sloop Neptune, Stephen Elliot master, riding at
anchor in the Hope, to make entry notwithstanding
the quarantine ; the master having come from
Jamaica with a pacquet sent from the President
and Council there to acquaint their Majesties with
the unhappy condition of that place by reason of
a violent earthquake which happened there June 7
last : the said master's petition shewing that at
the time of his departure the said island was in
good health and free from any contagious distemper,
and that the crew have been and are all healthy ;
as is supported by the oaths of Robert Walker and
Robert Smithel, and therefore praying to be admitted
to entry, so that the ship may be speedily fitted
again for the island to carry advice what supplies
are designed for that place. |

Royal warrant to the Attorney General to enter a
noli prosequi to the information against John Strong,
who was prosecuted for perjury, and William Claver,
an officer of the Customs, Weymouth port, the said
Claver having prosecuted Richard Strong in 1683
for transporting wool, who was fined 90l., and
thereupon brought an action against Claver for
117l. 10s. 0d. as money lent, supporting same at the
trial by said John Strong, his son, and obtained a
verdict, thereby reducing Claver and his family to
great poverty ; whereupon Claver prosecuted said
John for perjury, who was found guilty at the
Assizes at Dorset in Michaelmas term, 1687, but
no fine was set, nor was Strong ever taken thereupon.
The present warrant is by reason that said
Richard Strong is willing to repair to said Claver
all his damages, who therefore prays this noli
prosequi on Strong's behalf as a means of repairing
his [Claver's] losses, "though Strong, the person
convicted, deserves no favour." |

Report to the Queen from the Treasury Lords on the
petition of Edmund Prideaux, Henry Ustick and
Matthew Remington, esq., as by the order of reference
of July 21 ; petitioners praying a privy seal
(upon a warrant signed by the King before he went
for Flanders) for a grant of a third of such moneys
as they should discover and recover from divers
persons who formerly levied several sums upon
Dissenters in case of recusancy etc., and did not
pay same into the Exchequer. The King's warrant,
signed as above, remains at the Treasury not
countersigned, and no further progress made thereon.
We thought the same not advisable in consideration
of the powers and interest which petitioners desired.
(1) They were not the first discoverers, but had
their information from others who were concerned
in prosecuting the same in the reign of the late
King. (2) It would give vexation and disturbance
to a great number of your Majesty's subjects,
especially such as have served as Mayors, Sheriffs,
Justices of the Peace or other public employments.
(3) It would be almost impossible to have any certain
cheque or control upon the petitioners if they should
make any underhand compositions.
We prefer that the Attorney General, upon
information from time to time, should sue on the
Crown behalf, with a third part of the recoveries
as a reward to the discoverers, "and finding that
Thomas Baker and Peter Stepkins were early in
the discoveries of these concealments and that
they have actually informed us of several sums
to the value of 2,500l. or upwards in the hands of
several particular persons, we have agreed to
employ them in the method before mentioned
without passing any grant for the same under the
great or privy seal." |

appoint, during pleasure : all by reason that said
Addison did lately inform that there were several
houses and buildings in the Savoy which had lately
been possessed by Jesuits and other forfeiting

and was occasioned by an advance of that sum by
Nathaniel Horneby, then one of the Hearthmoney
Commissioners, by order of 1686, April 13, for
payment of several allowances and incidents of
seven collectors sent down in that collection, which
could not be paid then out of the produce of said
half year ended 1685, Michaelmas, the said Robert
[Probert] having before the stating the said seven
collectors' accounts paid the whole produce of that
half year into the office and the same was answered
into the Exchequer ; and the said Horne was
afterwards reimbursed said 188l. 13s. 0d. by mistake
out of 500l. imprested to the Commissioners out of
the Excise, whereupon said Parry and Horneby
(two of the then Commissioners) gave an acquittance
to Mr. Duncombe, the Excise Cashier, and the said
500l. now stands charged on them in the account
of the Excise, thus leaving the 188l. 13s. 0d. still

Excise gaugers and officers who at the Lent Assizes
for co. Warwick in 1686 were indicted and convicted
for the murder of a person who happened to be
killed at Coleshill, they [the said three officers] being
casually in the company, though the murder was
actually done by one Ryley, who escaped, whereupon
Treasurer Rochester procured a royal warrant for their
pardon upon a certificate from the Judge of Assize of
the nature of their case, but they lying in gaol and
reprieved for some short time were too poor to

Royal warrant, under the Queen's sign manual, to
the Lord Lieutenant of Ireland to discharge the
sums as follow, part of a total of 400l. 4s. 1d., in
the accounts of any receivers or collectors of the
revenue concerned, and to pay to James Hamilton,
esq., of Fallimore (Tollimore), the remaining
part of said total, with a view to enabling him to
discharge same : he with other gentlemen of Ulster
having by bonds and otherwise engaged themselves
to several persons for that amount for the use of
the Association in Ulster in 1688, divers of which
sums were procured from the collectors and other
officers of the public revenue : the said Hamilton
having made affidavit that said sums were justly
expended by him for the public benefit, although
in respect of the nature and urgency of the service
sufficient vouchers could not be had nor a regular
account kept of the same : of the truth whereof the
Queen is well satisfied.
Appending : (a) said Hamilton's account of money
taken by him in the Province of Ulster upon the
Public Association of the nobility and gentry of
that province to defend the Protestant interest
and assert their Majesties' Government : viz. about
