June 16. and Mr. Frankland, who hold the office of Postmaster General, that Capt. Richard Tye and partners, owners of the Francis ketch, formerly employed by you in carrying mails from Harwich to Holland and lately taken by the French, has applied to them for 873l. for the value of said vessel, pursuant to your contract for same. It appears therefrom that if the vessel was taken they should receive value according to an appraisement to be made at Harwich before her going to sea. Please certify my Lords whether such appraisement was made accordingly. Ibid.
June 17. Royal warrant to the Clerk of the Signet for a privy seal for a discharge as follows to Robert Crawford. In 1687-8 said Crawford became bound for his brother, William Crawford, a collector of Hearthmoney, for his due accounting. The said William became an officer in the Army and was slain in the King's service in Scotland, leaving no books or papers that can be found. The balance due from him is 143l. 17s. 5d. The said Robert Crawford and all other sureties of the said William are hereby to be released from the said debt in consideration of the loss of said William's life. King's Warrant Book XV, p. 382.

Same to the Attorney or Solicitor General for a great seal to contain an indenture between the King and Queen of the one part and Isaac Pereira of the parish of St. James's, Westminster, of the other part, containing the said Pereira's contract for the supply of bread for the use of the Army in Ireland for one year from Oct. 10 last ; and also for horses and waggons as follows. The present indenture, after reciting the terms of the existing contract ("now passed or ready to be passed under the great seal"), ut supra, p. 1095, proceeds as follows : The said contract for 66,000 lbs. of bread daily was calculated for provision of 44,000 men for 365 days "in case so many had been employed in their Majesties' service in Ireland for so long time," but in truth the bread supplied has not amounted to so much because a lesser number of soldiers hath been employed. Pereira has therefore re-assigned to Charles Fox for their Majesties' use 40,000l. of the 125,468l. 15s. 0d. in registered orders on the Excise, ut supra, ibid., together with the interest thereon. In consideration thereof the King covenants that Pereyra shall be discharged of 40,000l. on his account ; and Charles Fox and Thomas Coningsby, Paymasters of the Forces in Ireland, are hereby to be surcharged with the said 40,000l. as received for their Majesties' use for the Forces in Ireland and the contingencies thereof.
And whereas Pereyra did lately undertake to buy 500 horses in England and to transport same to Ireland to be employed there, with 330 other horses which their Majesties had remaining in Ireland, for the draught of bread waggons ; and has so bought same, for which the King agreed to pay him 6,500l. and to defray the charges thereof till their being shipped for Ireland, and part thereof has been already paid : and further Pereyra has undertaken to provide magazines of oats in Ireland sufficient for the said 830 horses until Sept. 15 next at a rate which (besides the forage) shall not exceed 6d. a day for the keeping of each horse ; and to furnish 26,560 horse shoes for them at 5d. each (being 32 shoes per horse for four months), amounting to 553l. 6s. 8d., and to make a provision of grease for each waggon, viz. 2 lbs. of grease per waggon, for every four days for 140 waggons for the sum of 106l. 15s. 0d. ; and to furnish drugs and instruments and all other extraordinaries for the said horses and waggons for the sum of 592l. 17s. 0d. ; and to provide and maintain until Sept. 15 next as officers and servants for same 280 waggoners or carters at 2s. 6d. a day per couple for 122 days ; payment of the train at 10s. a day ; two lieutenants at 10s. a day each ; 14 conductors at 5s. a day each ; 14 farriers at 2s. a day each ; eight waggon masters (sic for waggon makers or wheelwrights) at 2s. 6d. a day each ; four harness makers at 2s. 6d. day each ; and to furnish the said artificers and waggoners or servants with coats, caps and bread and each waggoner with 40s. in money when he shall have performed his service : in consideration of the above their Majesties have agreed that Pereyra shall be paid 7,487l. 4s. 4d., which with the abovesaid 6,500l. makes 13,987l. 4s. 4d. : the King therefore hereby covenants that the balance of this total remaining unpaid to him at the time of sealing this indenture shall be paid to him by 1,000l. a week from date hereof by the Paymasters of the Forces in Ireland : and on his part Pereyra covenants to maintain and keep the said 830 horses with sufficient oats daily until Sept. 15 next and to provide magazines in such convenient places in Ireland as the King or the Commander in Chief of the Forces there shall appoint and to deliver what shall remain on hand of the said provision on Sept. 15 next to such persons as the King or the said Commander in Chief shall appoint : and Pereira covenants further to provide the said horse shoes, grease, drugs etc. and officers and servants as above and will within six months render an account upon oath of the said sum of 13,987l. 4s. 4d. wherein he is hereby to be allowed the abovesaid rates or items of allowance ; provided that if it shall appear that the charge of keeping the said horses shall come forth at less than 6d. a day each or if any money be reasonably saved by Pereyra on the abovesaid rates or items the said saving shall accrue to their Majesties and Pereyra shall be allowed so much less in his said account. It is further hereby covenanted that if on Sept. 15 next a third part of the said 830 horses shall be spoiled or lost (not being taken by the enemy) Pereyra shall pay to the King 3l. for each horse over and above the said third ; and if on the said 15th Sept. he delivers up more than two thirds of the said 830 horses in a [fit] condition of service then the King will allow him 3l. for each horse above the said two thirds : and if the abovesaid horses, waggons and men be, by warrant of the said Commander in Chief, retained under Pereyra's management after Sept. 15 next he shall maintain and keep same for a time not exceeding 25 days and shall be allowed the charge thereof upon his accounts. Finally Pereyra covenants that he will be answerable for the remainder of the principal sum of 125,468l. 15s. 0d. after allowance of the abovesaid 40,000l. as if this present great seal were not made.

