Ireland, for payment of 3300l to the Earl of Mount Alexander,
Master General of the Ordnance Ireland, for the repairing
of 6000 unserviceable firelock musquetts now remaining in the
Stores at Dublin as by the contract with Francis Maddox armourer,
at 11s. each, the one moiety to be stocked with walnut tree the
other with ash ; and similarly for 1595l. for the repair of several
repairable arms of all sorts now in the respective stores in Ireland on
a further contract with the same armourer amounting to 1595l.

Caribbee Islands :
a Duty of Four-and-a-Half per cent, upon all the dead commodities
of the produce of those islands and shipped off from thence
granted to the King and his successors by Act of Assembly in
Barbados in the year 1663 in consideration of the charges of maintaining
the authority of the Crown, the public meeting of the Sessions,
the often attendance of the Council, the repairing the ports, the
building the Session House, and all other public charges incumbent
on the Government. And in the year 1664 the like Acts were passed
in the respective Assemblies of Nevis, St. Christopher, Montserrat
and Antigua.
These Duties were farmed in 1670 for 7000l. per an. for the first
7 years and 5000l. per an. for the succeeding 7 years, which being
expired the said Duties were in the year 1684 committed to the
management of the Customs Commissioners. (In the margin :
Treasury Minute : [write] to Mr. Holt to bring to Mr. Blathwayt
the gross account of the Four-and-a-Half per cent, since [it came]
under the management of the Commissioners of Customs) : and
for the year 1700 (being the last year for which the books of
accompts were returned from Barbados) amounted to 8401l. 2s.
11d. ; and from the Leeward Islands in the gross sum to 5004l.
13s. 0d. and the neat proceed to 3452l. 12s. 9d. and for former
years from all the Charibbee Islands "as in the state of that
revenue hereunto annexed is particularly set forth."
The uses to which this revenue is applicable are those aforementioned :
and an Address was on the 24 March 1701-2 presented
to her Majesty by the House of Commons that the said Duty subject
to an annuity to the heirs &c. of the Earl of Kinnoul be applied for
the repairing and erecting the fortifications and other public uses
for the safety of those islands as her Majesty shall direct and that
an annual accompt how the same has been expended may be laid
before the House of Commons.
And thereupon an order was passed in Council the 6th of August
last directing that the goods or effects of the said Duty remaining
in her Majesty's warehouse here [in London] being of the value of
5500l. be forthwith sold and that of the proceed [thereof] 3500l. be
applied in the first place to the sending to Barbados an engineer,
storekeeper, master gunner and 17 other gunners and for paying
them a quarter's salaries, the residue of the said 3500l. to be laid
out in such fire arms and ammunition (mentioned in an estimate
thereof from the Ordnance Office) as the Commissioners of Trade
should think most necessary : that the remaining 2000l. be employed
towards making good the demands of the Governor of the Leeward
Islands for stores of war, according to an Ordnance Office estimate,
as far as it would reach proportionably to the quantity of each
species and as the Commissioners of Trades should think necessary
[ut supra Tr. Cal. Vol. XVII, p. 322] : and that as there should be
any more produce of the said Duty (above the sum of 1000l. to be
paid yearly to the heirs and assigns of the Earl of Kinnoul) her
Majesty would give orders for applying the same as she should think
most requisite upon representations to be made from the Governor
and Councils of the Carribbee Islands respectively.
There are other casual profits accruing to the Crown from the
Caribbee Islands by fines, forfeitures, prizes &c. which in Barbados
during the Government of Lord Gray for 3 years ending in 1701
(being the last accompt) amounted to 1174l. 16s. 0d. net [which
sum was] then remaining in the Receiver's hands "as by a state
thereof hereto annexed" : which accompts being observed to
your Lordship by me to be very uncertain and confused your
Lordship wrote a letter to the said Receiver to transmit by the first
opportunity a perfect state of account of the said revenue from the
time of his being constituted Receiver General of the same with
directions to his Correspondent here to pay the balance thereof in
such manner as your Lordship shall direct. (In the margin : [Send
a] letter [to] Mr. Blathwayt to acquaint my Lord whether Mr. Thomas
will comply with these directions.)

