ship Gracieux which was taken by the Queen's ship Rochester now
goes by the name of the Rochester Prize in her Majesty's Fleet
and by order of Council of August 6 last is declared to have been
a frigate belonging to the French King : and by the Lord High
Admiral's order of August 11 last a bill is made out for the gunnage
and tonnage of the said ship, amounting to 260l. The Lord Treasurer

of Robert Hunter, late merchant in the city of London, for leave

Report to Treasurer Godolphin from William Blathwayt, Auditor
of the Plantations, on the petition of Edward, Viscount Cornbury,
Governor of New York, wherein the said Viscount prays a grant of
all the mines and minerals that shall be found or discovered by him
or any others employed by him and of such lands already granted
where such mines and minerals are to be found within the counties
of Ulster and Albany in the Province of New York.
I believe the grant proposed may be of advantage to the Queen
and the undertakers and can be of no prejudice to the Crown if there
be a proviso inserted in the letters patents that the undertakers do
make such progress in working the mines that some profit may
accrue to her Majesty thereby within three or four years as your
Lordship shall think fit, otherwise the grant of the land, mines and
minerals to be void : and with a reservation to the Crown of a
tenth part of the neat proceed of all such mines and minerals and
that the undertakers be at the sole charge of working the same and
refining the ore without engaging her Majesty's revenue in any
manner whatsoever in the doing thereof.
Prefixing : (1) petition to the Queen from said Viscount Cornbury
shewing that he has applied himself with all diligence and zeal to
the faithful discharge of his trust as Governor of New York and has
had the happiness as he humbly hopes to have settled the affairs
of that Province, which he found in the greatest disorder, in such
manner as to give full satisfaction to your Majesty's subjects there,
by the improvement of their trade as well as of your Majesty's
revenue in that Province : that in visiting the furthest parts thereof
for the public security he is come to the knowledge of several minerals
in the mountains of the said Province and has engaged several
persons who will undertake to work these mines if granted by your
Majesty to petitioner, under whom they may securely proceed in
that work and have the necessary assurances of a reasonable profit
for their labour : and further that the said mines are lying in the
counties of Ulster and Albany as above : therefore praying a grant
as above.
