Ireland. By the laws of England no tobacco, sugar, indico,
cotton wool, ginger, fustic or other dyeing woods of the growth
of our Plantations in Asia, Africa and America can be shipped
to any other place in Europe than England. Contrary hereto
divers ships have unladen great quantities thereof in Ireland.
You are to give strict orders to the Customs officers in Ireland

Treasurer Osborne to the Lord Lieutenant of Ireland, in reply
to the letter of 27 June last from the Lord Lieutenant and
Privy Council of Ireland, concerning defalcations demanded
by the Farmers of the great branches of the revenue in Ireland.
On the 12th April last the King gave said farmers a full hearing
by their Counsel and was then pleased to declare that said
farmers had no right in law upon their covenants, either in
relation to a foreign war or upon the Act of Parliament concerning
the trade to the Plantations, but out of grace was
pleased to declare that he was sensible the said Farmers had
sustained losses by the war, and therefore allowed them
12,000l. as defalcation for such losses as they had sustained
up to Xmas last. For further defalcations the King reserved
for his consideration when the year shall come about. There
is a great seal passing for the 12,000l.

of the late Act for the encouragement of
