The Treasury Lords to the Bishop of Hereford. It is now above a year since we wrote you concerning the arrear of 691l. 13s. 9½d. of your First Fruits which according to your bonds should have been discharged in 1692, 1693 and 1694 and that several tallies levied on the Receiver of First Fruits remained unsatisfied [by reason of said arrears not coming in to satisfy same]. The persons to whom the said tallies are payable have again represented to us the great necessities they are reduced to by reason of the non-payment thereof, of which we are very sensible, some of them having nothing else to subsist on. We cannot forbear reminding you of the said arrear with our desires of you speedy discharging thereof.
The like letter to Gilbert, bishop of Sarum, concerning the arrear of 623l. 7s. 3½d. of the First Fruits which ought to have been discharged in April, 1692.
The like to the bishop of Lichfield concerning the like arrear of 377l. 18s. 1½d. which should have been discharged in Dec., 1694 and Dec., 1695. Out Letters (General) XV, p. 168.
Treasury warrant to the Customs Commissioners to discharge the stop or seizure of the sugars (54 chests of white and 6 half-chests of brown Brazil sugars) imported by John Roberts et al of London, merchants in the ship Monte Sancto from Lisbon, same being seized upon a clause in the Navigation Act restraining the importation of the goods of the Portugal Plantations in any but English or Irish built ships: the case being the same with that of Isaac Portello as reported on by the Customs Commissioners, 1695, May 6, in which case the Treasury Lords ordered relief; and further the Duties on the said sugars (which are very high) having been already paid. Waite, Esq., two of the Justices of Peace for County Surrey, to remit the King's share of a forfeiture of 10l. incurred by Thomas Sawyer of Chertsey, County Surrey, labourer, who is convicted of stealing one doe out of Cranborne Walk in Windsor Forest, he being a very poor man and not able to pay the penalty and the parish and the informer being willing to remit their parts of the same. Treasury approval of the tables or schedules of the prices of the several sorts and sizes of stamped parchment and paper that the Commissioners of Parchment and Paper shall sell same at: all as by a clause in the Act of 6–7 Wm. III. c. 12.

Treasury warrant to the Postmasters-General to erect and establish a post between Exeter and Bristol and to allow and pay as follows to the Postmasters concerned in this extraordinary service according to the following method as proposed by them: all by reason that it is thought expedient for the convenience and benefit of trade that a post be set up and established to go twice a week between the said places.

Treasury warrant to the Postmasters-General to remit and discharge the sum of 100l. part of 172l. 17s. 0d. residue of an arrear owing by Ralph Rishton late deputy-postmaster for the town of Preston, County Lancs.; his sureties John Veal and Edmund Hornby, having been prosecuted and having paid 250l. and the said Rhishton being altogether insolvent and not in a condition to make any reparation to the said sureties and the Treasury Lords being satisfied of the hardship of his case on the Postmaster-General's representation of its circumstances: the said Rishton or his sureties are first to pay 72l. 17s. 0d. in further part of said remaining arrear. The Treasury Lords to the Lords Justices, Ireland, to report on the enclosed memorial [missing] (being referred to the Treasury Lords by the King) of Sir Henry Bellasyse for himself as Governor of Galway and of him, Major-General Stewart, Col. Richard Coote and Col. Thomas Brudenell in behalf of their several Regiments who served on the establishment of Ireland from 1691–2, Jan. 1 to 1694, March 31, and have since been on constant fatigues, voyages and marches which has reduced the officers to great want: praying directions that the salary and arrears due to them may be paid equally with other Governors and with other Regiments that remain in Ireland and have served on the same foot[ing] [viz.] out of the supply of 61,000l. lately granted by the Parliament of Ireland.

