This grade was created in 1816 when provision was made for eleven Second Class Clerks. (fn. 1) In fact only seven were then appointed. (fn. 2) The number was reduced to six in 1821 when one of the clerkships was left vacant. (fn. 3) A seventh Second Class Clerk was again appointed in May 1832 and the number was fixed at nine when the establishment was revised in August of that year. (fn. 4) There were increases to ten in 1837, (fn. 5) to eleven in 1841, (fn. 6) to twelve in 1842, (fn. 7) to thirteen in 1863 (fn. 8) and to fourteen in 1866. (fn. 9) During the years 1847-50, 1855-7 and 1859-66 there were also either one or two acting Second Class Clerks. The number of Second Class Clerks was fixed at twelve in 1870. (fn. 10)

In 1816 the salary scale attached to the grade was fixed at £400 rising by annual increments of £10 to £600. (fn. 11) In 1822 this was reduced to £350 rising by annual increments of £10 to £550. (fn. 12) The amount of the annual increment was increased to £15 in 1837 (fn. 13) and to £20 in 1867. (fn. 14)
