April 16. Money warrant for 150l. 11s. 3d. to Samuell Powell for 1½ years to 1701 Xmas on his fee of 3s. a day, and board wages of 2s. 6d. a day as one of the Queen's Serjeants at Arms. Money Book XVI, p. 314.
Warrant by Treasurer Godolphin to the Auditor of the Receipt to issue to the Bank of England 928l. 15s. 2¼d. remaining unsatisfied to the said Bank of the sum of 7319l. 3s. 2¾d. which was deficient on their annual sum of 100,000l. to wit for the year ended 1701 June 1 : the same is hereby to be paid out of arrears of taxes as follows viz. 2l. 19s. 8d. of the 1689 Aid of 12d. per £ ; 5l. 19s. 4d. of the 1690 Aid of 2s. per £ ; 919l. 16s. 2¼d. of the second 4s. Same to the Navy Commissioners. On examining the interest accounts of the Earl of Orford, late Treasurer of the Navy, (in accordance with the Act of 12 and 13 Wm. III. c. II clause 28) the Auditor of the Receipt finds he cannot make a just charge thereof by reason that many of the orders and tallies (on which interest appears to have been received [sic for due] before any assignments made of the said orders and tallies) were notwithstanding assigned by the Navy Board and paid away by the said Treasurer before any interest was received thereupon according to the said Treasurer's assertion. You are to examine the accounts already proceeded upon to wit from 4 April 1689 to 12 April 1691 and to send my Lords a certificate how far the facts agree with the said assertion. Ibid., p. 167.
Same to the Surveyor General [of Crown Lands] to report as to a parcel of ground near the passage from the Honble. Mr. Boyle's house leading into Pall Mall (which was lately used by a stone cutter) to wit as to how far same doth belong to the Crown with some sheds or other buildings on or near the same. William Lowndes to Mr. Blathwayte to prepare a royal warrant for pay of the Officers as follows of the Earl of Arran's late Regiment of Horse viz. from 1701-2 March 23 the day of their embarcation from Ireland to July 1 following : it appearing that 3 Troops of the said Regiment were ordered out of Ireland into Flanders last year, when the Field Officers who attended it were not paid in Ireland and there was no room for them on the Flanders establishment ; which inconvenience was not redressed until July following when it was fixed upon the Irish establishment. Ibid.
Same to same to prepare a royal warrant for the allowance of 4s. a day to Ralph Cooke for fire and candle for the Horse Guards and for salary of a servant to take care of the rooms and clock there : viz. from Xmas last: being the like allowance formerly made him for this service. Ibid., p. 168.

April 17. Royal warrant to the Earl of Ranelagh to take off the respits as follow of the 3 Troops of Horse Guards occasioned by the superannuated half pay men and removals for the musters between 25 Feb. 1701-2 and 24 Dec. 1702 in consideration of the great charge they have been at in maintaining the vacant horses of their Troops and in finding gentlemen fit for the service of the said Troops in the room of several of them who were commissioned in the army so that the expense has exceeded the vacant pay for that time : viz.

Royal warrant to the Lord Lieutenant of Ireland to pay the Field Officers (to wit the Colonel, Major, Chaplain, chirurgeon and kettle drummer) who attended the 3 Troops of our Regiment of Horse late under the command of the Earl of Arran their pay from 1701-2 March 23 (the day of their embarcation from Ireland) to 1702 July 1, they having been ordered out of Ireland into Flanders last year and so not paid in Ireland and there was no room for them on the Establishment of the Forces in the Low Countries and the same was not regulated until July 1 following from which time they are fixed upon the Establishment of Ireland. April 19. Royal warrant to the Attorney or Solicitor General for a great seal to release Daniel Harvey, (who stands possessed of the buildings &c. in Mortlake granted to Robert, Earl of Sunderland and Henry Brouncker by the patent of Charles II dated 1667 Oct. 15 for a place in which the art and manufacture of making tapestry was intended to be exercised and carried on) from the proviso contained in the said grant for making the grant void if the premises should not be so employed in a year after entry into possession : it appearing that considerable sums of money have been expended and great labour and pains for perfecting and carrying on the said art which cannot be continued without great loss and damage : the Attorney General having reported March 19 last that by patent of 1667 Oct. 15 as above Charles II granted to the Earl of Sunderland and Henry Brouncker the said premises which were then and formerly had been employed in the said art, "which was set up at the charge of our late royal grandfather, in providing looms, utensils and other costly materials for the encouragement of so good and public a work and that by reason thereof the said art and manufacture was come at last to very great perfection and many poor people set on work ; but the said looms were of late deserted and the poor not only deprived of their employment but the whole kingdom in danger of losing the perfection and growth of the said art and manufacture." but the said grant contained the proviso as above : and further the Attorney General reports that after the making of the said grant the premises were employed for the making of tapestry and the said art was set up and retored and hath been continued to be exercised there but that now the number of tapestry weaves who have settled themselves in and about the cities of London and Westminster being increased and the art of making tapestry fully restored there is no occasion longer to continue the tapestry working at Mortlake and that, by reason of the many tapestry workers that are in and near the city of London, the same cannot now be carried on at Mortlke without great loss. April 19. Royal warrant to the Lord Lieutenant of Ireland to pay 200l. as royal bounty to the Hospital and Free School in Dublin founded by Charles II, same being at present in a very low condition : to be issued out of the sede vacante profits of the temporalities of the archbishopric of Armagh. Out Letters (Ireland) VIII, p. 277.
