Nov. 16. William Lowndes to Mr. Blathwaite to obtain the King's signature to a draft warrant, enclosed, for allowing 1,250l. on the Earl of Ranelagh's accounts [ut supra p. 295.] Out Letters (General) XV, p. 169.
Nov. 16. Treasury reference to the Navy Commissioners of the petition of Dame Katherine Harman, Jos. Lawrence, Jno. Pelham and Nicholas Belbin on behalf of themselves and others shewing that they have each of them a debt due by bills made out and signed by the Navy Board amounting [in all] to 4,645l. 6s. 1¾d. "and forasmuch as bills of the like nature have been lately paid by particular orders to several merchants for naval commodities" therefore pray the like favour. Reference Book VII, p. 176.
Same to the Customs Commissioners of the petition of James Quilter shewing that his servant through mistake entered in the cocquet 2 bales of stuff instead of 4 to be transported though the whole number was endorsed on the backside, yet the same being water-borne were seized: therefore praying for the seizure to be discharged. Same to Samuel Travers, Surveyor-General of Crown Lands, of the petition of Edward Hindmarsh for extension of a lease granted by Charles II. to William Urwin of the colliery of Cowpen, etc., County Northumberland, at the rent of 3l. 6s. 8d. per an., and a tenth of the profits, the right of which lease is now vested in petitioner. Nov. 17. Royal warrant under the King's sign manual dated Kensington to the Attorney-General to acknowledge satisfaction on the records of the judgments against Godfrey Gravatt late purser of the Bonadventure and now a prisoner in Newgate convicted at a session of Oyer and Terminer for County Middlesex at the Old Bailey in July last on 2 indictments for cheating the King of naval stores and provisions and on 2 other indictments for persuading Basill Hill to counterfeit 2 affidavits, etc. ut supra p. 309. King's Warrant Book XIX, p. 136.
Same to the Clerk of the Signet for a privy seal for a grant to Richard Owen, merchant, of all the Crown's title to a residue of 282l. 10s. 10½d. over and above the debt of 689l. 14s. 9d. owing by Richard Richards upon Customs bonds entered into by him in 1685 and 1686 which said sum of 689l. 14s. 9d. was granted to said Richards by privy seal of Aug. 20 last but it now appears that the sum due by said Richards amounts to said 282l. 10s. 10½d. over and above said 689l. 14s. 9d. Same to Thomas Neale, Master and Worker of the Mint, to pay to Isaac Newton, Warden of the Mint (over and above his other allowances) an allowance of 60l. per an. for an additional clerk: as from Michaelmas last: all by reason that the said Newton has represented the extraordinary business of his office about the detecting and prosecuting coiners and clippers and has prayed in regard thereof the said additional allowance for a clerk to assist him in the said service. Treasury warrant to John Knight, Customs Cashier, to pay 250l. to Sarah Lytcott, widow of Gyles Lytcott, Comptroller-General of the Accounts of the Customs, who died Aug. 11 last; for the quarter's salary which would have been due at Michaelmas last: out of which she is to satisfy the said quarter's salaries of the clerks who were employed under her said husband: the said Gyles having executed his said employment with great fidelity and diligence for upwards of 20 years. Nov. 17. Same to the Excise Commissioners to pay to Thomas Everard, Esq., one of their number, 126l. out of the moneys remaining in Edward Noell's hands, levied on brewers and distillers for penalties and forfeitures; being for the charge of passing the patent wherein said Everard is appointed a Commissioner of Excise. William Lowndes to Mr. Nicho. Baker enclosing the petition (referred to the Treasury Lords by the King) from Benjamin Mounjoy and Seth Lofthuse praying a grant of the forfeited estate of Arthur Mangey their kinsman (who, at the last Sessions for County Yorks, was convicted of high treason for coining and executed), viz., for the use of his 7 small children. Please speak with Mr. Justice Turton and some of the members of Parliament for said County concerning this matter, and report to my Lords thereon. Out Letters (General) XV, p. 170.