Jamaica.
An Impost upon liquors and other commodities imported and the
profit of licences for selling wine by retail are granted by Act of
Assembly in Jamaica from the 1st November 1683 for 21 years
and the Quit rents are ascertained by another Act of Assembly in
the year 1682 to be for all lands patented before the 25 of June 1671
for every 30 acres one shilling annually and so proportionably for
every parcel under 100 acres and for every hundred acres 2s. 6d.
and so proportionably for a greater quantity ; and for all lands
from [and after] the aforesaid time to the 12 March 1674 one half
penny per acre and so proportionably for a greater quantity and for
foot Land one half penny per foot square and so proportionably
for a greater or lesser quantity. (In the margin : Memorandum
in the 3953l. 13s. 10d. mentioned in the report as the total of the
revenue of Jamaica for the year ended 25 March 1700 is included
the sum of 39l. 10s. 0d. received from the Additional Duty for so
much paid out of the ordinary revenue for a party for suppressing
rebellious negroes, charged to the public account current, which
ought to have been charged to the Additional Duty in part appropriated
to that service.)
These revenues together with the Fines, Forfeitures and Escheats
in that island [Jamaica] for one year ended the 25 March 1700 (the
last year for which accompts have been transmitted) amounted to
3953l. 13s. 10d. net. The accompts of the subsequent years are
expected by the next ships.
The uses to which these revenues are applicable are settled by
the Act of Assembly for raising a revenue to be for the support of
the Government of the said island with the contingent charges
thereof and to no other use, intent or purpose whatsoever ; and that
1250l. thereof be annually paid and appropriated to the repairing,
building and re-building the forts and fortifications in that island.
And in the year 1693 by Act of Assembly an Additional Impost
was raised upon wines and other goods imported and a Duty upon
negroes exported, for 5 years and appropriated to the reembursing
his [late] Majesty's Treasury and for the encouragement of persons
to come to that island : by virtue of which Act the sum of 1966l.
10s. 3d. was received from the 25 March to the 17 July 1699 when
the said Act expired. (In the margin : Let Mr. Blathwayt lay
before my Lord half yearly states of all the Plantation Revenues.)
A state of these revenues according to the last accompt thereof
received from Jamaica is hereunto annexed. (In the margin : Order
Mr. Blathwayt to prepare these accounts for declaration.)

Virginia :
In Virginia by Act of Assembly in the year 1680 were granted to
the King his heirs &c. (for the charge of maintaining the Governor
and other officers as also for the forts and fortifications and other
contingent expenses necessary for the support of the Government)
the Duty of 2s. for every hogshead of tobacco exported from that
Colony, 15 pence per ton upon all ships arriving there and not
belonging to the Colony and 6 pence for every person not being a
mariner coming thither. And [the same] amounted in the neat
proceed from the 10th of June 1701 to the 10th of July 1702 to the
sum of 5358l. 9s. 2d.
The use to which this revenue is applicable is to the support of
the Government there settled by Act of Assembly as beforementioned.
The revenue of 2s. reserved as a Quit Rent to the Crown for every
100 acres of land granted in Virginia amounted in the neat produce
to 1750l. 10s. 2d. for the year 1701. The use to which this revenue
is applicable is likewise to the support of the Government there in
such manner as shall be directed from time to time by your Lordship
and [for] the answering [of] emergencies pursuant to an order of
Charles II dated 1684 July 25 : it appearing that for want of the
like provision to hinder the progress of Bacon's Rebellion in that
Colony it cost the Exchequer in England above four score thousand
pounds sterling to suppress the same besides the interruption of
trade to a much greater value.
Of this revenue there remains in the hands of the Receiver General
the sum of 4970l. 1s. 0d.
A state of which revenue arising in Virginia is hereunto annexed.
In the margin : the like [order to Mr. Blathwayt to prepare these
accounts for declaration].

Bermudas :
The revenue arising to her Majesty in the Bermudas or Summer
Islands consists in 60 shares of land of 25 acres each valued at 5l.
each share per annum and in the profit of Licences for Fishing of
Whales, the rest [of the said 60 shares] being applied to the salaries
or allowances belonging to the Sheriff, the Secretary and other public
officers there, amongst whom they are divided according to their
respective proportions.
The uses to which the same is applicable [are as follows] viz. 12
shares of land [is] towards the Governor's salary with the said profit
of Licences for Fishing [valued] at 100l. per an., there being further
allowed to such Governor the sum of 240l. per an. out of the
Exchequer to make up the sum of 400l. per an. pursuant to her
Majesty's instructions and letters of privy seal.

