Date. Nature and Substance of the Entry. Reference.
Oct. 21. Royal warrant to the Attorney or Solicitor General for a great seal for a grant to John Stilleman (Stillman) of Colchester, draper, of the forfeited estate, both real and personal, of John Cooke as following : this grant being made at the request and in consideration of the many good and faithful services of Aubrey, Earl of Oxford.
By inquisition taken at Colchester June 22 last, before Samuel Reynolds, John Potter and Henry Lamb, it was found that John Cooke, late of the parish of St. Peter in Colchester, and convicted at the General Gaol Delivery at Chelmsford 1690, Sept. 3, of felony and murder committed 1690, May 3, was seized in various tenements etc. as follows on the date of said murder, viz. a tenement or farm called Loveneyhall and 90 acres thereto in the parishes of Wakes Colne, [Colne] Engaine, White Colne and Munt [? Mount Bures], and in the tenure of John Brett and value 25l. per an., the profits whereof from May 3 to June 22 last are in the hands of Alexander Welford : likewise a tenement or farm and 20 acres in the parishes of Pebmarsh, Colne Engaine and Alphamstone, in the tenure of John Johnson, worth 10l. per an., the like profits whereof are in said Johnson's hands : likewise a tenement or farm and 10 acres in the parish of Aldham, in the tenure of Isaac Plum, worth 7l. per an., the like profits of which are in said Plum's hands : likewise 12 acres of land in Kirby in the tenure of John Paine, worth 4l. per an., the like profits whereof are in said Paine's hands : likewise the manor of Prentise, alias Prentice, and a tenement or farm called Prentise (Prentiss), alias Prentice, and 120 acres thereto in the parishes of Tollesbury and Tolleshunt D'Arcy, worth 35l. per an. : and further that William Baker of Messing, yeoman, was bound to said Cooke in 100l. for payment of 50l. owing to Cooke ; and William Carter of Wakes Colne, yeoman, was indebted to Cooke 4l. 15s. 0d. for rent, and John Johnson cut and carried away timber on his farm to the value of 20l. ; and John Paine owed 18l. for rent.
All the said premises and all other the estate real and personal of said Cooke in co. Essex are hereby to be granted to said Stilleman and his heirs to their only use and behoof for ever, with all arrears etc. thereof, subject only to rents and services, if any, due thereout to the Crown at the time of the forfeitures.

Treasury warrant dormant to the Customs Cashier to pay Peter Percivall, esq., his salary of 120l. per an. as Head Searcher, London port. Money Book XI, p. 180.
Same to the Excise Commissioners to allow 90l. to Samuel Hardwick, gent., late Receiver General of Hearthmoney in cos. Dorset, Somerset, Devon and Cornwall, he having during his time returned most of his moneys through Thomas Morris, late Exeter carrier, who was then esteemed a person of very good reputation, and returned very great sums out of the West, but soon after his Majesty's landing in the West the said Morris failed and had then in his hands 200l. of Hardwick's money, and by reason that Hardwick's bond given, to the late King James was taken away by the then Clerk of the Securities [in the Hearthmoney and Excise Office] Hardwick was deprived of their Majesties' aid for the recovery of the said debt before other of Morris's creditors, and by that means he was forced to accept 110l. for the said debt, thus losing 90l. and Harding having been an officer in that revenue for above these 20 years and very industriously improved that revenue and is now destitute of employment by reason of the taking away of the same [the Hearth tax] : the Excise Commissioners having in their report of the 30th ult. confirmed his statements as above and recommended him for consideration. The said allowance is to be made him out of such money as is now remaining in his hands or out of the arrears now standing out in the officers' hands that collected under him, when the same shall be recovered. Prefixing : (a) Order of the Queen in Council, dated Oct. 5 inst., for an embargo or stop to be laid on all vessels whatsoever for all ships bound for Virginia and Maryland from any ports between the Thames and Falmouth inclusively that shall not sail with the convoys designed to Barbados and the Leeward Islands or with the convoys designed to Virginia and Maryland "or at the same time or before from other ports" : all by reason that the Queen has directed that the ships of war designed for convoying the Virginia and Maryland fleets and for securing them there shall sail from the buoy in the Nore on the 2nd Nov. next.

