July 13. Henry Guy to Mr. [Charles] Fox. It is the Queen's pleasure, signified by Secretary the Earl of Nottingham the 9th inst., that you pay 44l. to Col. Wilson on account of his expenses in bringing his Regiment of Foot into their Majesties' service upon the surrender of Limerick, and 20l. 15s. 0d. in reward for delivering into the Stores of Ireland 77 musquetts and six carabines, being at the rate of 5l. each, according to what was allowed upon the breaking up of the Irish Regiments. Same to Mr. John Povey. I have laid before my Lords yours of the 12th inst., with the extract of Col. Beeston's proposal concerning the wrecks on the coast of Jamaica. Please acquaint the Committee for Trade and Plantations that my Lords think it reasonable that a tenth part be answered to the Crown from said wrecks and that a Proclamation be issued for recalling and pardoning those that have deserted the island. But at the same time you are to inform them that the Queen has directed preparation of a grant of all wrecks "in parts of so large extent as will comprehend all the seas in America or all those where any treasure is like to be found." If this grant pass there will be no occasion for such Proclamation or for any further directions concerning wrecks in those parts. Ibid, p. 321.

Report to the Queen from the Treasury Lords on the two memorials [missing, see supra, pp. 1408-9], the one proposing a free school and college to be erected in Virginia ; the other relating to an augmentation of the salaries or maintenance of the ministers [of the Gospel] there.
We have referred same to William Blathwaite and to the Customs Commissioners and annex their reports [missing, see supra, pp. 1503-4, and infra, pp. 1965-6] thereon. We have no objections to your Majesty granting the following particulars, "which do not appear to us to have been appropriated or to be necessary for the immediate support of the Government in the said Colony" : viz. :
Warrants not Relating to Money XIV, pp. 44-5
(1) The sum of 1,985l. 14s. 10d. reported by Mr. Blathwaite to have been raised out of quit rents and to remain in cash on the 9th June, 1691. But as to this we must observe that your Majesty pays at this time 600l. out of the Army establishment to the executors of Lord Culpeper for the remainder of a term of which about 11½ years are to come, as in compensation for said Lord's surrender in 1684 of a grant of the said quit rents ; and if the said 1,985l. 14s. 10d. be applied to the use desired the Governor would [needs] have recourse to the Treasury in England in case money should be wanting for fortification or any other unforeseen exigency of the Government in Virginia.
(2) The growing quit rents : which are particularly desired for payment of a salary to the Commissary of the Clergy : and the residue to be distributed amongst the several ministers of the country by way of augmentation.
(3) The net produce which shall arise in England by selling here (in the manner proposed in the Customs Commissioners' report) the tobacco which shall be collected in Virginia and Maryland for or in lieu of the 1d. per lb. imposed by the Act of 25 Car. II. [c. 7] on tobacco exported thence to other Plantations ; together with the Crown's part of the forfeitures recovered in Virginia or Maryland under the said Act.
(4) The lands on the south side of Blackwater and the Pumunkee Neck to the amount of 10,000 acres in each tract ; to be holden in free and common socage and by the service of rendering yearly to the Governor two copies of Latin verses.
(5) The office of Surveyor General in Virginia to be in the disposal of the College whensoever that office shall become void.
(6) All escheats which shall happen in the said Colony and accrue to the Crown, not already directed or ordered by any law there : but it being a point of law whether escheats can be granted before they actually accrue by the failure of haeres general or special the King's counsel should advise therein.
Report to the Queen from the Treasury Lords on the petition, ut supra, p. 1702, of Caroletta Hastings, widow of Lieut. Col. Anthony Hastings, who was slain in the King's service at sea. Petitioner prays a pension of 504l. 14s. 1d. for 31 years, out of the land revenue of North Wales : which sum was formerly paid to the Judges and other officers of Ludlow Court (now made void by Act of Parliament), to the steward of Bardsey, the constable of Conway Castle, the Forester of Snowdon and the Comptroller of the fines of Carnarvon, "which are likewise vacant," and for which Col. Hastings long since petitioned during his lifetime in consideration of other services. The Deputy Auditor for Wales has reported to us that before the Court of Ludlow was taken away there was yearly paid out of the revenue of North Wales 410l. to the four Judges of that Court ; 54l. 15s. 0d. to a serjeant at arms attending the Lord President of Wales and the Court. These sums are in the Crown's disposal, as also the office of Constable of Conway Castle, with the salary of 13l. 6s. 8d. per an. The total of these sums, 478l. 1s. 8d. per an., the land revenue in North Wales will very well bear. But the other offices of Forester of Snowdon and Steward of Bardsey are granted to the Earl of Radnor during pleasure and the office of Controller of the Fines of Carnarvon are in grant to Thomas [Whitley] and Peter Whitley for life. We think any grant to petitioner would be better by way of pension charged on the Navy establishment. Warrants not Relating to Money XIV, p. 46.