Nov. 18. Royal warrant under the King's sign manual, dated Kensington, to the Auditor of Imprests to give allowance to the Earl of Ranelagh ut supra p. 295 of 1,250l. in his accounts as Paymaster of the Forces; he having, pursuant to Treasury direction, given his acquittance Oct. 26 last in the Exchequer for 1,775l. being what was paid into the Exchequer by the Commissioners appointed to take subscriptions to the National Land Bank but he having actually received no more thereof than 525l., the remaining 1,250l. being what was intended for the King's first payment of a subscription of 5,000l. to the said Land Bank "and for that sum he having only received from our Exchequer the acquittance given by the said Commissioners to the Treasury Lords." Nov. 20. Treasury warrant, dormant, to the Customs Cashier to pay Rowland Holt the salary of 1,000l. per an. as Comptroller-General of the Accounts of the Customs, to which office he was constituted by the great seal of the 18th inst. Money Book XIII, p. 222.
William Lowndes to the Auditor of the Receipt to issue 466l. 17s. 4d. to the Earl of Ranelagh on the unsatisfied order in his name as Paymaster of the Forces; 66l. 17s. 4d. thereof out of the rents of Hackney Coaches and 400l. thereof out of general loans upon the [House of Commons' late] vote: and to be paid over by said Earl to Mr. Eyles to answer bills drawn by Mr. Hill for subsistence of the army in Flanders. Treasury warrant to the Customs Commissioners to order the collector of Exeter port to make up and adjust all accounts between the King and Daniell Ivie and Henry Arthur of Exeter, merchants, and therein to give them credit for 4,669l. paid by them to the said collector before May 4 last ut supra p. 299: all in accordance with the said Commissioners' report on the petition of said Ivie and Arthur ut ibid. Report to the King from the Treasury Lords on the representation from Sir Henry Ashurst, bart., as referred to the Treasury by the Lords Justices, Sept. 17 last; the said representation concerning 2 persons named by him to go to New England as Commissioners to inspect and bring over several species of naval stores: and also on an order of the King in Council of the 12th inst. referring to the Treasury a report from the Admiralty Lords and an extract of a letter from the Navy Board relating to 2 persons who are to be sent thither on the King's account to inspect the said naval stores: by both which orders of reference the Treasury Lords are directed to report the most proper allowances to be made to the said persons. We are of opinion it will be most for your Majesty's service to allow to the said 2 persons to be named by Sir Hen. Ashurst and to the 2 named by the Navy Board 500l. each at one entire payment and not any annual sum and that such further reward as may be thought reasonable be made them when the service is performed. Nov. 20. The Treasury Lords to the Lords Justices, Ireland, to report on the enclosed petition (referred to the Treasury by the King) of Brigadier Edward Fitzpatrick shewing that by a royal letter of 1694, Nov. 21, the King directed a patent for him of several quit rents and Crown rents in Queens County in lieu of other quit rents which were accruing to petitioner out of several other counties in Ireland, but a stop was put thereto by the late Lord Deputy as by the enclosed letter of said Lord Deputy and petitioner's reply [all missing] thereto; therefore praying a fresh royal letter for such a patent. Entry of a Treasury caveat on behalf of the Earl of Romney, Constable of Dover Castle, who having a salary of 160l. per an. [in respect of his said office] out of the revenue of Kent, Surrey and Sussex, desires that no grant may pass of any [Crown] rents in those counties until he be heard. Caveat Book p. 44.
Nov. 21. Treasury warrant to Sir Joseph Herne forthwith to assign to Richard, Earl of Ranelagh, for the service of the Forces 4,743l. 15s. 0d. [see supra p. 309] in further part of the 100,000l. tallies and orders (and interest thereon) which were put into your hands for the pay of the Forces in Piedmont and for the subsidy to the Duke of Savoy but which were stayed in your hands by the royal warrant of Sept. 1 supra p. 251. The present warrant is to be entered with the Auditors of Imprests in order to the charging of the said Earl with it in his Army accounts. Money Book XIII, p. 221.
William Lowndes to the Auditor of the Receipt to issue 17,138l. 19s. 10d. to Edward Russell on the unsatisfied order in his name as Treasurer of the Navy: to be issued out of the new moneys remaining in the Exchequer of the proceed of loans on the Continued Impositions. This sum is to be [reserved in the Navy Treasurer's hands to be] applied to such uses of the Navy as the Treasury Lords shall direct. Disposition Book XIII, p. 201.
