Sept. 1 Treasurer Latimer to the Wine Licence Commissioners. By your instructions you are not to let licences for a term but to be terminable on a year's notice on either part. You find this a discouragement as some persons insist upon a certain term. The opinion of the Customs Commissioners has been taken hereon "in regard that the chief business that is to be considered in the regulating the letting of wine licences is the improvement of His Majesty's revenue arising by the importation of wine." You are hereby authorized to let licences for three years certain and on particular occasions for seven years or longer, not exceeding 11 years, "but this latitude you are not to make use of but on extraordinary occasions." Warrant from Treasurer Latimer to the Customs Commissioners to report as to the case of Benjamin Du Maresque and Tho. Lamprire concerning custom demanded by the collector of Southampton on tobacco for which full duty has been paid in the Island of Jersey pursuant to an order of the Privy Council of 1671, Aug. 4 : the Privy Council having further, June 27 last, ordered the delivery of said tobacco customs free unless otherwise directed by the Lord Treasurer after investigation. Royal warrant constituting Cornwall Bradshaw the officer for receiving, collecting and answering the arrears of Hearthmoney standing out in London and Westminster, and the liberties thereof, late within the collection of Hugh Holland, who has surrendered said office of Collector, not having taken the oaths of allegiance and supremacy nor received the sacrament in such manner as by a late Act of Parliament is directed. Treasurer Latimer's subscription of a docquet, dated 1673, Aug., of a grant by indenture between the King and Samuell Maidwell of the office of Clerk and Paymaster of the bills of Impost (of French and Rhenish wines allowed to noblemen, ambassadors and others and of the money granted in respect thereof) to said Maydwell for life on forfeiture of said office by William Battailhe : under such covenants and agreements as are usual in grants of the like nature. Sept. 6 Letter of direction by Treasurer Latimer, upon an order of 1672, Dec. 16 (drawn on the money warrant of 1672, Dec. 14) for [1,300l. and] 3,000l. to the Earl of Peterborough, on which warrant 1,000l. was paid by tally on the Customs). Sept. 8 Warrant by Treasurer Latimer to the Customs Commissioners to deliver to Anthony Vernatty certain household goods ("amongst which are seven landskips small and great, two pieces of flowers and one Macao") belonging to Vernatty's father in law, Frederick Becker, who some years since removed from Delft, in Holland, with his family, bringing with him at the time only part of his goods, but died shortly after, and said goods have now been sent for by Vernatty. Baker to arrest all the sheriffs (and their undersheriffs) who are certified as having neglected to pass their accounts in the Exchequer and as detaining the King's money in their hands : as by the annexed certificate [wanting] of the Clerk of the Pipe : all except such as have further time granted them by the Lord Treasurer, Chancellor of the Exchequer or the Exchequer Court : all in accordance with the order made in the Exchequer Court in Hilary, 1666, concerning the granting of further time to sheriffs for their accompts. Sept. 10 Treasurer Latimer's subscription of a docquet, dated 1673, Jan., [sic] of a warrant to the Exchequer for 1,345l. 13s. 0d. to Agmondisham Piques, goldsmith, for badges for the King's watermen and escutcheons for the messengers of the Chamber, provided upon warrants from the Lord Chamberlain. Treasurer Latimer to the Navy Commissioners. Hugh Upton, of London, merchant, is satisfied with the manner of payment which I have promised him for the hemp tendered by him for the Navy, and is therefore content to deliver 220 tons, three-fourths the best Riga Rhine hemp and a quarter the best Coningsberg or Quinsbro Rine hemp, at 29l. per ton. You are to contract with him accordingly and make him out a bill for 6,380l., to be paid as I shall direct. Warrants Not Relating to Money IV. p. 18.
Warrant from Treasurer Latimer to the Customs Cashier to deliver to the abovesaid Hugh Upton, of London, merchant, wine bonds to the amount of 6,380l., taking in from him a tally for that amount, being the price of the abovesaid 220 tons of hemp for the Navy. Money Book (Customs), p. 130.
Treasurer Latimer to the Customs Commissioners to put in execution an order in Council as follows
Prefixing :Order in Council, dated Whitehall, Sept. 5.
Present :The King, Archbishop of Canterbury, Lord Chancellor, Lord Treasurer, Lord Privy Seal, Duke of Monmouth, Duke of Lauderdale, Earls of Ossory, Craven, Arlington, Carbery, Visc. Fauconberge, Lord Berkeley, the Vice Chamberlain, Secretary Coventry, Chancellor of the Duchy, Master of the Ordnance, Speaker [of the House of Commons]. Upon the petition of William Blackett, merchant, read at the [Privy Council] board 1672, June 21, setting forth that the Customs officers at Newcastle demand on the export of coals in foreign built vessels, manned by strangers, the duty due by the Book of Rates, in spite of the Declaration of 1672, May 10, it was ordered that petitioner should be relieved and the said Declaration be duly observed. This same order so taken, being this day considered at the board, was, upon debate, found prejudicial to His Majesty's service and thereupon was ordered to be, and is hereby, revoked. And it was further ordered that all strangers henceforward pay strangers' duties according to the Book of Rates and Acts of Tonnage and Poundage.