Maryland :
An Impost of 2s. for every hogshead of tobacco exported was
granted by Act of Assembly in Maryland to the Lord Proprietor ;
whereof the moiety was appropriated to the use of the Government
and a fourth part of that moiety to the buying of arms and repairing
of fortifications ; upon taking that revenue under the immediate
Government of the Crown it was ordered in Council the 20th Feb.
1690-1 that pursuant to the said Act one moiety of the said Impost
should be applied to the use and support of the said Government
and the other moiety [should be] received by the Lord Proprietor
to his own use. The said moiety appropriated for the use of the
Government for the year 1701 amounted to 1605l. 15s. 6d. one fourth
part [thereof] being accordingly applied for the buying of arms for
the Magazine, the remainder is received by the Governor for his
salary pursuant to his Instructions. In the margin : the like [order
to Mr. Blathwayt to prepare the said account for declaration].
The Fines and Forfeitures accruing to her Majesty in this Province
are accompted for separately at such time as the sheriffs of the
several counties do make their returns, which amount to 60l. per an.
communibus annis : and this [item of revenue] has been applied
towards the payment of salaries of 100l. per an. allowed to each of
the two Collectors and Receivers of her Majesty's Revenues in that
Province.
Besides which a further revenue has been granted by Acts of
Assembly to the respective Governors of that Province by an Impost
of 3 pence per hogshead upon all tobacco exported from thence and
3 pence per ton upon ships not belonging to the Province, [to be]
for his support in the Government : which [Impost] in the year
1701 amounted to 586l. 5s. 5d. : a state of which revenue is hereunto
annexed.

New York :
In the Province of New York by Act of Assembly in the year
1692 entituled "an Act for defraying the public necessary charges
of the Government" a revenue was granted to his Majesty for the
support of the Government of the Province, to be raised by an
Excise upon liquors, an Impost upon goods and merchandizes
imported, upon furs exported and upon the Indian trade : to
continue for 2 years : and [the same] has by divers Acts of
Assembly been since continued till the 18th of May which shall be
in 1709.
In the year 1692 it was likewise enacted in New York that all
goods imported or exported from the city of New York or bartered
there should be brought to the King's Beam to be weighed and
[should] pay a certain Duty to the Crown for the support of the
Government. In the margin : the like [order to Mr. Blathwayt to
prepare these accounts for declaration].
The Quit Rents in this Province together with the aforementioned
revenues and the Casual Revenue of Fines, and Forfeitures [&c.]
for 18 months ended 24 June 1702 amounted to 6345l. 4s. 11d. as
by a state of the accompt of Mr. Weaver, the late Receiver of the
said revenues hereunto annexed.
The uses to which this revenue is applicable is for the support of
the Government as by the said Act is directed.

Massachusetts Bay.
In the Province of Massachusetts Bay in New England the revenues
arising to the Crown are by Act of Assembly granted yearly or for
6 months only : and by the last accompts (being for the year ended
the 27 of May 1702) were as followeth viz. an Assessment upon
Polls [Poll Tax] and Estates for the raising of 6041l. 9s. 6d. ; an
Excise upon wine, liquors and strong drink sold by retail from the 29th
June 1701 to the 29 June 1702 : whereof was received on the 28 May
1702 the sum of 527l. 18s. 6d. : and the Duties of Impost and Tonnage
of shipping to continue till the said 29 of June 1702 : by which
[last named] 2133l. 14s. 11d. was received on the said 28 May 1702.
In the margin : the like [order to William Blathwayt to prepare the
said accounts for declaration].
The uses to which these revenues are applicable are by the Act
of Assembly directed to be for subsisting and paying of wages to
soldiers and seamen and hire of vessels, for payment of debts of the
Government and for allowances made as directed by the General
Assembly for the support of the Government [there] and the incident
and contingent charges in and about the same.

