Feb. 1 forenoon

[Order for the issue of] 2000l. to complete 5000l. [for arrears] to the Messengers [of the Chamber] : to be issued out of arrears [of the late King's Civil List]. Ibid., p. 193.
Feb. 2. Present : Lord Treasurer ; Chancellor of the Exchequer.
The Agents for Taxes are called in. Their papers are read and answered [and the answers are endorsed on them].
The Navy Commissioners are called in. The Lord Treasurer concludes it will be necessary for the Commissioners to proceed to get pitch and tar according to the order in Council of January 15 inst. [ult.] and the Attorney General's opinion therein : and my Lord approves of the Commissioners employing Mr. Nathaniel Gold and Mr. Urban Hall therein. And before the pitch and tar is imported, send the copy of the order of Council to the Customs Commissioners to comply therewith.
Send to the Commissioners of the Post Office [the Postmasters General] to be here on Friday morning about putting Mr. Dummer's account into a way to be adjusted.
Desire Mr. Travers to acquaint the Navy Commissioners when he will be ready to go to Rockingham Forest.
Send to the Navy Commissioners the copies of the letters which authorised Sir Richard Haddock and others, late Commissioners of the Victualling, to proceed in finishing the accounts of the Victualling for this time ; and direct the Navy Commissioners to make allowances as if the bills had been signed before the Commission was superseded.
This day week in the afternoon my Lord will hear Mr. Rowe by his counsel to shew cause why he doth not proceed to the hearing in this present term according to the minute agreed upon 7th July last, Tr. Cal. Vol. XVIII, pp. 63-5. And the Attorney and Solicitor General and Lady Wood are to have notice.
The Commissioners of the Stamp Office and Mr. White are to attend this day week with Mr. Newton and Mr. Harris.
Desire the Navy Commissioners to come here the next time they come to the Admiralty about the disposing of prizes taken abroad by the Fleet. Ibid., p. 194.

Mr. Pawling's petition [is read] for Edward Storey to be admitted into the place of Samuel Ross who neglects his duty. Referred to the Stamps Commissioners.
[My Lord] ordered on [reading] Mr. Hewer's petition that process for his accounts as Treasurer for Tangier be stopped till Michaelmas term next.
Write to the Commissioners of Prizes to take what care they can on the Queen's behalf touching some ships and vessels taken as prize at Teneriffe of which the Consul there has given information.
Ordered that the grant to Sir Thomas Willoughby of the perquisites and profits of the manors of Peveril with the office of High Steward be granted to him according to the Solicitor General's report and the prayer of his last petition.
Send to the Prizes Commissioners the letter of Mr. Jones, an officer of the prizes at Falmouth, by which he justifies himself against complaints.
My Lord, upon reading Capt. Wyvell's petition to be a Commissioner of the Victualling, says those Commissioners are to be made by the Prince [as Lord High Admiral].
Send the case upon the last Subsidy Act, touching a mortgage of 26,000l. not specified, to the Agents [for Taxes] to attend the Attorney General with it.
[My Lord orders] 150l. to be paid to Sir Bevill Granville for half a year's rent due at Xmas last for Mote Park.
Desire the Attorney General to prepare a warrant for levying the Four and a Half per cent. Duty in that part of St. Christopher's Island as has been lately gained from the French, according to the Order in Council in that behalf.
Let the lease to Marriott and Colmore of the manor of Ingoldoby [Ingleby] co. Lincoln pass without producing the auditor's certificate as to the arrears of rent being paid. But the rent is not to be put out of charge to the Queen as the lessees desired it to be. Treasury Minute Book XIV, p. 195.

Ordered 9000l. to Mr. How in part of the 15,714l. 15s. 7¼d. directed the 24th ult. : [to be issued] out of the first money that is or shall be in the Exchequer of loans on the Land Tax or Malt anno 1704 : notwithstanding any former order to the contrary.

Mr. Fox is to accept Mr. Hill's bills for 150,000 Crowns drawn for the Duke of Savoy before Mr. Hill had an account of the remittance from hence. Ibid., p. 196.

The business of Mr. Rowe and Lady Wood is put off until Monday afternoon next, the Attorney General not being able to come this afternoon. All the parties are to have notice.

Those [matters and persons] appointed for this afternoon are put off till Wednesday afternoon.