Same to [the Customs Commissioners] to signify to all the officers of the ports the King's pleasure in the abovesaid order of Council [of the 5th inst.] to prohibit strangers to lade coals in England and also to take care that none of the King's subjects be permitted to transport coals to any parts beyond the seas, but to bring them to London or some other port of the King's dominions. Sept. 11 Treasurer Latimer to the Customs Commissioners to remit the King's share of a seizure made at Dover on Saturday last of 10 pieces of point, without embroidery, belonging to Monsieur Canaples, brother to Marshal de Crequi : being prohibited goods. Warrants Not Relating to Money IV. p. 20.
Warrant from same to same to deliver certain pictures brought from Flanders, they being the proper goods of Sir Robert Booth, Lord Chief Justice of the Common Pleas in Ireland, they being imported hither merely because of the danger of war and hazard of long seas between that place and Ireland. Ibid.
Warrant from Treasurer Latimer to the Customs Commissioners. Thomas Evans and William Cranmer transported themselves and families into England out of the dominion of the States "in obedience to His Majesty's proclamation for recalling his subjects out of his enemy's dominions," and they had His Majesty's special pass, dated 1 May, 1672, in order to it. The troubles falling so fast upon them in Holland they were necessitated to remove with their persons in haste and since by piecemeal to withdraw their goods, and have lately imported nine cases of pictures in a vessel of which John Vander Lantshosen is master. These are their household goods. You are to deliver them. Warrants Not Relating to Money IV. p. 20.
Treasurer Latimer to same to observe the order of Council of the 5th inst., ut supra, p. 390, concerning coals imported in strange built bottoms. Where the Collectors of the outports have received money in deposit until the duty should be ascertained you are to take care that the foreign duty so deposited before the 5th inst. be repaid to the persons who deposited same. Ibid, p. 23.
Instructions from same to same. As to the writ of appraisement of French hats at Rye, the hats are to be speedily sent for at the King's charge. As to the case of coals and other goods for which the duty of transportation is paid and the same afterwards happen to be landed in some port of England, you are to allow the like quantity of such to be shipped out Customs free. As to the Greenland trade, you are to give the same indulgence to the Greenland ships mentioned by you as if they were navigated by Englishmen. As to fish exported in foreign vessels I hereby direct that not only salmon (as was formerly directed) but any other fish in general be exported in foreign vessels paying no more duty than if they were shipped in English vessels. Warrant from same to the Clerk of the Pipe for a lease to Sir William Wentworth of a messuage, garden, and two acres of land in the Baile of Lincoln, now in the occupation of William Cawthorp, and found by an inquisition taken 1670, May 25 (jurors' names detailed), to belong to Robert Melhuish.

Same from same to permit Mary Wigmore to enclose a small piece of Crown waste as follows, and to erect a small house thereon and to enjoy same to her and her children for 40 years at the rent of 4d. per an., payable to the Bailiff or Receiver of the county of Middlesex : same being petitioned for by Charles Wigmore and said Mary, his wife, which petition was, 1671, July 28, referred to the Surveyor General of Crown Lands, who reported thereon that said parcel is staked out on the waste on the South side of the highway over against Hyde Park gate and contains about 30 feet breadth by 60 feet length, "and that he taketh the said piece of ground to be parcel of Her Majesty's waste ground belonging to the manor or bailiwick of St. James's, and that Sir William Poultney, Kt. (who made some claim to the said waste ground under colour of a lease to him granted by the Dean and Chapter of Westminster as he pretended) having since assented to petitioner's request," which is also recommended by the Earl of Arlington : upon which report the King signified his pleasure to the Treasury Lords, 1671, Nov. 27, to gratify petitioners, who nevertheless have yet had no benefit thereof : said Charles Wigmore being since slain in His Majesty's service at sea in the present war against the Dutch, leaving his widow and children in a very poor condition. [?] Treasurer Latimer to the Sub-[Commissioners for Prizes]. I have seen yours of the 21st inst. to the Customs Commissioners desiring them to send down an officer to take an account of the goods that were seized between decks in the Dutch East India prize "Papenburgh," by the French seamen, before the ship came into the river (being goods which the French mariners, who entered the prize, found between decks [and] belonging to them), which you say you have direction to let them take away upon paying Custom. I wonder I should not be acquainted with such directions and from whom they come. As the case is extraordinury and the French seamen are not permitted to come up to make an entry, being commanded to go back to the fleet, I have consented to it. This taking account of goods below is a thing never practised and by me only consented to upon this extraordinary occasion. Nothing is to be taken out of the hold. Ibid.

