Dec. 1. Money warrant for 10,000l. to Lord Edward Russell, Treasurer of the Chamber, in full of the 50,000l. as by the privy seal of Oct. 31 last and as imprest for the service of his office. (Money order dated Dec. 4 hereon.) Money Book XIII, p. 223. Order Book IV, p. 334.
Treasury warrant to the Auditor [of Imprests concerned] to give allowance in account to the Commissioners of Transportation of 1,411l. 3s. 5d. paid by them for discount of tallies in accordance with the Treasury Lords' verbal order to them of the 26th May last (which was ordered by the said Lords to be minuted, to wit) to dispose of such a quantity of tallies "as was necessary to raise money to discharge the debts of this year that we could not otherwise pay": whereupon they sold 9,199l. 11s. 5d. in tallies at several prices the discount of which, one with another, amounts to about 15⅓ per cent., making a total loss of 1,411l. 3s. 5d. The like warrant for allowing in account to Charles Bertie, as Treasurer and Paymaster of the Ordnance 1,680l. similarly lost by him on tallies for 8,000l.

I have laid before my Lords your memorial of the 2nd ult. concerning the printed certificates which you made by their order of 1690, Oct. 6, for onehalf of the freight due to the ships that were employed in the Irish transportation and also concerning the discharge of the 2 ships that were stopped in France by Mr. Daniell Butts, viz. the Crowne, Elisha Gale master, and the George, John Sinclar master. Before you deliver the debentures for these ships, whose certificates are said to be lost or mislaid, you are to take the affidavit of the owner or agent as to such loss. My Lords also direct that the said ship Crowne be looked upon as discharged from his Majesty's service on 1692–3, Feb. 2 (the day she arrived at Whitehaven, the place she belongs to) and the George on 1692, Oct. 18 (the day she similarly arrived at Plymouth) according to your report of 1694, June 2 concerning the said Butts' account. Northampton to make forth debentures for paying to Thomas Bennet the allowance of 20l. per an. as Master of the free school of the town of Fotheringhay, Co. Northampton: it being represented by the inhabitants of said town that Jonathan Welby, master of the said school being by great age disabled from teaching the children had surrendered the said employment and same is conferred on said Bennet. Money warrant for 66l. 6s. 0d. to Gifford Yerbury, Esq., late highsheriff of Wilts for the year ended 1695, Sept. 29, for an overpayment in his sheriff's account; he having paid 80l. to Edward Dore et al for apprehending Cha. alias William alias Blisse alias Frampton and Cha. Treasury reference to the Navy Commissioners of the petition of the officers, clerks and other persons employed in the naval yards and officers whose salaries do not exceed 100l. per an. praying repayment of their assessments to the third and fourth 4s. Aid. Reference Book VII, p. 178.
Same to the Excise Commissioners of the petition of the refiners of salt in the city of Bristol, shewing that ever since the first Duty was laid on salt they have traded in rock salt and did refine the same in fountain water and that they were advised they were chargeable with no Duty thereon and therefore kept no account thereof: that since the last Duty laid on salt the Excise officers by way of retrospect charge them for what they sold before the said Act passed: therefore praying to be allowed by way of drawback in proportion to w[ha]t 120 lb. weight of rock salt has ordinarily produced "since the said Duty laid." Ibid.
Same to the Customs Commissioners of the petition of John Sandford and John Bubb showing that they sent a parcel of tobacco from Bristol which was shipped off from London soon after, for which debentures were taken out but through the neglect of their correspondent were so long delayed that after some years they were advised that they had been cancelled by the officers: therefore praying redress herein. Dec. 4. Treasury reference to the Excise Commissioners of the petition of Thomas Morin a common brewer who through the difficulty of these times is run 350l. in arrear to the King and his brewing utensils and goods have been seized and sold for 229l. which was not above a third of their value by reason whereof petitioner still owes about 150l. which he is wholly unable to pay: therefore praying a discharge of the same on payment of 2s. 6d. per £. Ibid.
