Charles Bertie to the Navy Commissioners. Treasurer Danby has ordered 966l. 13s. 4d. to be paid to the Navy Treasurer for the Victuallers. Make them out an imprest bill for the same, assigned for payment on the said money in the Navy Treasurer's hands. Out Letters (General) p. 155.

Oct. 3. Reference to the Customs Commissioners of the petition of Mary Hagedot the widow of Peter Hagedot, late Collector of Customs at Exeter, praying the King to remit part of the arrear of the 800l. which said Collector died indebted to the King, in consideration of his loss of 900l. by returns [of money by bills, etc., to London] and of his services to the King in the late times of rebellion as certified by the Justices of Devon. Oct. 4. Warrant from Treasurer Danby to the Customs Commissioners to permit the export to Bilboa at the first opportunity, of some cases of diaper and damask linen and some trunks of household goods, etc., belonging to the Count Bergeyck, and which are expected daily to arrive from Ostend. (Charles Bertie to same, dated Newmarket, Oct. 4, to see that the said goods remain in the officer's custody until they be shipped for re-export.) Ibid.

Warrant from same to the Receipt to take in the 30,000l. which Richard Kent and Charles Duncombe have undertaken to lend to the King on the credit of the late Act for the Additional Excise for three years and to give them tallies of loan for same with orders of repayment with 7 per cent, interest as by the privy seal of June 16 last. Upon receipt of said loan you are to issue same to the Treasurer of the Navy as imprest for the service of the Navy, and on any unsatisfied orders in the said Treasurer's name for the Navy. Treasurer Danby's subscription, dated at Newmarket, of a docquet of a pardon to Robert Feilding, Esq., of the killing of Matthew Wood, painter : with restitution of lands and goods : with a proviso that if said Feilding be, upon his trial, found guilty of murder, then this pardon to be of no effect. Oct. 13. Treasurer Danby to Sir Charles Harbord, Survoyor General of Crown Lands. Being now returned to London where I may have frequent occasions of your advice for his Majesty's service, and being informed that there is to be a trial at the Exchequer bar the 26th of this month upon the King's title to certain lands in Konnington, near Lambeth, parcel of the Duchy of Cornwall, I desire you if your health will permit, or your deputy, Mr. Fisher, to be here before that time with the surveys hereof in your custody. Money warrant for 366l. to Sir Martin Westcombe for half a year 1674, Sept. 22. to 1674-5, March 24, on his ordinary as Agent at Cadiz [St. Mary and the Districts] : to be hereby paid out of the Exchequer. Charles Bertie to the Auditor of the Receipt to strike tallies on the Receiver of the Tenths of Exeter, Winchester, Lincoln and Sarum for 500l. due at Sept. 29 last to the Countess Dowager of Bristol for a quarter on her two pensions of 1,000l. each. Out Letters (General) p. 157.
Same [to same] to pay to Serjt. Topham for half a year's salary and board wages the 50l. 3s. 9d. which the Customs Cashier will bring in. Ibid.

Oct. 16. Money warrant for 455l. to Bevil Skelton for three months' ordinary to Sept. 26 last as Envoy Extraordinary to the Emperor of Germany : to be paid hereby out of the Exchequer. Warrant from Treasurer Danby to the Customs Commissioners to permit the importation on payment of Customs and the re-export for France with drawback of half subsidy of certain goods belonging to William Carbonnell, Humfry Willett and Peter Hacker, of London, merchants, same being laden by their correspondents at Amsterdam on the Blue Dove, Robert Cook master, and consigned for Rochelle and St. Martins in France, and no other port, but brought to England by the master of said ship on pretext of mending the rudder and procuring a pass : the same having been allowed in the case of Mr. Burkin for other goods brought in same ship from same place and likewise consigned to Rochelle and St. Martins. Royal warrant to the Attorney or Solicitor General for a great seal for a [fresh] Commission for the Excise ; the [new] Commissioners to be Sir Samuell Morland, Kt. and Bart., Sir Robert Wiseman, Sir John James, Sir Robert Southwell, Kts., Robert Huntington, Henry Frederick Thynne, and Edward Wingate : with the usual powers and salaries of 500l. per an. to each, save to E. Wingate, whose salary is to be 250l. per an., Frederick Christian Howard to be a Commissioner with 500l. per an. salary in reversion after any of the first six abovenamed : likewise Sir John Elwes to be a Commissioner with the like salary in reversion after any two of the said six or said Howard. Oct. 18. Warrant from Treasurer Danby to the Customs Commissioners to direct the officers at Rye to permit the export to France, Customs free, of eight coach horses belonging to Ralph Montague, Ambassador in France. Out Letters (Customs) III. p. 363.

Same from same to same to deliver to the Earl of Essex, Customs free, 21 casks containing about three hogshead of French wine in bottle and two parcels of feathers for beds, being arrived in London port in the Satisfaction, of Chester, Richard Urmston master, from Dublin : same coming only from Ireland, where they have been formerly imported and paid Custom. Oct. 24. Treasurer Danby to the late Farmers of Excise and others concerned. The present Farmers of Excise have complained to me that they and their officers are very much straitened for want of the rooms and offices following, viz., the room kept by Mr. Bartlett, your late Receiver, that by Mr. Browne, your late Treasurer, the two rooms kept by Mr. Crisp, your late accomptant (the one above stairs, the other below), two places in the Country Accomptant's room, the one kept by Mr. Sterry, the other by Mr. Mortimer and the room now possessed by Dr. Croome. Herts, in his account thereof for 1 years to 1665, Sept. 29 : same being for arrears for empty houses and indigent inhabitants where no distress could be taken : report having been made to Treasurer Danby by Bartholomew Fillingham, one of the late agents for Taxes, and Thomas Hall that said super was charged upon petitioner in pursuance of a general order of the late Treasury Lords for neglecting to pass his account within two years, in which time process ought to have been made forth for the recovery of said arrears : and that it appeared that said arrears were incurred during the late contagion and that nothing thereof has been received by said Watts, and further that divers such sums similarly set in super on other like accomptants [have been allowed and discharged in accompt] and that therefore the like favour may be shown to petitioner. Oct. 30. Report to the King from Treasurer Danby on a report dated Aug. 10 last made to the King by the Earl of Essex, Lord Lieutenant of Ireland [on the petition of the London Society of Governor and Assistants, London, of the New Plantation in Ulster] : said Earl of Essex's report being as follows : in accordance with the royal letter of July 9 last I have called before me such of Visct. Ranelagh's partners as are now in Ireland and have heard their pretences to defalcations in case of a discharge being given by your Majesty to the Society of Governor and Assistants London of the New Plantation in Ulster for the arrears of the high rent payable by them to your Majesty until 1665, Lady day. In your contract with Visct, Ranelagh your Majesty covenants that if at any time from the date of said contract to 1675, Dec. 26 next, any debts or revenues, etc., be discharged or lessened by release or pardon, etc. thereof, then said Viscount and his partners shall have a proportionable defalcation. Although your Majesty had by orders of Council of 1668, July 28, and 1669, Nov. 12, before the commencement of Visct. Ranelagh's contract expressed the intention of remitting the said high rent and had ordered the Barons of the Exchequer, Ireland, to stop proceedings against said Society thereon, yet no actual discharge or release was granted thereof, and it was none of the sums excepted in said Viscount Ranelagh's contract. Therefore said Visct. will be entitled to defalcation if same be dicharged. Said report being Aug. 28 referred to Treasurer Danby, the latter hereon reports that the remission or discharge to the said Society may be granted according to former directions in Council, notwithstanding that Visct Ranelagh and partners will thereby be entitled to a defalcation.