The Treasury Lords to the Lords Justices, Ireland. In yours of May 24 last you strongly recommend the petition of Trinity College, Dublin, for a seven years' abatement of their quit rents, being 257l. per an., by reason of the waste and desolation through the public calamities there, which was committed more especially where their lands lie. You are to give order for the respite of said quit rents till we signify his Majesty's further pleasure therein. Out Letters (Ireland) VI, p. 173.
July 16. Treasury warrant to the Customs Commissioners to permit David de Berry to ship 597 piggs of lead to Leghorn on the Berkley Castle, Capt. July 19. Royal warrant, under the Queen's sign manual, for a privy seal for passing in the following form the Earl of Devonshire's account of moneys by him or his agents received and paid for their Majesties' service in 1688. In his said account the Earl voluntarily charges himself with several sums, amounting to 1,298l., received from Henry Willett, collector of Excise in cos. Derby and Notts ; 97l. 10s. 0d. received from Benj. Martin, collector of Excise for co. Warwick and part of Northamptonshire ; 47l. 6s. 6d. received from Robert Needham, a collector of Hearthmoney ; 25l. from — Lutwiche, a same ; 5l. from Thomas Bant, a same ; 150l. from Samuell Trueman, a same ; 116l. 11s. 0d. from Samuell Statham, a same ; 310l. from Thomas Trueman, a same ; 1,024l. 16s. 0d. from Cornelius Dale, a same. The said total charge amounts to 3,074l. 3s. 6d., the said receipts out of the Excise being also certified by Elias Ashmole, late Comptroller thereof, and those out of the Hearthmoney by — Richardson, who was employed in that revenue. Per contra the Earl craves allowances for payments as follows, viz. 1,919l. 10s. 0d. to Col. Cooke and the several Captains of the Regiment of Horse raised by the said Earl at the King's first landing in the West ; 415l. 15s. 0d. expended for horses, arms, drums, colours, saddles and other accoutrements ; 773l. 11s. 2d. for coats, hats and other necessaries for said Regiment ; 259l. for contingent charges thereof ; 320l. 5s. 0d. for the charges of raising and providing a Troop of Horse which served as a guide to the country to 1688-9, Jan. 24, at which time they were dismissed ; 46l. for charges in raising and maintaining a Company of Foot which served as a guard at Nottingham ; 47l. 6s. 6d. paid to Samuell Gilbert for the use of his party ; 9l. 1s. 0d. distributed to the officers of the Trained Bands whilst in service at Nottingham ; 79l. 5s. 0d. paid or allowed to several constables and receivers who were assisting in the collecting of money ; 75l. for charges in seizing and removing the money from place to place, loss by bad money and for the charge of several returns [of money] ; 11l. 16s. 0d. for charges to several messengers sent to and from the gentlemen of cos. Derby and Notts to invite them to appear and send in horses ; 23l. 12s. 0d. paid to Mr. White for several charges relating "to the said expedition" and in collecting 472l. of Excise money ; 60l. for the Earl's charges in preparing and passing this account. The total cravings amount to 4,042l. 1s. 8d. Being well satisfied of the truth of this account, the Queen orders it to pass, although the regular vouchers are missing, considering the nature of the service. Massareene, praying to be paid for 65 tons of salmon used by the garrison of Londonderry, for which he petitioned the Committee for the Affairs of Ireland, who referred it to Mr. Harbord, who reported that good salmon was sold for 15l. per ton ; and the Attorney General of Ireland has reported thereon to Visct. The Auditors of Imprests cannot perfect Sir Thomas Player's account [of moneys for the disbandment of the Forces New Raised in 1678] until a certificate be produced of the names of the Sub-Commissioners appointed to disband in the outdistricts, so that such Sub-Commissioners may be set in super for the moneys by them received [from Player] for that service. Treasury warrant to the Clerk of the Pipe for a lease to Thomas Potter, one of their Majesties' servants, of a piece of ground with a shop or shed standing on it, called the Barber's Shop, and now in the tenure of Richard L—, barber, adjoining the gate and wall of St. James's Palace, being 16 feet by 10 feet and 7 feet. The lease to be for 31 years at 6s. 8d. per an. : with restraint not to carry the building higher and to keep the roof flat and covered with lead, as now it is.