Instructions from William Blathwayt [as Auditor of the Plantations] to William Bird senr., Deputy Surveyor and Auditor of her Majesty's Revenue in the Colony and Dominion of Virginia, thereto constituted by said Blathwayt's instrument dated 14 April 1703.
(1) You are to inspect, examine and state all accompts of rents, revenues, prizes, fines, escheats, seizures, forfeitures, Duties and profits whatsoever fallen since the first war between Charles II and the States General.
(2) Inform yourself what rents, revenues, Duties and profits accrued not duly answered ; and to recover same.
(3) Every six months send me all such accompts of the public revenues and profits as you have examined and stated.
(4) Also attested copies of all Acts or Public orders relating to the public Revenues or profits in that Colony, which are to be delivered to you by the Secretary of Virginia upon your application to the Governor. [In the margin is a note of an addition to this instruction inserted in the copy of these instructions sent 16 June 1704 "and whereas no rent roll does appear of her Majesty's rents so that great uncertainty remains [as to] what is rightfully due to her Majesty from that part of her revenue you are to procure by all the best ways and means a true state and rent roll of all the said quit rents which may be allowed of by the Governor and Council so as to be an authentic charge upon the Receivers of the revenue, whereof you are to send over authentic copies to me to remain in my office and so from time to time as any further grants of lands be made."
(5) Inform me of all moneys recovered for her Majesty's use or which you are informed belong to her Majesty or of any other matter of advantage to the Queen.
(6) You are further to take notice that the several accounts of the public revenue aforementioned are to be brought by you before the Governor of Virginia in Council, by them to be reviewed and approved of and then transmitted to me with proper vouchers by the first opportunity in order to be laid before the Lord Treasurer. In the margin : it [this instruction] was since altered by my Lord Treasurer's order thus "You are further to take notice that the several accomptants are to make oath to the truth of their respective accompts which are to be brought by you before her Majesty's Governor" &c. Royal sign manual for 3000l. to Charles Hodges gent for the service of the Robes from the time of the Queen's accession to the 25 March last 1703 : to be disposed of by orders from the Duchess of Marlborough. Report to Treasurer Godolphin from William Blathwayt [as Auditor of the Plantations] on the petition of George Muschamp, Collector of Patuxent and Receiver of Potomac in Maryland. The petitioner was appointed by sign manual in 1695 to be Receiver of his Majesty's Revenues within the precinct of Potomac River in the Province of Maryland during pleasure at 100l. per an. salary payable out of the Duty of 2s. per hogshead on tobacco exported from Maryland. By Act of Assembly the said Duty is appropriated as to a moiety to the Proprietory of the Province and a fourth of the remaining moiety to arms and ammunitions for the Magazines, and the other three-fourths to the support of the Government. In consequence the petitioner has not found wherewithall to satisfy his salary and unless your Lordship order it out of the Duty of 1d. per pound on tobacco exported from one Plantation to another (of which Duty he is likewise Collector in Patuxent River) I do not know how his salary can be paid to him in Maryland.
As to the renewal of his Commission your Lordship may order same as of course upon her Majesty's accession.
Followed by : (1) said petition shewing that his father William Muschamp was for 28 years Farmer and Commissioner of the Revenue in Ireland which by his great industry and pains he largely increased, he spending his whole time and fortune in the improvement thereof but dying before he could pass his accompts left petitioner and the rest of the family wholly unprovided for and they never received any benefit from the arrears due upon the account of the said Farm. Further petitioner has served faithfully for 16 years as Collector in Carolina and Maryland though under hard circumstances and with very little profit. Petitioner is now Collector of Patuxent District and Receiver of Potomac in Maryland with 100l. per an. salary "which hitherto has not been paid, nothing but the Fines and Forfeitures being allowed him, which does not amount to 15l, per an. and so there is above 400l. due to petitioner since 1695 at which time he was made Receiver, being forced ever since to answer all the other receipts to the Government without satisfying or stopping his own salary out of the same." Therefore praying renewal of his Commission with power to stop his salary out of the revenue.
