1660, Feb. 7 (Sept. 25) | Francis Meynell, Goldsmith | Aldersgate, 1660-3, Cordwainer, 1663-6 | S. 1661-2 | vice Barkstead |
Died October 6, 1666; Will [P.C.C. 23 Drax] August 8, 1665; proved December 19, 1667.
By a clause in the Act of Oblivion (12 Car II., c 11, sect. 44) it was provided that all who since December 5, 1648, had given sentence of death on any person in the High Courts of Justice should be incapable of holding any public office after September 1, 1660. By the operation of this clause Aldermen Foot and Dethick became disqualified; Aldermen Pack, Ireton and Tichborne had been excepted from the benefits of the Act by name.
On September 4, the Aldermen who had been deprived of their seats by the House of Commons in 1649 were restored by order of the King.
1660, Sept. 4 | Sir Thomas Soame | (see 1635) | [vice Crow] (fn. 18)
Sir Thomas Adams, Bart. | (see 1639) | vice Dethick
Sir Abraham Reynardson | (see 1640) | [vice Pack] (fn. 18)
Sir John Langham, Bart. | (see 1642)
Sir James Bunce, Bart. | (see 1642) | vice Ireton
Sir Richard Browne, Bart. | (see 1648) | vice Vyner
Langham's former seat (Bishopsgate) was at this time held by E. Backwell, Soame's (Cheap) by Sir T. Alleyn (Lord Mayor), and Reynardson's (Candlewick) by T. Milner: Backwell and Milner were not disturbed; Langham only sat once (September 11) when Backwell also was present, and was discharged on September 18. Bunce also declined to resume office and was discharged on September 25. The Lord Mayor was transferred to Aldgate on September 25 in place of Crow (who had been discharged on April 3), and Soame then resumed his old seat for Cheap, having been present as well as the Lord Mayor on September 6, 18 and 20. Reynardson was removed to Pack's seat for Bassishaw on October 4, but he did not resume attendance in the Court at all after his restoration.
The names of the Aldermen (in order of seniority) between September 4 and 18, were:
Sir T. Soame | Sir J. Bunce | Sir J. Frederick | R. Kinge
(fn. 19) T. Atkyn | (fn. 19) J. Kendricke | T. Milner | W. Love
(fn. 19) Sir T. Adams | Sir R. Browne | Sir J. Robinson | W. Bolton
(fn. 19) Sir A. Reynardson | (fn. 19) R. Chiverton | Sir A. Bateman | W. Peake
Sir J. Langham | Sir T. Alleyn | Sir J. Lawrence | Sir W. Wale
(fn. 19) J. Fowke | (Lord Mayor) | F. Warner | E. Backwell
Sir W. Thomson | F. Meynell
The seats of T. Foot, C. Pack, R. Tichborne and W. Crow, were vacant. There were thus 25 Aldermen and four vacancies, making a total of three in excess of the regular number, caused by there being two Aldermen for each of the three wards, Bishopsgate, Cheap and Candlewick. The resignation of Langham and the removals of the Lord Mayor (Alleyn) and Reynardson to other wards to fill the seats previously held by Crow and Pack reduced the existing Aldermen to 24, with two vacancies (those caused by the disqualification of Foot and Tichborne) to be filled, making the regular total of 26.

(During the suspension of the Charter.)
Judgment having been given against the City in the proceedings consequent on the Writ Quo Warranto in 1683, its Charter was forfeited, and on October 13 the King (Charles II.) issued a new commission reappointing the Lord Mayor (Sir W. Prichard) and 17 of the existing Aldermen. Eight Aldermen were ejected and their places taken by adherents of the Court. A full and singularly lucid and impartial account of the legal proceedings and of the events of the preceding three years which led to the hostile action on the part of the King is given in Dr. Sharpe's London and the Kingdom (Vol. II., pp. 472-504). (fn. 42)
The old Aldermen who were retained were:—
Sir W. Turner | Ex-Lord Mayors
Sir W. Hooker | ||||
Sir R. Vyner | ||||
Sir J. Edwards | ||||
Sir J. Moore | ||||
Sir W. Prichard (Lord Mayor)
Sir H. Tulse | ||||
Sir J. Smyth | ||||
Sir R. Geffery | ||||
Sir W. Rawsterne | ||||
Sir J. Peake | ||||
Sir T. Beckford | ||||
Sir J. Chapman | ||||
Sir S. Lewis | ||||
Sir J. Raymond | ||||
Sir D. North | ||||
P. Daniel | ||||
P. Rich | ||||
Of these the Lord Mayor (Prichard), Turner, Edwards, Tulse, Smyth, Geffery, Chapman, Lewis, Raymond, Daniel and Rich were sworn on October 16, Rawsterne and North on October 18, Hooker and Moore on October 23, Beckford on October 25, Peake on October 27; Vyner did not appear to take the oath till December. 5, and never again attended a meeting of the Court of Aldermen, though he did not resign his seat until April, 1686.
