Send my Lords forthwith a certificate of what
their Majesties' revenue in the Plantations comes
to and how the same is already appropriated or
designed [assigned].
Followed by : said Blathwaite's report or certificate
hereon accordingly to the Treasury Lords ; undated,
but probably of date Aug. 16. The Four and a Half
per cent. Duty raised by Acts of Assembly in the
Caribbee Islands on all dead commodities of the
produce of those islands and shipped off from thence
was farmed in 1670 for the first seven years at
7,000l. per an. and for the next seven years at
5,000l. per an., after which in 1684 it was committed
to the management of the Customs Commissioners,
England, being returned to England in specie and
there sold for the best advantage. This arrangement
held until November, 1689, when the produce
thereof was ordered to be applied upon the place
(the usual charges of the Government being first
provided for) towards the pay of the Duke of Bolton's
Regiment and Col. Hill's Company of Foot in those
parts ; the remainder to be satisfied by the Paymaster
General of the Forces here in England. Of
this application no account has yet been returned,
so that no estimate can be made of what that
revenue has lately been. But by the certificate of
the Receiver General of the Customs, 1691, Mar. 31,
it appears that 3,945l. 4s. 7d. of that duty was then
remaining in his hands.
There are other casual profits accruing to the
Crown in Barbados by fines, forfeitures etc., which
by an account thereof from 1683, Aug. 3, to 1687,
June 29, amounted to 2,547l. 2s. 3d. [for that whole
period]. This is [has been] all or most of it transmitted
to England, since which time no account of
that revenue has been returned.
By an Act of Assembly in Jamaica in 1684 there
was raised an impost on liquors and other commodities
imported [thither] for 21 years. This is
appropriated by the said Act to the repairing the
forts and other contingent charges of that Government,
and in the year 1691 amounted to 2,431l. 4s. 4d.
The quit rents of Jamaica being 1s. for every
30 acres and 2s. for even 100 acres granted before
June, 1671, and ½d. per foot for all lands granted
after that time, have been always applied to the
use of the Government of that island. Last year
they amounted to 1,972l. 19s. 9d. The fines,
forfeitures and escheats, wine licences and other
casual revenue accruing to their Majesties in Jamaica
have been always applied to the same use, and last
year amounted to 613l. 16s. 0d. So that the whole
revenue accruing to their Majesties in Jamaica for
the year 1691 amounted to 5,018l. 0s. 1d., whereof
there remained in cash on the 29th Sept., 1691, the
sum of 822l. 18s. 2d.
The duties granted by Act of Assembly in Virginia
of 2s. per hogshead upon tobacco exported from
that colony and of 15d. per ton [burthen] for every
ship arriving there and not belonging to the country
[of Virginia] and of 6d. for every person not being
a mariner coming into that colony are appropriated
by that Act to the use of the Government and in
1691 amounted to about 3,094l. 13s. 9d., of which
there has been expended for the necessary charges
of the Government of Virginia the sum of
2,991l. 18s. 0½d. in June, 1691. There will remain
to their Majesties upon the balance of this account
102l. 15s. 9d., which sum, upon the earnest application
of the Government of New York, was sent to
assist that Government against the French, to
whom they are the frontier of those parts of America.
The Lieutenant Governor and Council of Virginia
have prayed that same may be allowed to be paid
out of the quit rents accruing to their Majesties in
that colony [of Virginia as below].
The revenue of 2s. reserved as a quit rent to the
Crown for every 100 acres of land granted in Virginia
amounted for the year 1691 to 781l. 9s. 3¾d. This
revenue is to be applied to the Government of
Virginia according to such directions as shall be
given from time to time by the Treasury Lords,
England, pursuant to orders of Charles II, dated
1684, July 25. Of this revenue there remained in
cash in June. 1691. the sum of 1,985l. 14s. 10d..
out of which the Lieutenant Governor and Council
have desired that 182l. 15s. 9d. sent to New York
may be allowed.
The revenue accruing to their Majesties in the
Bermudas or Summer Islands consist of several
shares of land, being in all about 2,300 acres, appropriated
to the salaries of the Governor, Sheriff and
other officers there. Besides this, there are other
duties raised from time to time by Act of Assembly
there, whereof there was received by an impost
upon liquors from 1691, April 1, to 1692, April 13,
the sum of 309l. 17s. 0d. Of this sum there remained
in the Governor's hands at that time [April 13 last]
6l. 3s. 8d., the residue having been disbursed upon
the public account in the Bermudas.
The Governor of Maryland, New York and New
England being but lately gone thither, no returns
have yet been made from those parts of the settlement
of the respective revenues there. |

it appearing that said master began his voyage to
Oporto in January last with a crew of himself and
seven English seamen, but that notwithstanding
the Admiralty protection for same four of the men
were pressed from him in the Downs "into their
Majesties' service by the Saint Albans prize," and
the convoy being then ready to sail he could not
procure other English seamen in their stead, but
got his ship with difficulty to Cowes and there was
compelled to hire three Dutchmen ; and one of his
Englishmen was pressed away [at his return] on
his arrival in the Downs, so that he returned improperly
manned with two Englishmen and three
Dutchmen. |

Treasury warrant to John Shales to take down and
dispose of the barns on Hounslow Heath and to
take possession of lands there as follows on terms
as follow : the said Shales having represented that
the rent of 42l. per an., payable from the Crown
to Lady Belasyse for some lands on Hounslow
Heath has been paid to Lady day, 1688, and no
further, and there are 14 years to come in the lease
thereof, and has therefore proposed to take on
himself the said lease and pay said arrears and the
bills due for repairing the barns on condition he
may have the barns which are standing there for
500l. (at which they are valued by Sir Christopher
Wren) : the said 500l. to be charged upon said
Shales's accounts as late Commissary General of
Provisions for the Army : Shales further undertaking
that during the remainder of said term he
will see that no damage be done to the Hospital
and bakehouse standing there, but will keep them
in repair and fit for the uses intended, to be employed
for their Majesties' service as often as there
shall be occasion. |

Report to the Queen from the Treasury Lords on
the petition of James Kenney, owner of the ship
Patrick of Galway ("Galloway"), on reference
thereof the 21st ult. from the Privy Council. The said
ship on her homeward voyage from Cadiz to "Galloway,"
laden with Spanish wine, fruit and salt, was
taken by the French and carried into Brest. We
have no objection to Kenney being licensed to
redeem the ship on giving security to import no
goods of the growth or product of France.
Appending : report from the Customs Commissioners
on the case. The facts as above are sworn to by
Joseph Alford, the petitioner's correspondent here
[in London]. The case is the same with those of
Mr. Rawlinson, Sir Bazill Firebrace and others
who have obtained such licence. |

Petitioner is a healthy man of 40 years. The
tenement was surveyed 30 years since at 32l. per an.
and is alleged to be now fallen in value, "as indeed
I find most lands are of late years." The customary
widowhood will for ever hereafter be lost by petitioner's
surrender of his present estate and his
acceptance of a lease, but petitioner is obliged to
it in order to give security for his private debts
and to answer a charge remaining in super on him
to the Crown. |