Same to the Secretaries of the Admiralty enclosing a presentment [missing] from the Customs Commissioners touching an abuse done on an officer of the Customs in Cowes port by some of the men belonging to his Majesty's ship Trident. Nov. 23. Money warrant for 30l. to Arnold Squibb, gent., for 1½ years to 1696, Sept. 29, on his fee of 20l. per an. as Clerk of the Nichils. Money Book XIII, p. 222.

Same for 145l. to John Hastings for same time on his several fees and allowances as follows as Clerk of the Foreign Estreats in the Exchequer Court, viz., 20l. per an. usually paid and allowed for his attendance and labour in safekeeping all the records that contain the forfeitures of Recusants and have been estreated into the Exchequer Court and in carrying the same records from time to time to the Office of the Pipe to the intent that the debts may be speedily drawn into the Great Roll; and 10l. per an. 33l. 6s. 8d. per an., 26l. 13s. 4d. per an. and 6l. 13s. 4d. per an. for his and his clerks' pains in writing and extracting all fines and amerciaments whereby the King may be answered the same with more expedition. Treasury reference to the Customs Commissioners of the petition of James Howard, Esq., Customer of Berwick, shewing that he has some extraordinary business which requires his attendance in town, therefore praying leave to surrender his place to his son Charles. Reference Book VII, p. 177.
Treasury warrant to Brook Bridges and Thomas Done, Auditors of Imprests, for allowances as follows to Thomas Lloyd in his account as Paymaster of the Works: the said Lloyd having represented by a memorial that there are several years' accounts of the Works examined by the said Auditors and that in order to the perfecting of same for declaration a warrant is necessary for transferring or bringing over from the accounts of Phillip Packer, Esq., the late Paymaster of the Works, several sums which were unpaid at the said Packer's decease and have since been paid by the said Lloyd and also for the giving allowance of 10s. per cent. for fees at the Exchequer and charges upon receiving money there for the extraordinaries of the Works and 4l. 15s. 0d. per an. for each year's Imprest Roll; upon which memorial the said Auditors have reported that the method of making up and passing the yearly accounts of the Works has been to take in the whole expense of that [each] year (though the money imprested yearly to the Paymaster is not sufficient to defray the charge of each year) inserting at the foot of each account how much thereof remains unpaid: by reason whereof the money which after Packer's decease was imprested to the said Lloyd was applied in great measure to the discharging of what was owing upon Mr. Packer's accounts and ought, in order to Mr. Lloyd's discharge, to be brought over and allowed in the several years wherein the said Lloyd did pay the same; which arrears according to a particular account attested by the officers of the Works do amount to 27,324l. 17s. 3¼d.; that further as to demand of 10s. per cent. they cannot report as to the reasonableness thereof for want of a certificate of the fees payable upon the receipt of such moneys [for the extraordinaries of the Works] and finally that the demand for the said Imprest Roll should be no more than 3l. per an.
In accordance with the above the said Auditors are to bring over from the foot of the said Packer's accounts the said sum of 27,324l. 17s. 3¼d. and to give allowance thereof to Mr. Lloyd in the several yearly accounts in which he paid the same: further, such allowance is to be made to Lloyd for fees and charges in the receiving the moneys at the Exchequer as can be justified by former precedents and not otherwise and 3l. per an. is to be allowed for each year's Imprest Roll and no more. Nov. 24. William Lowndes to the [Principal] Commissioners of Prizes to order their Treasurer forthwith to pay to the Treasurer of the Navy the whole share of the cash due to the Navy from the Prizes Office. Disposition Book XIII, p. 202.