New Hampshire :
The revenues arising to her Majesty in the Province of New
Hampshire for the support of the Government are of the like nature
and raised by the like methods and appropriated as in the neighbouring
Province of Massachusetts Bay ; and by the last accompts
received from thence (being for the year ended the 16 of May 1695)
the Tax and Assessments upon persons and estates amounted to
700l. ; the Duties of Impost upon goods and merchandizes imported
into that Province amounted to 64l. 11s. 8d. and the Duty of Excise
received that year amounted to 20l. 16s. 0d. : making in all 785l.
7s. 0d., a state of which revenue is hereunto annexed. In the margin :
the like [order to Mr. Blathwayt to prepare the said account for
declaration].
Col. Dudley, the present Governor has been directed to order a
further state of the public accounts of this Province to be sent [to
London drawn down] to this [present] time, the said Province having
been in great disorder during the last Government, occasioned by
the Lord Belloment's residing for the most part at so great a distance
as New York.
There are likewise divers other profits and acknowledgments due
to the Crown from the respective proprietors in the Plantations
upon account of their grants : which [profits &c.] are as followeth :
For the Colony of East New Jersey the yearly rent of 10 nobles
from the 24th of June 1664 : which to the 24 of June next will
amount to 130l.
For the Colony of West New Jersey the like yearly rent of 10 nobles
for the 24th of June 1664 : which to the said 24th June next will
[likewise] amount to 130l. : "for which the Proprietors of both
these Colonies have been often called upon." In the margin : the
like [order as above].
For the Province of Pennsylvania the yearly acknowledgment of
2 beaver skins [payable] the first day of January [of each year]
from the 4th of March 1680-1. In the margin : the like [order as
above].
For the "Country" of New Castle upon Delaware River the yearly
rent of 5 shillings at the feast of St. Michael [of each year] from the
24th of August 1682 : which to the feast of St. Michaelmas last
past amounted to 5l. 5s. 0d. In the margin : the like [order as
above].
For the Lower Counties upon Delaware River half the Quit Rents
and other profits from the 24th of August 1682 : an accompt whereof
is now expected from Mr. Pen, who holds the same by virtue of a
grant from the late King James, then Duke of York. In the margin :
the like [order as above].
For the Province of Carolina the yearly rent of 20 marks from the
feast of All Saints in the year 1690, the Proprietors having paid to
that time : which to the feast of All Saints last past amounted to
159l. 18s. 0d. In the margin : the like [order as above for preparation
of the account for declaration].
Hudsons Bay : for the lands held by the Governor and Company
of Hudson's Bay the yearly acknowledgment of 2 black beavers
and a moiety of seizures and forfeitures there by reason of unlawful
trading in those parts. In the margin : the like [order as

Mounthope : for the Territory of Mounthope in New England
the yearly acknowledgment of seven beaver skins. In the margin :
the like [order as above].
There are divers other Revenues or Levies granted and raised
annually in the Plantations by the respective Assemblies there
under the denomination of Country Revenues, for which they
appoint particular Treasurers with directions that those revenues
be not issued without warrant from the said Assemblies, and for
which those Treasurers do not hold themselves accomptable to any
other than the Assemblies, who take to themselves the sole
cognizance and disposal of what is so raised.
There is also a Duty arising to her Majesty in the Plantations
upon the several Enumerated Commodities exported from one
Plantation to another wherewith the Auditor [General of the
Plantations] by his patent is directed not to intermeddle, the same
being granted by Act of Parliament and wholly under the management
of the Customs Commissioners [in England] and their officers,
from whom your Lordship may have a particular account thereof.

William Lowndes to Mr. Fox. The Lord Treasurer desires that
the sum of 50,000l. (which was remitted into Holland to lie ready
there for such uses as he should appoint) be applied to the subsistence
of the Subject Troops and the pay of the Foreign Forces from April
15 next. "But my Lord directs you to write to Mr. Sweet forthwith
to send an account of the clearings and that the like be
constantly transmitted for the future." Ibid., p. 184.
William Lowndes to Mr. How and Mr. Blathwayte to report on
the enclosed memorial [missing] of Lord Lucas relating to the respits
on some men detached out of his Regiment towards completing
that of Collenbine but afterwards restored again to his Lordship.

Same to Mr. Cardonnell. The Lord Treasurer conceives it is
for the Queen's service that the Forces in the Low Countries under
her pay should be furnished with as much of the product and
manufactures of England as possible so as to save the remittance
of so much bullion for the pay of those Forces. You are therefore
to use your best endeavours to induce the foreigners [foreign Forces
in her Majesty's pay] when they do want clothing, to buy it from
England. You are to inform my Lord how you succeed in this

William Lowndes to the Commissioners for Victualling. The Lord
Treasurer has read Mr. Burchett's letter of the 23rd inst. with
an extract of your letter to the Navy Commissioners concerning
the 2 galleons which you desire to be delivered to you for the service
of the Victualling. I am to remind you that a moiety of those
galleons belongs to the captors and the other moiety to the Queen
[the realised value of which latter moiety is devoted] for the public
service which have very pressing occasions for it. As you may have
the galleons at the appraised value or by bidding at a public sale
the Lord Treasurer does not see any reason for going out of the

of Phillip Reeves praying to be surveyor at West Ferring in Sussex
loco Mr. Norton who as he alleges is so much in debt that he is forced

to permit Arthur Shallett (Shallet) merchant to compound the
remainder of his debt which appears to be 5349l. 1s. 2d. on payment
of 200l. : it appearing that he has lost 20,000l. by losses in the war
and is reduced so low that he and his wife and children want bread.