Report to the King from the Treasury Lords on the petition of Gilbert Edwards, late exempt in the Duke of Ormonde's Troop of Guards, praying that a debt due to him from Sir Patrick Trant might be satisfied out of Trant's forfeited estate. We have referred same to Aaron Smith and do submit his report [missing] herewith, viz. to the effect that the said Trant together with Robert Purcell of Westminster became bound on the 9 Feb. 1685–6 in 400l. with condition to pay 200l. to Margaret Rutter, widow, on the 10th Sept., 1687, said Rutter being mother to petitioner's wife and her name being used in the said obligation only in trust for petitioner in his absence, the said 200l. and interest thereon being the proper money of petitioner and being still unpaid and Purcell is become insolvent and Trant's estate to the value of 1,200 per an. besides other securities for money are seized into the King's hands. Dec. 5. Royal warrant under the King's sign manual to the Clerk of the Signet for a privy seal directing the melting, assaying, reducing to standard and re-coining into lawful coins of the realm of all such old hammered money as hath been already lent or shall hereafter be advanced or lent upon credit of the Exchequer in general pursuant to the Resolves of the House of Commons and also what is or shall be authorised to be received there upon account of revenues, taxes, supplies or for loans thereupon: such re-coining to be done as fast as the same can be reasonably despatched and the produce thereof (except all necessary charges about the melting, refining and re-coining thereof) to be brought back to the Exchequer under [the denomination of] the proper heads [of taxes, loans, etc.] from which the same was taken and to be thence issued to the uses to which it is or may be appropriated or was before applicable, and to no other use whatsoever. Dec. 5. Treasury reference to the Excise Commissioners of the petition of Mr. Thomas Clark of the city of Hereford for [the office of] the collection of the Salt Duty at Droitwich, Co. Dec. 7. Money warrant, dormant, for the fee or salary of 1,000l. per an. to John Blencow constituted one of the Barons of the Exchequer by a great seal of Sept. 17 last. Money Book XIII, p. 226.
William Lowndes to the Auditor of the Receipt to issue 1,753l. 15s. 9½d. to the Earl of Ranelagh on the unsatisfied order in his name as Paymaster of the Forces: same to be issued "out of the new money paid into the Exchequer by Mr. Hall for the proceed of certain loans made in clipt money by warrant upon credit of the Exchequer in general whereof a moiety is to be repaid." This sum is intended to be paid over to Mr. Eyles to answer bills drawn on him by Mr. Hill for the subsistence of the Army in Flanders. Disposition Book XIII, p. 203.
Same to same to issue 4,000l. to same on the like unsatisfied order: to be issued out of loans made or to be made by Sir Francis Windham or by his procurement upon credit of the late Resolves in the House of Commons. This sum is intended to be reserved in the Earl of Ranelagh's hands for such uses of the war as the Treasury Lords shall appoint.

