Leave of Absence.

ORDERED, That Mr. Shadrack Vincent have Leave to go into the Country upon urgent Occasions.

Recovery of Tythes, &c.

Mr. Christy reports from the Committee to whom the Bill for the more easy Recovery of small Tythes, and for Repair of Churches and Chancels, was committed, That they had agreed to the Bill, with several Amendments: Which they had directed him to report to the House: And he read the same, with the Coherence, in his Place, and afterwards delivered them in at the Clerk's Table: Where they were once read throughout; and afterwards a Second time one by one; and all but the First Amendment, which the House disagreed to, upon the Question severally put thereupon, agreed to by the House: And some other Amendments were, upon the Question put thereupon, made in the Bill.

And then the House being moved, That a Clause in the Bill touching the Ecclesiastical Courts, to have a Jurisdiction in respect of such Tythes, and to proceed in a summary Way; and for taking away Excommunications for small Tythes, and for transmitting their Sentences to be executed by the Justices of Peace; may be re-committed;

Resolved, That the said Clause, beginning Folio 6, after the Word "expressed," in Line 5, to "And be it Enacted," in Folio 9, Line 12, be re-committed to the same Committee.

And it is to be an Instruction to the said Committee, That they do limit the Value of the Tythes to be determined within the said Bill: And that they do make the Bill to cohere: And they are to meet this Afternoon at Three of the Clock.

Leave for Member to attend Lords.

Ordered, That Sir Wm. Whitlock have Leave to attend the Lords, as Counsel, in a Cause between Dod and Burroughes.

Listing Papists.

Ordered, That the Committee appointed to inquire into the Listing, Assembling, and Exercising of Papists, and other disaffected Persons in Arms in several Counties of this Kingdom without their Majesties Commission, do meet this Afternoon at Four of the Clock, in the Speaker's Chamber; and sit de die in diem: and that Mr. Whitley be added to the Committee: And that all that come have Voices.

Members summoned.

Ordered, That the Gentlemen of the Long Robe, who are Members of the House, be summoned by the Serjeant, from the several Bars in Westminster . . . ., to attend the Service of this House.

Commissioners of Accompts.

The several Members of the House, according to the Order of Yesterday, delivered in their Lists of Persons Names to be Commissioners in the Bill for taking the Accompt of the publick Monies: For which Purpose, the Clerk, and Clerk Assistant, the one on the one Side of the House, the other of the other, went, with each of them a Glass in his Hand, along the several Benches to gather the same from the Members sitting in their Places.

And the same being done, and the Glasses brought to the Table;

Ordered, That Sir Matth. Andrews, Mr. Herne, Colonel Birch, Mr. Culliford, Sir Rob. Rich, Sir Tho. Vernon, do withdraw into the Speaker's Chamber, and view the Lists; and report to the House upon which Nine Persons Names the Majority of Votes falls.

And they withdrew accordingly.

Securing Government against Rebellion.

A Bill for the more effectual securing their Majesties Government against such as conspire to rise in Rebellion, and disturb the Peace of the Kingdom, was read the Second time.

Resolved, That the Bill be committed to a Committee of the whole House.

Listing Papists.

Then the Names of the Persons mentioned in Mr. Dodsworth's Examinations, both at the Bar of the House, and also before the Lord Chief Justice Holt, were read; being as followeth; viz. Colonel Thom. Tilsly, Lieutenant Thom. Butler, Lieutenant Colonel Girlington, a Protestant, Cornet Knype, Cornet Coall, Captain Tho. Tildesly, under Colonel Molineux, Captain Ralp Tildesly, Lieutenant Colonel Gerrard, Captain Henry Butler, Captain Westby, Captain Rich. Butler, Captain Harrington, Captain Alex. Butler, Captain Rob. Molineux, Captain Thom. Carus, Captain Massey, Lieutenant Wm. Westby, Captain Penny, Mr. Goodwin a Priest, Captain Carus, Lieutenant Geo. Ordered, That Sir Fran. Blake do go to Sir James Rushout, who is sick, and desire him to send to this House such Examinations as he hath touching any Persons in Worcestershire, conspiring against their Majesties Government.

Resolved, That the House do immediately resolve itself into a Committee of the whole House to consider of the said Bill.

And the House resolved into a Committee accordingly.

Royal Assent to Bills.

Mr. Speaker,

The King commands this honourable House to attend his Majesty, in the House of Peers, immediately.

And accordingly Mr. Speaker, and the House, went to attend his Majesty.

And being returned;

Mr. Speaker reports, That his Majesty had been pleased to give the Royal Assent to the several Bills following; viz.

An Act for the Exercise of the Government by her Majesty, during his Majesty's Absence.

An Act for reversing the Judgment in a Quo Warranto against the City of London; and for restoring the City of London to its ancient Rights and Privileges.

An Act to declare the Right and Freedom of Election of Members to serve in Parliament for the Cinque Ports.

An Act for discouraging the Importation of Thrown Silk.

An Act for confirming to the Governor and Company, trading to Hudson's Bay, their Privileges and Trade.

An Act for the encouraging and better establishing the Manufacture of White Paper in this Kingdom.

An Act to enable Sir Edwin Sadlier to sell Lands, for Payment of Debts.

An Act for the granting to Eliz. Relict of John Hobby, Esquire, and now the Wife of the Lord Alexander, Son and Heir apparent of Henry Earl of Starling in the Kingdom of Scotland, One Annuity or yearly Rent-charge of Four hundred and Fifty Pounds for her Life, in Satisfaction of Five hundred Pounds per Annum in Lands, which she was to have for her Jointure.

Rye Election.

Ordered, That the Report from the Committee of Privileges and Elections, touching the Election for the Port of Rye, be made upon Thursday Morning next.

Listing Papists.

Sir Fra. Blake acquaints the House, That he had been according to their Order, with Sir James Rushout; and had brought the Examinations which were in his Hands; and presented the same to the House.

Motion for Adjournment.

A Motion being made, and the Question being put, That the House do now adjourn;

It passed in the Negative.

Then the House resolved again into a Committee of the whole House, upon the said Bill, for securing their Majesties Government against all such as conspire to rise in Rebellion, and disturb the Peace of the Kingdom.

Mr. Solicitor General reports from the Committee of the whole House, That they had made some Progress in the said Bill: And that he was directed by them to move, That the Committee may sit again upon Thursday Morning next.

Resolved, That this House will, upon Thursday Morning next, at Ten of the Clock, resolve itself into a Committee of the whole House, to consider further of the said Bill.

Sir Matth. Andrews reports from the Committee appointed to withdraw, and view the Lists of the Persons Names given in to be Commissioners for taking the Accompts of the Publick Monies, That the Majority of Votes had fallen upon the Nine Persons following; viz. Colonel Rob. Austin 183, Sir John Mathews 114, Sir Sam. Bernadiston 100, Sir Ben. Newland 135, Sir Tho. Clarges 133, Sir Rob. Rich 125, Sir John Guise 173, Sir Jos. Williamson 108, Mr. Kent 94.

Resolved, That the said Persons be inserted Commissioners into the said Bill for taking the publick Accompts.

Resolved, That this House will, upon Thursday Morning next, at Nine of the Clock, proceed in the further Consideration of the Report upon the said Bill.
