March 26. William Lowndes to the Earl of Ranelagh to report on the enclosed memorial [missing] of John Thrale, agent to the Officers and Companies of Foot at New York concerning their pay and subsistence. Out Letters (General) XVII, p. 155.
March 27. Royal warrant to the Attorney General for a great seal for a grant of royal mines in Jamaica to Thomas Handasyde, Lieut. Governor of Jamaica, Peter Beckford senr., Henry Lowe, Charles Chaplain, Charles Long, Samuell Lovell, John Carver, John Livesay, Peter Beckford junr., John Gardner and Charles Gandy, inhabitants of Jamaica ; viz. all mines of gold and silver and all royal mines whatsoever for 31 years from date hereof at a rent of one-fifth of the net yearly product thereof. Same dormant to John, Viscount Fitz-Hardinge, Treasurer of the Chamber, to pay to Barbara, Viscountess Fitz-Hardinge, (who was Governess to William, Duke of Gloucester) the annuity or yearly pension of 600l. as from 1702 June 24 : whereof 450l. to be paid hereon forthwith for 9 months to the 25th inst. Royal warrant dormant to John, Viscount FitzHarding, Treasurer of the Chamber, to pay the allowance of 200l. per an. to Peter Walton who is sworn by the Lord Chamberlain into the office or place of Mender and Repairer of the Queen's pictures : to date as from 1702 June 24 and to be as in lieu of all salary and bills whatsoever for his charges in providing colours and other necessary materials for that purpose and for travelling charges and other expenses relating thereto. March 27 & 29. William Blathwayt [Auditor General of the Plantations] dated Whitehall, to Viscount Cornbury [Governor of New York]. By mistake there was left out of Mr. Clark's deputation a clause for constituting him Deputy Auditor of East and West New Jersey "which as well as New York are under your Lordship's government." I desire you will order Mr. Clark to act as such in those Provinces in the same manner as at New York until he shall have a regular appointment from hence. Followed by : Additional Instructions dated Whitehall 29 March 1703 for George Clarke Esq., Deputy Surveyor and Auditor of her Majesty's revenues arising in the Province of New York.
You are likewise upon your arrival in New York to apply yourself to Visct. Cornbury, Governor-in-Chief, for his appointment of you to state, inspect and examine all accompts of rents, fines, escheats, seizures, forfeitures, Duties and profits whatsoever due or that may grow due to her Majesty, her heirs &c. within the Provinces of East and West New Jersey until a further appointment shall be received from me with the approbation of my Lord Treasurer ; and to transmit unto me fairly written half yearly accompts thereof and duplicates by the next conveniency [thereafter] : in doing whereof you are to observe all and every the things contained in your Instructions for auditing the revenues of New York. March 29. Revocation by William Blathwayt [Auditor General of the Plantations] of his deputation dated 1701 April 26 to Abraham Depeyster Esq. as Deputy Auditor of his then Majesty's Revenues in the Province of New York : the said Blathwayt having, with the approbation of the Lord Treasurer, appointed George Clarke to be his Deputy in the said Province and the territories thereto belonging. Prefixing : constat and ratal of the premises by the Surveyor General of Crown Lands.