Nov. 3. Treasury reference to the Customs Commissioners of the petition of Edward Anderson, late riding officer in Romney Marsh in Kent, shewing that he has served 7 years with great fidelity and has every year made seizures of wool, French silks, etc. and [that] several owlers [are] under his prosecution now notwithstanding which the Customs Commissioners have discharged him and refuse to let him know his crime or accusers: therefore praying justice. Nov. 4. The Treasury Lords to the Lords Justices, Ireland, to report on the enclosed petition [missing] (being referred to the Treasury Lords by the King) of James, Duke of Ormonde praying a grant of several leases and mortgages to the value of about 4,000l. [per an.] which were held under the petitioner and his grandfather in Ireland and are become forfeited to the Crown: all in consideration of the great damage petitioner's estate received by the late troubles in Ireland. The Treasury Lords to the Lords Justices, Ireland, to report on the enclosed petition [missing] (referred to the Treasury by the King) of Major-General William Stewart shewing that by an account stated from 1689, Sept. 1 to 1691, Dec. 31, there is due to his Regiment 6,905l. 3s. 3d. whereof 3,537l. 12s. 8d. is due to petitioner, for great part whereof he is forced to pay interest: therefore praying (in consideration of same and of his loss of his right arm in the service in Ireland) a grant of such forfeited lands in Ireland as he shall find out up to 700l. per an. and not granted in custodiam or [held on a lease] near expiring. Nov. 9. William Lowndes to the Auditor of the Receipt to issue 10,000l. to Edward Russell on the unsatisfied order in his name as Treasurer of the Navy: to be issued out of new money proceeding from the loans in clipped moneys upon the Continued Impositions: and to be paid over to the Victualling Commissioners for that [the Victualling] service. Disposition Book XIII, p. 199.
Same to the Navy Commissioners. In June last Sir Joseph Heron delivered to the Treasurer of the Navy divers foreign bills of exchange drawn for the service of the Fleet amounting to 6,641l. 13s. 4d. and received from the said Treasurer by way of deposit for the same divers tallies and orders upon the Continued Impositions containing 7,200l. principal money. My Lords now direct you to cause the said tallies and orders, and also other tallies and orders for 105l. 16s. 8d. (making together 7,305l. 16s. 8d.) on the said Impositions to be duly assigned over by the said Treasurer, according to the methods of the Navy, to the said Herne to wit 6,641l. 13s. 4d. in satisfaction of the said bills and 664l. 3s. 4d. for discount of the said tallies at the rate of 10 per cent.; and that the interest due and to grow due upon all the said orders be likewise allowed to the said Herne. Treasury warrant to the Customs Commissioners (in pursuance of the King's pleasure signified by Sir William Trumbull) to deliver to the Hudsons Bay Company the goods and merchandises which Capt. Allen late commander of his Majesty's ship Bonadventure upon the surrender of York Fort found there and brought away into England contrary to an article of his instructions whereby he was in express terms directed to deliver the fort in case he took it and all the goods therein to the said Company, which Company has therefore besought the King to order the said goods to be delivered to them, consisting chiefly in beaver skins and other skins and castoreum (some whereof are put on shore) to be delivered to such person or persons as the said Company shall appoint to receive same on payment of Customs: "and you are likewise to permit the said goods and merchandise to be put on board the Deering frigate to be brought into the port of London." Nov. 9. Treasury reference to the Agents for Taxes of the petition of Charles Brawne, Receiver-General for County Somerset, praying directions concerning some money he hath offered in payment to Mr. Ferne one of the Tellers' clerks in the Exchequer who refuses same, alleging the money to be such as will not pass from him; petitioner having received the money from the several collectors [of his County] as will be sworn by Mr. Board his deputy and is such as petitioner was satisfied by counsel to be current by Act of Parliament. Royal warrant to the Lords Justices, Ireland, for letters patent to pass the great seal of Ireland to remit and discharge to James Tisdall and Philip Savage the rents grown due on the custodiam lease granted 1695, Dec. 4, by virtue of the late Queen's sign manual of 1693, Aug. 18, supra, Treasury Calendar, Vol. IX, pp. 315–6, to said Tisdall in trust for said Savage for 2 years from 1695, March 25 at several rents amounting in the whole (including quit rents) to 675l. 2s. 7d. per an.: the present release being upon the petition of the said Savage. Same to the Auditor of the receipt to issue 600l. to me [Lowndes] for secret service: to be issued out of branches of the revenue as follows, viz., 172l. 5s. 8d. of compositions in the Exchequer; 246l. 13s. 6½d. of seizures of uncustomed and prohibited goods; 112l. 18s. 6½d. of the second Twelve Months' Aid; 14l. 14s. 2d. of the revenue of the Duchy of Cornwall; 53l. 8s. 1d. of Letter Office money paid into the Exchequer before April 20 last. Nov. 13. Same to the Navy Commissioners. Godfrey Gravat, late purser of his Majesty's ship Bonadventure, has prayed that a fine of 40l. set upon him at the Old Bayly in July last may be deducted out of his wages due in the said ship, being unable otherwise to pay same. The King has granted his request and has signed a warrant to the Attorney-General to acknowledge satisfaction on the records of the said judgments. You are to take care that the 40l. be deducted out of Gravat's pay accordingly. Disposition Book XIII, p. 200.

Nov. 14. An account, signed by the Treasury Lords, of the proceedings upon the Act passed in the last Session of Parliament for laying Duties upon Salt, Glass and Tobacco Pipes in reference to the National Land Bank which was thereby intended to be established.