Treasury reference to the Attorney-General of the petition of Henry Chubb one of the King's tenants of the manor of Bucklawren, County Cornwall, shewing that by direction of the late Chancellor of the Exchequer and other officers of the Duchy of Cornwall he has disbursed several sums in prosecuting a cause in the Exchequer for near 10 years against Walter Conning and others who have encroached on the King's said manor and who unjustly detain several parcels of land from the King: that the defendents are tenants to the Duke of Bolton and have by said Duke's interest and assistance prolonged the cause and increased the cost thereof and petitioner is unable to prosecute the same any longer: therefore praying directions to the Receiver-General of the Duchy to lay out money for the carrying on of this suit for the future and that the Treasury do appoint a solicitor to manage the same. Leslie for a grant of lands, mortgages and leases as in a schedule thereto being forfeited in the late Rebellion in Ireland: all in consideration of his services and losses. Nov. 27. Royal sign manual for 400l. to Geo. Stepney, Envoy Extraordinary to several Electors and Princes of Germany: without account: to defray the charges he has been at in apprehending and keeping one— Tilly and bringing him out of Germany to Maestricht. Nov. 27. Royal warrant under the King's sign manual, dated Kensington, to the Clerk of the Signet for a privy seal to the Treasury Lords to direct the Exchequer to take in loans in hammered silver moneys at the rate of 5s. 8d. per ounce not exceeding 600,000l. in all (including therein the computed value of the said hammered silver moneys together with the moneys lent upon credit of the Exchequer in general and all other the loans which shall be made pursuant to the resolves in the House of Commons of the [9th and 14th Nov. inst. see C.J. XI, pp. 580, 585]) upon credit of the Exchequer in general, for the use of the Fleet and Army and payment of quarters in England: the said Resolutions of the House having declared that such loans not exceeding the said 600,000l. total should be transferred to and charged on the next Aids or Supplies to be granted in Parliament next [and immediately] after the loans remaining unpaid which were made on credit of the Contributions for Annuities; and that the loans already made on the Exchequer in general not exceeding 40,000l. should be reckoned part of the said 600,000l. Tallies of loan are to be struck and orders of repayment are to be signed accordingly (specifying the weight of the said hammered moneys) for such loans including the moneys already lent not exceeding 40,000l. as above, and are to be registered in course and to be transferred to and charged upon the next Aids or Supplies as above next and immediately after the loans on Contributions as above. Two-thirds of the double 9d. [per barrel] Excise were made a fund by Act of Parliament [by 2 Wm. and Mary Sess. 2, c. 10] for [interest on] 1,000,000l. Fourth 4s. Aid [by 7–8 Wm. III. c. 5] for this present year was made a fund for 1,800,000l. and interest at 6 per cent. The clipt moneys paid into the Exchequer on account of this tax before the 24th June last was 1,384,709l. and the whole [produce of the tax in clipped moneys] by computation will not exceed 1,700,000l. into the Exchequer and if the said clipt money produce 700,000l. and the residue [of it yet to come in] be 315,291l. which in regard it may be taken in old hammered money at 5s. 8d. an ounce and will take up time to recoin [may be estimated at only 150,000l. 'tis probable this tax may not extend to satisfy more than 850,000l. principal and then the deficiency will be 950,000 0 0
Duties on Marriages, etc., granted [by 6–7 Wm. and Mary c. 6] for 5 years from 1st May, 1695 and made a fund for 650,000l. and interest at 8 per cent. There is as yet only 2,000l. of the principal repaid and by reason of the great interest due and incurring thereon it is not expected these rates will satisfy any more principal. Duties on Houses given [by 7–8 Wm. III. c. 18] for 7 years from 25th March 1696 towards making good the deficiencies of the clipt moneys. By a clause in this Act 1,200,000l. is authorised to be borrowed at 7 per cent. for the first 600,000l. and 8 per cent. for the last 600,000l. These Duties by estimate will not produce more than 100,000l. per an. and consequently will not suffice to pay the interest of the deficiency of the clipt moneys nor much more than the interest of its own loan if the 1,200,000l. were charged thereon. The loans hitherto [up to the present made and] charged thereon are 7,382l. 11s. 4d.
Annuities. Memorandum. The Act [7–8 Wm. III. c. 2] for enlarging till Sept. 29 last the time to come in and purchase certain annuities was to be a fund for raising 382,469l. and there was lent on credit thereof 377,240l.; of which there is repaid by contributions only 11,118l. 13s. 11d. so the deficiency is 366,121l. 6s. 0d. But because the same is to be transferred to the next Aid [to be granted by Parliament] it is not reckoned here in the total of the deficiencies.