The superseded Aldermen were:—
Sir T. Alleyn | ||||
Sir J. Frederick | ||||
Sir J. Lawrence | ||||
Sir R. Clayton | Ex-Lord Mayors
Sir P. Ward | ||||
Sir J. Shorter | ||||
Sir T. Gold | ||||
H. Cornish | ||||
The six last-named of these were prominently identified with the Whig party, of which Sir John Lawrence was the recognised leader in the Corporation; Alleyn and Frederick, who had originally been Aldermen during the Commonwealth period, had in the earlier years of the reign generally been supporters of the Court, though they were at no time what would be called in modern political phraseology 'Whole-Hoggers,' and had more recently shown a disposition to favour the Nonconformists and Whigs. The 18 Aldermen who retained their seats were all uncompromising Tories.
The eight new Aldermen appointed to fill the places of those removed were:

At the close of the period of the suspension of the Charter the existing Aldermen were:
Sir W. Hooker (ex-Lord Mayor) | J. Mawson | J. Berry
Sir J. Raymond | Sir B. Firebrace | T. Rodbard
Sir P. Daniel | Sir H. Edwin | G. Page
Sir W. Gostlyn | W. Kiffin | R. Bristow
Sir T. Kinsey | Sir W. Ashhurst | J. St. Amand
Sir S. Thomson | J. Gardner | C. Lethuillier
Sir J. Bawdon | Sir J. Eyles (Lord Mayor) | C. Chamberlain
Sir J. Parsons | E. Underhill | W. Jolliffe
two vacancies caused by the deaths of Sir J. Peake and Sir J. Shorter being unfilled. The three first-named (Sirs W. Hooker, J. Raymond and P. Daniel) had retained their seats throughout the period, having been Aldermen before the judgment on the Writ of Quo Warranto.
On October 3, 1688, the Charter was restored, and all the survivors of those who were acting as Aldermen at the time of its forfeiture (October, 1683), were reinstated automatically with their original precedence, the existing Aldermen being displaced (except the three who were in office in 1683), and their elections treated as illegal, those of them who were again elected (either at once or after an interval) reckoning their seniority from the date of such fresh election. Eight of the Aldermen of 1683 had died in the interim, viz: Sir J. Frederick, Sir R. Vyner, Sir J. Shorter, Sir T. Gold, Sir W. Rawsterne, Sir J. Peake, Sir T. Beckford, H. Cornish. The eighteen Aldermen who were thus restored to office with their former precedence were:—
wSir T. Alleyn | wSir P. Ward | tSir J. Chapman
wSir J. Lawrence | tSir J. Moore | tSir S. Lewis
tSir W. Turner | tSir W. Prichard | (fn. 53) tSir J. Raymond
(fn. 53) tSir W. Hooker | tSir H. Tulse | tSir D. North
tSir J. Edwards | tSir J. Smyth | (fn. 53) tSir P. Daniel
wSir R. Clayton | tSir R. Geffery | tSir P. Rich
Of these, Turner, Edwards and Clayton at first declined to serve again, though both Turner and Clayton at a later date resumed their seats. In filling up the eleven vacancies, the Wards elected five of the Aldermen whom the restoration of the Charter had displaced (Sir T. Kinsey, Sir W. Ashhurst, C. Lethuillier, Sir W. Gostlyn and Sir H. Edwin), and two who had served during a portion of the period of suspension (Sir S. Dashwood and Sir B. Thorowgood). Four other of the interim Aldermen (Sir J. Parsons, Sir T. Fowle, Sir T. Rawlinson and Sir C. Duncombe) returned to the Court of Aldermen later, as will be seen below.