Kent to certify whether the [Crown Land] Revenues of said County are sufficient to bear an allowance of 50l. per an. which Sir Basill Dixwell (Dixell) prays as Lieutenant of Dover Castle which he says was formerly allowed for the support of the incumbent charges of that post; which request the King is disposed to grant if the said revenue will bear it. Dec. 9. William Lowndes to the Auditor of the Receipt to issue 10,191l. 5s. 0d. to the Earl of Ranelagh on the unsatisfied order in his name as Paymaster of the Forces: to be issued out of loans on the credit of the Exchequer in General pursuant to the Resolve of the House of Commons for borrowing any sums thereon not exceeding 600,000l. ut supra p. 317. Treasury warrant to John Knight [Customs Cashier] to pay (out of any unappropriated money in your hands) 285l. 2s. 6d. to Gilbert, Bishop of Sarum, Chancellor of the Garter, for half-a-year to Sept. 29 last on the annuity for the support of the honour of the Order of the Garter. Same to the King's Remembrancer to take the securities ut supra of Thomas Cuddon, Chamberlain of London, for his office of Receiver-General of the Duties on Marriages and of the Duties on Houses for London, Westminster and Middlesex. Dec. 12. Treasury reference to Mr. Hall, First Secondary in the Treasury Remembrancer's Office, of the memorial of Mr. Howard praying that the bond for 500l. by which Mr. Duncombe stands bound to the King as security for petitioner may be delivered up and Sir William Seawen's bond be accepted in lieu thereof. Same to the Postmasters-General of the petition of Edward Bellamy, merchant, shewing that Nath. Castleton, Comptroller of the Penny Post Office, is charged with disaffection to the King and Government and with divers abuses in the execution of his said office and in particular that of above 4,000l. for which he was to account, he paid but 800l. in clear money for the year 1694 making large discounts for bad debts and keeping back a balance of above 400l. as stock: therefore petitioner prays the Treasury Lords to let the said office in farm or otherwise, he being willing to give several hundred pounds per an. for it more than the said Castleton hath ever paid on an average; or if they shall think fit to dismiss Castleton from his place, that petitioner may be accepted of for the management thereof he being certified by several gentlemen of the House of Commons as well affected to the present Government. The Treasury Lords to the Attorney-General to obtain a supersedeas upon the commission lately issued under the great seal to John Cheale et al to enquire concerning certain derelict lands in Co. Sussex, under colour whereof divers lands being the ancient propriety of several gentlemen and others in said county are seized into the King's hands; which commission the Treasury Lords are well informed is likely to prove more of trouble and vexation to his Majesty's subjects than of any real benefit or advantage to the Crown. If any inquisitions have been thereupon already returned and filed you are to use all lawful ways and means to quash or vacate the same. Out Letters (General) XV, p. 171.
William Lowndes to Mr. Papillion. You may depend upon 10,000l. to be issued for the service of the Victualling by this day week and 10,000l. more by the end of next week out of the moneys that are sending to the Tower to be re-coined. My Lords desire you to take such care that the [Victualling] service may not suffer in the mean time for want thereof. Ibid., p. 173.

Johnson, Commander of his Majesty's ship Bredah, praying his pay from 1693, Oct. 1 to 1695, June 10, which he did not receive when the ship was paid off from want of a certificate from the Navy Board of his having observed instructions, which [certificate] he hath since obtained. Same to the Postmasters-General of the petition of Judith Paschall shewing that her husband was Commander of the Barbarella pacquet boat but coming from Holland to England was taken by the French and carried to Dunkirk where he contracted a sickness which (after he was released) proved mortal; that for his maintenance there [Dunkirk] and after his return she has contracted such debts that she is like to perish with some small children: therefore prays some money out of the Post Office for charges and expenses, as other officers of pacquet boats have had the like encouragement. Dec. 21. Treasury warrant to the Excise Commissioners to pass 23,340l. 18s. 8½d. of hammered money to the accounts of the respective [Excise] collectors who collected same, according to the tale and on their making affidavit that the said money was actually received by them on account of the Excise by tale and not by weight and that the money is the very same which they so received and that they made no profit thereby: and thereupon the said Commissioners to carry the said money to the Mint to be recoined. Thereafter, upon a certificate from the Warden and the Master of the Mint as to the paying in of the said sum and as to the proceeds therefrom when re-coined over and above the charges in melting and re-coining, the difference and deficiency by tale between the said hammered money and the new money proceeding therefrom the Auditor and Comptroller General of Excise is