Prefixing : (a) Order of the Queen in Council, dated Whitehall, June 23 last, giving permission to the ship Neptune, Thomas Merret and others owners, George Clay master, 200 tons, 25 seamen, to proceed in her voyage to Italy ; said ship being one of the number permitted to sail by Order of Council of Nov. 12 last, supra, p. 1382, but was stopped by the pressing of her men and by the late embargo and having been long loaden. She is to sail with the Newfoundland convoy as far as their way lies together.

Henry Guy to Robert Rochfort at his house in Backlane, Dublin. Inquire and send my Lords an account of the yearly value of the several lands in the enclosed paper [missing] and also of the yearly value of the remaining part of the late King's private estate in Ireland.
Memorandum : the enclosed contained the names of the lands out of which there was 2,000l. per an. settled on trustees for Lady Belasyse and 1,000l. per an. on trustees for Mris. Godfrey.

Report to the Treasury Lords from William Blathwayt on the extract, ut supra, p. 1691, from Col. Nicholson's letter. By the charter of Virginia, dated 1676, Oct. 10, it is granted to the inhabitants of that colony that all lands possessed by a subject inhabiting in Virginia which are or shall escheat to the King shall and may be enjoyed by such inhabitant or possess[or], his heirs and assigns for ever, on paying 2lbs. of tobacco composition for every acre : whereby the houses and other appurtenances annexed to the land seem to be granted to the inhabitants of Virginia. But for such escheats that shall happen of any lands or houses and [as] shall not be in the possession of any person, inhabitant of Virginia, the present Governor, Sir Edmund Andros, has power and directions to dispose of them for their Majesties' best advantage ; whereof the accompts will be duly returned to your Lordships. July 2. Henry Guy to the Principal Commissioners for Prizes. Send my Lords, as soon as may be, an abstract of your accounts of the moneys arisen by prize ships and their effects since the management of that revenue by commission in their present Majesties' reign to this time : to wit the total produced in each particular port for every year. Same to the Customs Commissioners. The Queen is informed that there is a great mortality at Barbados and the Leeward Islands, suspected to be the plague. You are to send directions by this night's post to all the ports that all vessels coming from thence do make a quarantine and particularly a ship lately arrived at Bideford. Ibid, p. 308.

Treasury reference to the Excise Commissioners of the petition of Richard Price, executor of Ambrose Thelwell, deceased, collector of Excise in Herts and Beds, who returned many sums of his receipts through one Barber, a molitor at Luton, who failed with 603l. of the King's money in his hands, of which 249l. 1s. 10½d. has been recovered from Thelwall's estate, thus leaving 363l. 17s. 5½d. due on Thelwall's accounts, of which 353l. 18s. 1¼d. is due from Barber : therefore praying that said 353l. 18s. 1½d. may be allowed in payment of said balance of 363l. 17s. 5½d. Same to Benj. Overton, Warden of the Mint, of the petition of William Blackford, shewing that he was taken at a woman's lodgings, where there were clippings found, and petitioner being too forward in excusing the woman was found guilty of high treason : therefore praying a reprieve. Ibid.

Same to same for a same for a grant of plate as follows to Henry, Bishop of London, in trust for Margaret, Viscountess Purbeck. They are hereby granted as above in such form that the said Viscountess's husband may not intermeddle therewith or have any title thereto : and she to have the power to dispose of same by will or otherwise. The poor [Royalist] Indigent Officers and their relations have represented to my Lords that 80l. 10s. 0d. is due to them at Midsummer last on their respective pensions payable out of the revenue of the Lotteries [farm], but that you tell them there is only 31l. 19s. 11d. of your rent remaining in your hands. You are to complete and pay the said 80l. 10s. 0d. for said quarter and my Lords will take care "on their Majesties' behalf" to allow or reimburse to you the balance of 48l. 10s. 1d. Ibid.

You have sent my Lords a letter from the Lords Justices of Ireland touching an allowance to the First Serjeant, the Attorney and Solicitor General there for their attendance at Council for examining the claims of parties pretending under the Articles of Limerick and Galway. Report to the Queen from the Treasury Lords on the petition of Lord Bellew, referred to the Treasury June 1 last : petitioner shewing that he was taken prisoner and dangerously wounded at the battle of Aughrim and continued prisoner and under care for above five months ; that his wife is heir to an estate of 500l. per an. and hath 3,500l. in mortgage in trustees' names for her, all which were seized and sequestered along with petitioner's estate and put into the Crown's possession 1690, July 14 ; that his personal estate to a considerable value was taken by the King's Army in Ireland and converted to their use and his houses with all the furniture and other necessaries burnt and destroyed by the said Army : therefore praying relief, being deprived of all his estate, real and personal, and his wife reduced to a very low condition.
Thereupon the Treasury Lords report that his real estate is forfeited for life by reason of his being in rebellion in Ireland. How far your Majesty may please to extend favour in commiseration of his case is submitted.
