the Earl of Ranelagh : out
of the Malt surplus reserved for the service of the year 1702 : and
is to complete the sum of 18,750l. for half a year's subsidy to the
King of Denmark to Xmas 1702 and is to be paid over to Mr. Stratford
on that account.
[Order for the issue of] 40,000l. to the Treasurer of the Navy :
out of the loans on this year's Land Tax : and is to be for wages
towards paying ships to 1703 June 30.
Likewise for the issue to same of as much more as will pay 6 months

the Queen's two thirds of 500,000 pieces of Eight payable to the
King of Portugal for preparations &c.
All persons appointed for this morning are put off till next Monday
morning.
[Order for the issue of] 50,000l. to Mr. How on account for Guards
and Garrisons : out of loans on the Land Tax anno 1704 and is to
serve instead of the like sum on Subsidy tallies not yet in Course.
The Duke of Marlborough comes in.
Memorandum : four Regiments of Foot are to come from Ireland
and serve in Flanders viz. two to be part of the 40,000 men and two
to be part of the Augmentation Troops and 3l. per man is to be
allowed for the additional men to fill them up to 60 in each Company
for those of the 40,000 men and to 55 in each Company for those of
the Augmentation Troops : [to be issued] out of the money given
[by Parliament] this year : and the pay of those which come from
Ireland is to commence from the time of embarcation from there
and the pay of the new raised men is to commence from the time they
shall be mustered.

The Customs Commissioners are called in. Their papers are read
and the answers [are endorsed] on them.
The Gentlemen of the East India Company are called in. They
will put down in writing the charges upon their goods after the
importation till the time of sale and give them in to the Treasury
Office to be given to the Customs Commissioners who are to consider
same and give their opinions. The said Commissioners and the East
India Companies are to be here again on Friday afternoon.
[Send] to Mr. Mountstephen and Mr. Corker to advise how the
[Queen's] tin may best be shipped and brought [from Cornwall
and Devon] to London : and signify to the Managers of the tin that
upon the deposit of tin in the Coinage Hall the poor Tinners may
have the proportion of the money to be lent gratis till the next
coinage.
My Lord leaves it to them [the Tin Managers] to appoint a
Register when there shall be occasion for answering the intention
of the contract.
Order them to give warrant for paying the Post Groats to the
farmer [of said Duty of Post Groats].
Direct them to take care that a register be duly kept of all the
loans [to the tinners]. Order them to pay to the Receiver General
of the Duchy [of Cornwall] so much as the Coinage Duty amounts to.

loans on this year's Land Tax.
Order for 10,000l. for Sick and Wounded : to be issued out of the

and he must take care to apply it duly.
Mr. How says when he receives any money for them it shall be
set up at the Office door [as a notice or advertisement] and Mr.
Thrale shall not have it till Sir Jeffery Jefferys comes with him.

On Wednesday afternoon my Lord will read petitions : the doors

[The draft of a] letter [of direction] for 6831l. for Envoys and
Foreign Ministers is read and approved.
Send to the Customs Commissioners for an account or the best
estimate they can make by to-morrow morning of the allowances
on damaged wines in the year 1700 and of the quantities by computation
of damaged wines for which those allowances were made in
London port and the outports.
Prepare a warrant for bringing into the Exchequer forthwith
11,506l. 14s. 2¼d. upon account of the Queen's part of prize money
to complete the pay of the Augmentation Forces to 25 Dec. last
according to Mr. Fox's memorial of this day.
The Duke of Marlborough, Earl of Ranelagh, Lord Coningsby,
Mr. Blathwait and Mr. Fox come in.
Sir Henry Furnese will remit the money necessary for the Forces
in the Low Countries as long as my Lord pleases and run the risk
of the bills for 12s. 6d. per cent. for commission, brokage and risk
of the bills : and if my Lord finds the exchange by this means comes
forth more to the advantage of the public than the remittances were
last year for the same time my Lord Treasurer will add 2s. 6d. per

speak with some of them on Monday morning at 10 o'clock.
[Send word] to Mr. Fox that my Lord Treasurer finds that when
[after] the money is ordered here for the Forces great difficulties
and delays are used in his [Fox's] Office [of Paymaster of the
Forces] and that my Lord must desire him to remedy all unnecessary
delays and difficulties that there be no more complaints of this
nature.
Issue to Mr. Fox 25,000l. for the 40,000 men and 5000l. for the
Augmentation Troops in part of 118,402l. 17s. 11d. (whereof 100,249l.
3s. 5½d. for subsistence to the Subject Troops and full pay to the

Enquire whether the [Prizes] Agent in Sir Cloudesley Shovell's
fleet and his salary be continued ; and what account he gives [of
the receipts of prizes].
[My Lord reads the] Salt Commissioners' report on Mr. Johnson's
petition about fish imported from Ireland to Liverpool and now under
seizure. Ordered that the Attorney General be desired to come
about this to-morrow afternoon.
Issue 4635l. 2s. 3d. to the Navy Treasurer for Mr. Whitfeild for a
month's subsistence to the 6 Regiments of Marines under his pay,
viz. from Jan. 24 inst. to Feb. 24 next.
Upon reading Col. Villiers' information about arms seized at
Tinmouth [Tynemouth] Castle my Lord orders the Customs Commissioners
to enquire very strictly whether any of their officers
have been faulty or negligent in the matter therein set forth.
The Excise Commissioners' memorial is read for increase of salary.
[My Lord orders] a warrant to be prepared on Mr. Borrett's report
for granting the custody of William Collins, found an idiot de

according to the [Prizes] Commissioners' presentment [as Prizes
Agent in Shovell's Squadron].
Shut the door to-morrow afternoon [when my Lord will consider
petitions].
As [and when] loans come in on this year's funds 20,000l. is to be
ordered for land service of the Ordnance and 20,000l. for sea service.
Issue 6300l. to Mr. Fox : out of loans [on the funds for] this year's
service : to be on his order for the Forces for Portugal and is to pay
a bill drawn on Mr. Atkinson and Mr. Roop for refitting the transport
ships which were damaged in Holland by the late storm and for
2 months' freight in hand to others [ships] hired in the place of those
disabled and also for provision for the soldiers in their passage.