to allow the said deficiency in the Excise Commissioners' [yearly Excise] accounts: it appearing to be impossible to procure affidavits in accordance with the provisions of the Act of 8–9 Wm. III. c. 2 for Remedying the Coin by reason that several sums of money received by several collectors and others, pursuant to directions given of not being over scrupulous in their receipts, have been lodged in the Excise Office for account of several collectors, part thereof received before Nov. 18 last [the date fixed by said Act] and part after that day and the two sets of such moneys are so intermixed that the collectors cannot distinguish same in their affidavits and the said Act not passing the royal assent until Dec. 3 inst. "and the same not permitted until the 5th Dec. inst." the Excise Commissioners could not by any possibility procure the several collectors to come to London to make affidavits as the Act directs. Treasury warrant to the Customs Commissioners to pay back the King's two-thirds and to discharge process and deliver up the bonds in the case of the seizure of the ship St. Francis of St. Sebastian and her lading of wines imported by Thomas Ridge, merchant, ut supra pp. 323–4 for which he paid customs in Portsmouth port and landed and sold great part there but ordered about 17 tuns [thereof] for London and there entered them and paid the London duty, which parcel is there seized by Mr. Thatcher and Mr. Ward as French wine and a verdict obtained thereon on trial, and two informations are there entered by one Hunt an officer one for 1,350l. for French wines coming to said Ridge's hands the other for 500l. penalty for receiving them: on which matter Sir Thomas Trevor, Attorney-General, has reported that about July last William Cooke arrived at St. Sebastians from England to enquire if goods shipped at St. Sebastians were of the growth of Spain and not French goods and that the shipper there did make it appear that the above parcel of red and white wines were of the growth of the Spanish Navarre and from the oath of the cooper who made the casks for the said wine it appears that same was of the growth of Abilitas in the kingdom of the Spanish Navarre: and further that Ridge at the above trial applied too late for a commission for taking evidence abroad and the Court thinking it was only delay refused to grant same whereupon Ridge made no defence at the trial: wherefore the Attorney-General thinks the case may deserve consideration as to the King's share of the forfeiture. Same to same to discharge the seizure of a parcel of jollop consigned to John Franks of London, merchant, from Cales [Cadiz] in the Nostra Seigniora Dela Vigonia, etc. ut supra p. 296 petitioner advancing that such importation of the product of Spanish territories in a Spanish built ship manned by Spaniards was not contrary to law, having not been understood a forfeiture till within a few years past and is still a doubtful case never judicially determined: on which the Customs Commissioners have reported that the point of law is the same with that mentioned in their report of 1695, May 6, on the petition of Isaac Portello upon which a discharge was ordered. Dec. 30. Treasury warrant to the Customs Commissioners to restore to Simon Battersby, Richard Tatham and Edward Yates the 248l. 10s. 0d. taken from them ut supra p. 229 the Treasury Lords being satisfied that they have been great sufferers by the contrivance of Andrew Huddleston, collector of Whitehaven port. Same to same to restore to Elias Dirckson de Rover, master of the ship Freindship the wines from Vigo ut supra pp. 255–6 landed at Tenby by permission of the Customs Commissioner by letter dated Mar. 11 last and thence shipped coastwise for Bristol in a ship which was seized as foreign built whereas she is an English prize taken from the French by the King's pacquet boat [plying to or] for the Groin and there condemned: upon which matter the said Commissioners have reported that the officers at Milford port took an unwarrantable liberty in admitting entry of part of the wines without particular directions from the said Commissioners, but same was done merely to enable the master to sell enough to pay his wages and supply his wants in his distress; and that the remainder of the lading is already exported to Holland except some part which remains in the warehouse at Milford till opportunity presents itself for re-shipping same: wherefore they think that the part under seizure at Bristol ought to be restored, the rather because the Duties which have been charged for the same to the King's account at Milford are more than in probability the King can receive by the Crown's moiety on an appraisement and condemnation. Treasury reference to same of the petition of Sir Thomas Cook shewing that on 5th Oct., 1692, he entered [on board] a ship [a parcel] of 300 bags of pepper for the Straits which ship did not proceed on her voyage according to her first agreement and he transferred said pepper into another ship then ready to depart since which he has endeavoured to obtain debentures for the drawback on such exportation, but same is refused by the officers: therefore praying that he may obtain his debentures and not suffer by omitting any little matter.
