Royal warrant to the Earl of Ranelagh to take off the respits
amounting to 126l. 17s. 6d. from Major General Cholmondley's
Troop of Grenadier Guards between 1701-2 Feb. 25 and 1702 June
24 occasioned by the quitting of several of the Grenadiers to serve
in the Light Horse, whose places were filled before the said June 24
so that the Troop was complete the succeeding muster. Queen's

William Lowndes to the Earl of Ranelagh for a state of what is
due to the 4 Companies at New York to Dec. 24 last. Why have

report of March 22 last concerning the revenues of the several
Plantations in America.
(1) As to the annual account of the Four and a Half per cent.
Duty in the Leeward Caribbee Islands (which the House of
Commons by their address to the Queen desired to have laid before
them) you are to prepare a state thereof for the first year [of the
Queen's reign].
(2) As to the profits of the Casual Revenue in Barbados you are
to acquaint my Lord whether Mr. Thomas, the Receiver thereof,
has sent over the state thereof since his entrance on that office and
whether he has paid the balance according to my Lord's direction
of January [29] last [supra p. 121] or what prospect there is of his
speedy compliance therewith.
(3) As to the accounts of the revenues in Jamaica, Virginia,
Bermudas, Maryland, New York, Massachusetts Bay and New
Hampshire, of which the states were annexed to your said report,
you are to prepare those accounts severally for declaration and for
the future you are to lay before my Lord half yearly states of all
the Plantation Revenues in general.
(4) From your said report it appears that the respective proprietors
of New Jersey, West New Jersey, Pennsylvania, New Castle,
Lower Counties, Carolina, Hudson's Bay, Mount-Hope &c. are
indebted to her Majesty for several years' rent reserved on their
respective letters patents or grants of those Provinces. My Lord
desires you to make such an authentic certificate thereof as may be
proper to annex to a warrant to the Queen's Remembrancer for

collection thereof and the non-observance of the course of accounting

that 2 merchants proved insolvent on their bonds in August last
and petitioner was thereupon dismissed on pretence of not having
done his duty in taking their bonds : therefore praying a hearing.

Report to Treasurer Godolphin from William Blathwayt [as
Auditor of the Plantations] on several papers sent to the said Lord
Treasurer by [Secretary] the Earl of Nottingham [being received
by the Queen in Council] from the Commissioners of Trade and
Plantations, relating to a boom for the harbour of St. John's in
Newfoundland. "I humbly report that such a boom having been
thought requisite upon building a fort in that harbour some years
past, the same has for the last three years been represented to the
late King and her present Majesty as absolutely necessary to be
immediately fixt for securing that harbour. But nothing has been
yet done therein by reason of a dispute between the officers of the
Navy and the officers of Ordnance [as] to whom it should belong
to provide and fix the said boom and appurtenances." Thereupon
the Queen, upon a further report from the Board of Trade, directed
the said Board to prepare a state of the charge and means for
performing that service. The whole charge would be 233l. 16s. 0d.
But this matter having been lately before your Lordship you were
pleased to judge that the same did belong to the officers of the
Ordnance who should make an estimate thereof, the officers of the
Navy providing anchors and cables for floating the said boom,
"for which I have prepared a report hereinclosed [as] from your
Lordship to her Majesty as I was directed."

Royal warrant to the Earl of Ranelagh to pay 1169l. 0s. 10d. to
Lord Lucas for the pay of his Regiment to the 24th August 1702
over and above what has been already issued : in consideration of
the extraordinary charge he and the other Officers of the said
Regiment have been at in making their recruits and in the early
completing and bringing the said Regiment upon duty and for their
losses by desertions. The pay of the Staff Officers is hereby to
commence from 1701-2 March 10 (the date of the commissions of
the Captains and subalterns) and that of the non-commission officers
from 1702 April 1 and the privates are to be allowed as complete as
from April 20 : being the like allowances lately made to the Marines
and other Regiments which were raised at the same time. Queen's

Letter of direction for 3120l. 6s. 4d. to the Treasurer of the Navy :
out of loans on the Subsidy of this year ; to be paid over in a gross
sum to Walter Whitfield and to be applied for offreckonings and

William Lowndes to Sir Philip Boteler. I have received yours of
the 1st inst. informing of a fraud committed in the collection of the
Poll tax in Brenchley in 1702. The duplicates for the said borough
have not been returned to the Remembrancer's Office. Out Letters

Same to Sir William Robinson. I have read to my Lord
yours of the 20th ult. concerning malt tickets offered to you
on the purchasing of forfeited lands in Ireland "which [tickets]
mention only 10l. to be paid to the owner at a farthing a day interest
but are marked at bottom some with 20l. some with 100l. and some
with 300l. and a certificate produced that such numbers are entitled
to the prizes or chances so set down in figures." In answer thereto
I enclose (a) infra which my Lord approves if you have no objection.
Appending : (a) report to the Lord Treasurer by Robert Crompton,
the Paymaster of the said tickets, containing the method proposed
by him for certifying the prizes to which the said tickets entitle the
owner. No person has been with me for certificates for their Benefit
Malt Tickets but such who had sent their tickets for [or into] Ireland ;
and in that case the utmost service I could do was only to give a
certificate that the ticket so numbered was entitled to such a benefit
as therein expressed. Tis my opinion that the certificate ought to
be expressed in words at length upon the ticket itself, signifying the
value that the ticket entitles the proprietor to ; and at the same
time a copy of such certificate should be sent to such person in
Ireland as takes in the tickets. This was the method intended (on
the first occasion) to be observed by me. "But if your Lordship
thinks Sir William Robinson may not be safe in receiving the tickets
already sent and tendered to him upon the security of the persons
paying them in he or they must return the tickets to England whereupon
I shall make such certificate as above expressed." Out Letters

last there was issued to you 200,000l. out of loans made by
yourself on the Land Tax. There remains in your hands 100,000l.
undisposed "of the said tallies and orders." You are to take in
loans from the public thereon at the highest premium you can get
for the said tallies and orders but not less than 5s. per 100l. : "and
it being intended that the intermediate interest incurred on the said
orders for 100,000l. from the dates thereof to the time the money
shall be actually advanced thereupon shall be saved to the public"
you are to specify in the assignments to be made by you on the said
orders the date on which the money shall be actually advanced.