Treasurer Latimer to the Customs Commissioners. In the instructions to you of the 12th June last you were directed that prizes should only pay natives duty for commodities brought in from the places of their proper growth. You are hereby to permit the prize cod lately taken to be unladen, paying only natives duty. Ibid, p. 36.
Report from Treasurer Latimer to the King on the petition of Richard Hicks for a reversionary lease of a tenement called Netherton in the manor of Carnedon Prior, and for the cutting of certain woods and a lease of the same in Corlinick and Coyseglace, lying in the manor of Tybecta, co. Cornwall. The tenement is valued at about 13l. per an. As to the woods the underwood thereof was sold in 1624 at 73l. 4s. 0d. [sic for 73s. 4d.] per acre which for 39 acres amounted to 143l. [sic]. In the parliamentary survey of 1650 said woods being of 20 years' growth were valued at 200l., since which they have fallen [been felled] and are now of 16 years' growth but pretended to be grown thin for want of good fencing and preservation, but cannot probably be of less value than in 1624. Warrant under the royal sign manual to all commanders, &c., of any of His Majesty's ships. Some of the officers of the Customs have lately found on board the King's ship "Assistance" 80 chests of copper which they suspect to have been embezzled out of the King's East India prizes. The said ship's company have refused to permit said officers to take same away to be secured for the King's use. The commander of said ship is hereby to suffer them so to do and all commanders of any other the King's ships are to permit said officers to come on board to search for any goods embezzled out of said prizes or concealed with intention of defrauding the King of his duties ; and to bring same away if found. Sept. 23 Report to the King from Treasurer Latimer, Duke of Ormonde and Earl of Anglesey (Lord Privy Seal), on the petition of Thomas, Viscount Dillon, praying a remittal of the new quit rents and other incumbrances upon his estate according to the privy seal already passed in that behalf. Till the matter can be heard we advise a respit be granted him till Trinity term next.
Appending :Said petition and order of reference thereon, dated 1673, July 3. Petitioner's father endeavoured to sue out letters patent in Nov., 1668, for such remittal as above but proceeded no further than the signet and privy seal and no further process was made until the issuing of the Commission to Prince Rupert, the Duke of Buckingham and others relating to the settlement of Ireland, and prohibiting the grants of Irish lands and hereditaments till the determination of said commission. Afterwards the King by warrant under the sign manual and privy seal, dated 1671, Aug. 27, ordered Sir Orlando Bridgman, late Lord Keeper, to pass said patent according to the abovesaid privy seal, notwithstanding abovesaid Commission. But on a representation from said Commissioners said warrant was suspended till the end of said Commission, but a respite of said quit rents was granted meanwhile. This order of respite being determined process is like to issue against petitioner.

Sept 26 Instructions from Treasurer Latimer to the Customs Commissioners. As to your representation of the 20th inst. touching 75 patacoes of Spanish tobacco belonging to Sir John Frederick and partners, which were put into a warehouse whereof the Custom House officers had no lock and key ; the same is to be viewed and allowance made for damage. As to your query whether you are to understand Ireland, Jersey, Guernsey and the Plantations to be intended within the prohibition for exporting coals by the order of Council of the 5th inst. Sept. 26 Treasurer Latimer to [the Commissioners of the Eighteen Months' assessment for Exeter]. The King has let to farm the duty of Subsidy and Aulnage to the late Duke of Richmond and Lennox. The said duty in the city of Exeter is assessed at 30s. per month towards the Eighteen Months' assessment. I conceive that it was not the intention of the Act of Parliament to charge said duty. You are therefore to discharge it and not charge it for the future to said assessment. Ibid.

Sept. 30 Warrant from Treasurer Latimer to the Trustees for Fee Farms. By virtue of the privy seal of June 18 last I directed you to contract with Sir Robert Holmes for fee farms to the amount of 609l. 9s. 11d. per an. as in a schedule. Said privy seal is since vacated and a new one passed, dated July 7 last, with the like schedule annexed directing you to convey said rents to said Holmes. By virtue hereof you are therefore to enter your contract with said Holmes according to your usual rates of 16 years' purchase for possession and eight for reversion.
