Respect of Homage.

THE Lord Archbishop of Canterbury, according to his Promise Yesterday, shewed unto the Lords what Manner of Homage the Lords did unto the King at His Coronation, as appeared ex Libro Regali, in his Grace's Custody, which was read, in hæc verba: videlicet,

"All the Peers do their Homage to the King.

Manner of doing Homage at the Coronation.

"The Archbishops and Bishops kneel down, and make their Homage thus:

"I A. shall be faithful and true, and Faith and Troth bear unto You our Sovereign Lord, and to Your Heirs, Kings of England; and I shall do and truly acknowledge the Service of the Lands which I claim to hold of You, as in the Right of the Church; as God help me.

"And kissed the King's Left Cheek.

"I N. become Your Leige-man of Life and Limb and of Earthly Worship; and Faith and Troth I shall bear unto You, to live and die against all Manner of Folks. So God help me.

"Their Homages being ended; they put their Hands and touch the Crown by Way of Ceremony, as promising to support it with all their Powers."

The Question touching Respect of Homage is again referred to the Committee for Privileges, etc. and they are to meet on Monday next, at Two in the Afternoon.

Report of the Conference, concerning the Liberty of the Subject.

The Lord Keeper reported the Conference Yesterday with the Commons, to this Effect: videlicet,

(Vide 25 April, 1628).

"That Sir Edward Cooke (after an Excuse made for his long Stay) expressed the great Joy of the Commons for the good Concurrence between the Lords and them in this Business. That, at the First Conference, the Commons shewed unto the Lords what Evidences their Lordships and the Commons had for their Liberties; since which Time they received Five Propositions from their Lordships, penned by a Grave and Reverend Prelate; and it is fit they should give their Lordships a Reason why they have heard no sooner from them concerning the same; and shewed that, after some Debate of the said Propositions, they received from His Majesty Five Gracious Messages:

"1. That He would maintain all His Subjects in their just Liberties of their Persons and Goods.

"2. That He would govern according to the Laws and Statutes of this Kingdom.

"3. That we should find as much Security in His Majesty's Word as in any Law or Statute whatsoever.

"4. That we should enjoy all our Freedoms in as just and ample Manner as our Ancestors did in the Times of any of His best Predecessors.

"5. That, for the securing of this, the House of Commons might (if they thought fit) proceed by Bill or otherwise.

"Then he said, That these Messages of His Majesty's being Categorical, and their Lordships Propositions but Hypothetical, the Commons laid aside those Propositions, quia in præsentia Majoris cessat potestas Minoris. Et hæ sunt causæ (said Sir Edward Cooke) why their Lordships heard from the Commons no sooner about their Lordships Propositions.

"He proceeded, and said, That, according to the King's Message, the Commons have thought good to proceed in a Parliamentary Way: Periculosum enim est, quod proborum virorum exemplo non comprobatur. And if their Lordships shall please to concur herein, they doubt not but the Success will be happy.

"That they have drawn up a Petition of Right, according to ancient Precedents, and have left a Space for the Lords to join therein with them. And he affirmed that this Manner of proceeding by Petition was the ancient Way, until the unhappy Division between the Two Houses of Yorke and Lancaster."

This Report ended, the said Petition was read 1a et 2a vice.

The said Petition being read; the House was put into a Committee, for the freer Debate thereof.
