The Treasury Lords to the Revenue Commissioners, Ireland. By petition John Osgood, Isaac Davis and John Carew, of London and Bristol, merchants, have represented that some goods were shipped at Rotterdam on the Friend's Adventure, John Madox master, bound from [sic for to] Bristol, who ran away with the said ship and cargo to Waterford in the time of the late King James's residence in Ireland, and lodged the goods in the custody of Edward Brown of Waterford, pretending they were his own property, and same are now under seizure as the goods of the said Madox ; therefore praying that same may be discharged. On reference from you to the collector of Waterford port, it appears by the oaths of said Brown and Benjamin Lamb of Waterford that the facts appear as above and that the importation to Ireland was contrary to petitioners' orders. You are to restore the goods to the petitioners on payment of the duties and the charges of storing and keeping : all in accordance with your report. Out Letters (Ireland) VI, p. 120.

Same to the Commissioners for Coining of Farthings and Halfpence of Tin of Mr. Thompson's proposal that 3,590l. 2s. 2d. due to the Duke of Bolton's Regiment in the North may be paid by sending down the value in farthings and halfpence. Ibid.

Mar. 23. Royal warrant, under the Queen's sign manual, to the Clerk of the Signet for a privy seal for a pension of 300l. per an. to Col. John Vaughan from Michaelmas last out of the rent or profit of the Royal Oak Lottery or other lotteries : in consideration of good and faithful services : with authority to the Farmers of said lotteries and all Receivers thereof to pay same accordingly : and similarly to the Exchequer to pay same if the said Farmers or Receivers cannot pay it by reason that the said rents or profits be entirely paid into the Exchequer. Mar. 23. Henry Guy to the Earl of Montagu [Master of the Great Wardrobe]. I have laid before my Lords the estimate of the things to be provided by the Great Wardrobe to Visct. Sidney [as Lord Lieutenant of Ireland]. My Lords desire you to inform them by what rule those particulars have formerly been provided. Out Letters (General) XIII, p. 230.
Same to Sir Francis Lawley [Master of the Jewel House] to the like effect as to the charge of the plate that is to be provided by the Jewel House for said Sidney. Ibid.
Same to Mr. Young. The Queen has been petitioned by Mr. Richard Goodwin for permission to erect for himself and poor family a small tenement on part of the waste lying near the Thames at Hampton Town end. The officers of the Works recommend a grant of about ten rods of the said waste to him. The Queen has granted same. You are to permit him to build accordingly. Ibid, p. 231.

The enclosed petition [missing] from the Justices of the Peace, Grand Jury and gentlemen of the city and county of Londonderry was brought hither [to the Treasury Chambers] from your Office. My Lords command me to return it to you and to desire you that it may be referred to them in due form. Ibid.
Same to same, returning "the enclosed letters, being brought hither from your Lordship's Office." My Lords desire your opinion whether they relate only to the bringing in of French goods or whether you think they may not contain some matters of State. Ibid.

Same to the [Principal] Officers of the Ordnance. In the account of the four months' pay due to the English and Dutch Train of Artillery that served in Ireland there is 1,300l. set down for four months' pay to the Company of Fuziliers and Pioneers. Is that designed for the pay of the whole Company or only of the officers? Ibid.

Prefixing : (a) Order of the Privy Council, dated Whitehall, Mar. 10 inst., that the plate, jewels and goods (clothing) now lying in the King's warehouse belonging to Edward Davies, John Hinson and Lionel Delawafer (which were seized as pirates' goods in 1688 by Capt. Rowe, captain of the Dunbarton frigate in Virginia) be restored to them, except only the sum or value of 300l. ; which, together with the fourth part of what remains in the hands of said Capt. Rowe or his executors, or which shall be recovered from them, is to be disposed of towards the erecting a free school or college in Virginia, in case the same shall be founded by grant from their Majesties ; and if the same shall not be so founded, then to be to such other pious or charitable uses as their Majesties shall direct : it appearing by the Treasury Lords' report on the petition of the said Davies et al. that the petitioners by writing under their hands had owned themselves to be pirates and had claimed the benefit of a Proclamation issued by the late King James for the suppressing of pirates and privateers in America by force or by assurance of pardon, but had not strictly complied with the conditions of the said Proclamation, and that they are willing that said 300l. and fourth part be so employed as above (see supra, pp. 1027-30).

Treasury reference to Mr. [Charles] Fox of the petition of Ben. Mosse and Ri. Codrington for payment of two bills for 55l. 13s. 0d. drawn by Col. Foulke on his [Regimental] Agent for stockings and money [supplied] to his Regiment when at Bristol. Reference Book VI, p. 382.
Royal sign manual by the Queen to the Lords Justices, Ireland, for payment to be made forthwith to Phillip Savage as trustee and for the benefit of William, Stephen, Katherine and Barbarah Crow, children of John Crow, esq., deceased, of the arrears to Christmas last of the rent of 110l. payable for lands as follows ; and for the future payment of the said sum yearly [to him for them] ; and for the said yearly sum for that purpose to be inserted on the present and all future military establishments of Ireland during the continuance of the lease as follows : all by reason that the said Savage has petitioned shewing that in 1681 the said John Crow made a lease for 41 years to the Clerk of the Council (in trust for Charles II) of a parcel of ground and several buildings thereon, by direction of the then Privy Council of Ireland, for stables and a Guard House for the Horse Guards in Dublin ; and that the rent thereof, 110l. per an., was paid to December, 1688, [and no further] and that the said premises have been made use of by the Guards since the victory of the Boyne : the said rent having been included in a former establishment of Ireland under the head of incidents in the Military List. Treasury reference to the Commissioners for Excise and Arrears of Hearthmoney of the petition of Edward Silvester, master smith of the Ordnance, praying that his debentures made out by the Office of Ordnance in Charles II's time, amounting to 481l. 14s. 2d., may be accepted in part of 970l. in arrear owing to the Crown from one Barret, a bankrupt, late a Receiver of Hearthmoney, and for whom petitioner became bound ; "488l. more being retained in Chancery." My Lords have considered your report of the 5th ult. on the petition of the Mayor etc. of Londonderry concerning their right to the place of packer and gauger in the port of Londonderry, in prejudice whereof you have issued your orders for establishing Mr. Cornwall in the said office. Treasury warrant to the Customs Commissioners to repay to John Buckworth and Robert Bristow of London, merchants, a moiety of subsidy for 84 bags of pepper, part of a larger quantity which they entered inwards in July and September, 1690, and re-shipped for export on the Society, George Giles master, for Leghorn Dec. 23 following (being within the time allowed for drawing back the half subsidy) ; the said ship being disabled and forced into Plymouth, where the pepper was landed, and by leave of the Customs officers was put into warehouse pending the opportunity for export, and afterwards in February, 1690-1 (being still within the said time allowance) part thereof (236 bags), was laden on the Armes of Poland, Jacob Peiters master, being all the ship could take, the remaining 84 bags being left in possession of the Customs officers till 22 Jan., 1691-2, when they were laden on the James, Capt.