Write to the Navy Commissioners that my Lord Treasurer has been in expectation to hear from them after their speaking with Mr. Hall and Mr. Gold concerning importing pitch and tar and to receive some proposition for furnishing the same whereupon [in order thereupon] to give the proper directions ; and if they have not spoken with these gentlemen already they are desired to send for them as soon as may be.
Ordered that the interest of the 50,000l. which the Bank advances on the Land Tax tallies of this year for the 40,000 men in the Low Countries shall commence from the 12th inst. according to agreement : and that out of the same there shall be applied as follows viz. :

towards one month's pay for foreign Troops and one month's subsistence to Subject Troops of the said 40,000 men from the 19th inst. 40000
for levy money for the Additional men to be added to 2 Troops of Dragoons coming out of Ireland to join Visct Teviot's Regiment in Holland as part of the said 40,000 men 510

Ordered that Mr. White do attend Mr. Newton to make out his proposition for preventing frauds in the Stamp Duties and that Mr. Newton do report thereon to the Lord Treasurer.
Desire my Lord Halifax to be here on Friday morning about his certificate relating to Mr. Bertie's account.
Mr. Rowe and Lady Wood are called in with their counsel, the Attorney and Solicitor General being present. The Attorney General consents that Mr. Rowe, Mr. Bradshaw et al shall have liberty to amend their bill now depending in the Exchequer and Mr. Rowe is to bring the cause to hearing in Trinity term next or else the [Exchequer] process is to go on [against him]. Mr. Rowe consents to this.
[Order for the issue of] 3000l. more to the Cofferer [of the Household] for the [cost of the] entertainment of the King of Spain. Ibid., p. 202.

Sir Henry Furnese will give good bills to Mr. Fox for 60,000l. payable in Lisbon, viz. 30,000l. at sight, 15,000l. at 30 days and 15,000l. at 60 days.
Send to the agents in Cornwall [of the tin affair] that the Southampton and Lizard frigates are ordered to be at Falmouth forthwith to convoy the tin ships : and direct them to cause the tin ships to fall down from Gwyg [Gweek] to Falmouth harbour, to come away under the convoy of the said frigates to the Downs ; from whence they are to give notice for a further convoy to bring them up the river [Thames].
Ordered that 6714l. 15s. 7¼d. (to complete the 15,714l. 15s. 7¼d. ordered Jan. 24 last to Mr. How) be paid out of the first money that is or shall be in the Exchequer of loans on the Land Tax or Malt Act anno 1704 notwithstanding any former order to the contrary. Ibid., p. 203.

Lord Coningsby, the Earl of Ranelagh, Mr. Fox, Mr. Cardonal, Mr. Sweet and Mr. Pauncefoot are called in.
Send to the Governors of Chelsea Hospital to bring my Lord Treasurer an account this day week of what vacancies have been in the Hospital and four Companies of Invalids and how the same have been filled up, by what persons and upon what certificates.
Ordered on Mr. Fox's memorial that there be issued out of Contributions for Annuities 6016l. 6s. 4½d. to complete the month's subsistence to the 40,000 men from 19 Feb. inst. to 17 March next ; and 9076l. 17s. 2¾d. for full pay to the foreigners and subsistence to the English Regiments composing the 10,000 Additional men for the same time ; and 600l. to answer bills from Ireland for the charge of transporting soldiers from thence. But this last is respited till it be known to what head it is to be placed.
Ordered likewise (as money comes in that may be applied to the service of the year 1703) that 5000l. be issued to Mr. Fox to clear the General Officers and Contingencies on the establishment for the 40,000 men to 24 Dec. 1703.
The Duke of Marlborough, Mr. Blathwayte, Mr. Cardonnell, Mr. Sweet, Mr. Pauncefoot (and Mr. Medina about this year's [bread waggon] contracts) will be here on Monday forenoon next. Sir Henry Furnese is ordered also to attend then. Treasury Minute Book XIV, p. 207.

Ordered that Sir Thomas Littleton (out of any money in his hands for wages that is applicable to the pay of the Marine Regiments for the service for the year 1703) is to pay the sum of 9434l. 5s. 10¼d. to Walter Whitfield, Paymaster of the Marine Regiments ; the same being intended for clearings due to the said Regiments [viz. Saunderson's, Holt's, Villiers' (now Luttrell's), Fox's, and Seymour's].
Order him [Whitfield] to apply this sum for clearings of the year 1703 according to his memorial of this day.

The [breadwaggon] contract this year must be for 250 waggons.
There is to be paid to Mr. Fox for Machado 3000l. out of the funds of the year 1703 for the additional bread waggons for the Augmentation Troops anno 1703 and to be reckoned part of the sum remaining due for the 10,000 men of that year.
Mr. Blathwait is to send a certificate of what is to be paid to Machado upon signing the 2 contracts for this year.
"To be paid by Mr. Fox in part of this year's sum for the 40,000 men 168l. for levy money [for 56 men] at 3l. a man for an additional Company to Col. Meredith's Regiment and 390l. for 130 additional men more to the same Regiment. The money is in Mr. Foxe's hands."
Ordered that out of the overplus of the Malt Duty in the Exchequer of the year 1702 there be issued as follows to the Earl of Ranelagh : viz :
