Royal warrant to the Earl of Bath [Lord Warden of the Stannaries]. We are very sensible of the interruption and want of our just revenue for all the time since the Restoration [viz. the revenue], which heretofore did arise by the liberty of preemption and exportation of tin in Devon and Cornwall. Having been informed of some proposals made in 1661 to Treasurer Southampton by some gentlemen of those counties for an additional charge of 6s. to be laid on every hundredweight of tin that shall be coined, in lieu of the pre-emption ; and being also informed of some other proposals lately made for a grant of said liberty of pre-emption and exportation as heretofore was done by Charles I. and James I., whereby a revenue of 16,000l. per an. was raised, and to the content of the tinners : you are to summon a convocation of the Stannaries at the accustomed places, there at their first meeting only to make choice of persons to attend the King in Council in Oct. next, with full powers to treat hereon. Aug. 6 Warrant by Treasurer Latimer to the officers of the Exchequer for a tally on the Customs for 300l. to Henry and Charles Fanshaw, executors to Elizabeth Viscountess Fanshawe, deceased, for half a year's arrears on the pension of 600l. per an. granted her by the letters patent of 1665, July 17 : and dormant warrant for payment of said pension in future to them. Aug. 7 Instructions from Treasurer Osborne to the Customs Commissioners. Upon your query whether English built ships taken by the enemy and afterwards bought, owned and manned by English should pay any Custom upon their first coming into England I do not conceive it reasonable that they should. You may employ the surveyor of Stockton port and Berwick port in place of the collectors who left their employment, until fit collectors can be appointed. I approve your draft letters to the collectors of the outports about keeping their accounts and to the patent officers in Ireland about the Plantation trade ; also your report on Sir Ralph Delavall's request about Seaton Sluice. Treasurer Osborne's subscription of a docquet, dated 1673, August, of a declaration of the King's pleasure for erecting and establishing a foundation within Christ's Hospital in London for the maintenance of 40 poor boys to be chosen out of the Blue coat boys there, who are to be educated in a mathematical school to be built for that purpose within the said Hospital until their proficiency in arithmetic and navigation shall have fitted them for public service, which boys are to be called the Children of the New Royal Foundation and to be distinguished from other boys by a special badge or cognizance to be worn upon their blue coats : for which the King grants to the Governor of said Hospital 1,000l. a year for seven years from June 24 last, with licence to him to lay out same in the purchase of lands in fee simple to the uses aforesaid, and to purchase any other lands not exceeding 1,000l. per an. to them and their successors notwithstanding the statute of Mortmain. Treasurer Osborne to Lord Arundell of Trerice. It has been an ancient practice for the Customs officers of Falmouth to give a clearing bill to all masters of ships before the officers of Pendennis Castle did permit the ships to sail out of the harbour. The Collector of Falmouth has often desired your inferior officer [in said castle] not to suffer ships to go out before they produced such a clearing bill. But they have never yet complied herewith. You are forthwith to command the officers of said castle not to clear any ships or suffer them to depart till a clearing bill be had from Falmouth. Warrants Not Relating to Money III. p. 481.
[?] Same to the Earl of Essex, Lord Lieutenant of Ireland. Yours to hand enclosing the petition of Mr. Jervas, part owner of the "Katherine," of Dublin, lately arrived from the Plantations. I send you a copy of the report hereon from the Customs Commissioners as also of former reports and orders concerning the like case of the ship "Farewell." From these you will be convinced of the evil consequences of permitting Plantation commodities to be landed in Ireland upon any occasion, as prejudical to the trade of England. Should any pretences of the ship's being disabled of proceeding home to England be admitted there is no doubt you will daily meet with contrivances of that kind. I have been informed of several Plantation ships that have lately arrived in Ireland without coming home to England. Send an account hereof. The said Jervis, part owner of the "Catherine," is a Surveyor of the Customs, and absolutely debarred by his office from trading. He must be punished. You must keep all ships strictly to the law of coming home to England. "My great indisposition hath hindered me from presenting this to your Excellency under my own hand." Ibid. pp. 482-3.381

[?] Instructions from same to same. Encouragement is to be given, as the Act directs, to persons that build good and serviceable ships. For the encouragement of John Embleton, purser of the ship "Mary Gold," who has discovered some frauds, you may admit him to an entry of a fangot of silk. You are to stop the ship "Speedwell," arrived from Ireland at Liverpool, bound for Virginia, till she enter her goods, pay custom and give bond for her return hither. As for ships that have given bond for going coastwise with coal and may by some extraordinary accident be driven over sea and there dispose of their lading it is left to your discretion to take off the duty as for coals bound over sea and not to prosecute the bonds. It is represented on behalf of the Company of Feltmakers, London, that notwithstanding the laws prohibiting the importation of foreign manufactures and the late order in Council in that behalf there are still imported great quantities of hats made beyond the seas, and particularly 120 doz. of foreign hats now seized and in the Custom House of London and Rye. The seizer's part hereof is to be handed over to said Company (after they have satisfied said seizer) and the residue, being the King's part, is to be burned. Ibid, p. 10.