Treasury reference to the Customs Commissioners of the petition of Edward Felkingham and Andrew Lopez, merchants, showing that they imported in May last a quantity of elephants' teeth, which were seized by a Customs officer as not of the growth of Portugal ; therefore praying a noli prosequi for the King's part of the seizure, petitioners "being content to abide the informer's suit as to his pretended moiety." Done, esqrs., Auditors of Imprests, to allow to the Earl of Ranelagh in his accounts for Chelsea Hospital for three years ended 1690, Dec. 31, the sum of 1,095l., being 20s. per day for said period for his charges and pains in looking after the building of said Hospital. Memorandum : these fees are assigned to Mr. John Wright.
Copy of said assignment, dated 1690-1, Mar. 28. The said office of Master of their Majesties' Tennis Courts and Tennis Plays at Whitehall, Hampton Court and elsewhere, built and to be built for their royal disport and recreation within the kingdom of England, was granted to said Villiers 1689, Nov. 15, excepting out of said grant the Tennis Court and buildings thereto, situate on a parcel of ground called the Beake adjoining the Cockpit within the palace of Whitehall, built by Thomas Cook, esq., and granted by Charles II in the 27th year of his reign to Charles Cornwallis for 21 years. The grant to Villiers was for the natural life of said Cook, who formerly enjoyed the said plase, and was with the abovesaid fees of 8d. a day and 120l. per an. from 1689, Lady day. By the present assignment said Villiers, confiding in the great care and fidelity of John Wright of London, gent., constitutes him his deputy for the management of said office as from 1690, Dec. 25, for the natural life of said Thomas Cook, with all the rights, fees and profits thereto belonging.

Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Robert Harley, esq., of the office of Steward of the Lordship and Manors of Melenydd, Gwerthriman, Cwmtydder, Presteigne and Presteigne Lands, Knighton, and Gladestry, co. Radnor, and of the boroughs of Knighton and Presteigne and of the Courts of the same, which office was lately enjoyed by William, Marquess of Powis : to hold during pleasure with the fee of 6l. 13s. 4d. per an. and all other profits thereof as amply as said Marquess, Charles, Lord Herbert of Raglan or any other formerly. Henry Guy to the Excise Commissioners. I have read to my Lords your report of Aug. 10 last on the petition of Tho. Leech and Eliz. Spencer, widow of Thomas Spencer, who were sureties for William Johnson, late collector of Hearthmoney. You are to certify my Lords whether petitioners are so poor that they cannot pay the debt. We have received information that, notwithstanding the great care taken in appointing and settling convoys and regulating the number of seamen permitted to sail, divers merchants and masters of ships have, for gaining a market, taken opportunities of quitting their convoy, to the prejudice of those that trade fair and regularly, and sometimes to the detriment of the kingdom by losing of ships, men and estates to the enemy, and delaying their return home. For prevention thereof we think there should be added to the bonds already directed to be taken by the several Orders in Council of Aug. 20 and 27, supra, pp. 1283, 1286, a [further] clause for obliging the said ships to proceed and return in company with their respective convoys unless necessitated to the contrary. We also desire that the Customs officers take particular care that the bonds so to be entered into be good and sufficient and that at the return of the respective convoys they examine whether the same ships that went out with them be come home with them ; and, if not, that they enquire what is become of them ; and to return an account thereof so that the said bonds may be put in suit if there shall be occasion, and also so that their Majesties may thereby have information of the seamen that remain on board.

Treasury warrant to the Surveyor General of Crown Lands for a particular and ratal of a tenement called Haunch in the manor of Boyton [co. Cornwall] ; with a view to a new lease thereof to John Oliver for two lives in reversion at the old rent of 18l. per an. and fine of 60l. ; and the increased rent of 6l. per an. in the lease in being is to be discharged in consideration of 42l. to be by him paid.
Prefixing : report by William Tailer, in the absence of the Surveyor General, on said Oliver's petition, ut supra, p. 724. The tenement in question was granted inter alia to Henry Seymour for the life of Henry Trelawney ; and petitioner is in possession thereof as executor to John Oliver, who purchased Seymour's interest. It is valued in the surveys at 20l. per an., but will not yield so much now. Mr. Trelawney is a healthy man. I therefore value the reversion as above at 60l.