Henry Guy to Mr. Pereira. By the King's special command the Treasury Lords have often required your account of the bread delivered to the Army in Ireland last year. It is absolutely necessary that you exhibit it forthwith, so that it may be known how much of the money imprested remains in your hands and that many other accounts which have a dependence thereon may be adjusted, particularly the bread deductions from the several Regiments. If you do not forthwith bring it to my Lords it will occasion a very great disservice, the blame whereof must rest on yourself. Out Letters (General) XIII, p. 81.

June 24. Royal warrant, under the Queen's sign manual, to the Attorney or Solicitor. General for a great seal for a new Commission of Customs : the new Commissioners to be George Booth, esq., Sir Richard Temple, Sir John Werden, Sir Robert Southwell, Sir Robert Clayton, Sir Patience Ward and Charles Godolphin. The change herein is only the replacing of Henry Guy, a member of the late Commission, by the said Godolphin. With the like powers, salaries, clauses etc. as in the said previous Commission. Henry Guy to the Excise Commissioners. The Treasury Lords have ordered tallies of pro to be struck on you for 1,000l. to the Duchess of Buccleuch, 1,500l. to the Duke of Northumberland, 500l. to the Duchess of Richmond and 1,125l. to the Duke of Southampton. You are to pay these by weekly payments as follows commencing from the dates of the tallies, viz. 100l. a week each to Buccleuch and Northumberland, 30l. a week to Richmond and 50l. a week to Southampton. The Treasury Lords to the Navy Commissioners. The Act for the Additional Excise appropriated 700,000l. to Navy pay and for building three thirdrates and for naval services of the Ordnance Office. The sum of 70,000l., part of said 700,000l., was issued Mar. 19 last to Charles Bertie, out of loans on said Act, being for saltpetre and other services of the Ordnance. Several sums, amounting to 630,000l., being the balance of said 700,000l., are issued or directed to be issued to the Treasurer of the Navy out of the like loans for which he has or speedily will have tallies and orders registered on said Act. We desire that the said 630,000l. may be applied as follows, viz. : (1) 210,077l. 8s. 0d. of the orders and tallies standing first in course are to be reserved for payment of seamen serving in 1691 in the Navy Royal : (2) 147,422l. 14s. 11d. for the victualling in the year 1691 : (3) 272,499l. 17s. 1d. for wear and tear for same year, including stores and buildings and the furnishing the three thirdrates : in each case the interest on the orders is to be added to the sums stated. These last two items are to be assigned as follows, viz. 30,000l. each alternatively to the victualling and to the wear and tear for eight payments (to wit four each) and thereafter 27,422l. 14s. 11d. to the victualling and 152,499l. 17s. 1d. to wear and tear, making up the abovesaid totals of 147,422l. 14s. 11d. and 272,499l. 17s. 1d. respectively. Appending : (a) petition to the Queen from Archibald Hamilton on behalf of himself and other the ministers of the Presbyterian persuasion in the northern parts of Ireland : setting forth that by royal sign manual of 1690, June 19, the King granted to the said ministers 1,200l. per an., payable quarterly out of the Customs of the port of Belfast, the first payment thereof to be made on 24 June, 1690 : that the said ministers accordingly received 600l. for the two quarters to 1690, Christmas, but the said bounty of 1,200l. per an. being not included in or provided for by any establishment of Irish expense, the Revenue Commissioners, Ireland, and the collector of Belfast port refuse to pay the arrears due and to continue same in future without some such establishment : therefore praying that an additional establishment be made for said 1,200l. per an. with the arrears thereon.
(b) The abovesaid royal sign manual "at our Court at Hilsborough," 1690, June 19, directing Christopher Carleton, collector of Belfast port, to pay said 1,200l. per an. from 1690, June 24, quarterly to Mr. Patrick Adair, Alex. Hutcheson, Archibald Hamilton, Robert Craighead, Hugh Wilson, Robert Henerie and William Adair, to be by them distributed among the rest of the Presbyterian ministers in the northern parts of Ireland : all by reason that "upon our arrival in this kingdom at Belfast we received a loyal and dutiful address from our trusty and well beloved subjects, Patrick Adair, Archibald Hamilton, William Adair and others in the names of themselves and the rest of the Presbyterian ministers of their persuasion in these northern parts of our kingdom, and calling to mind how early they also were in their address unto us upon our arrival in England, and the promise we then made of a pension of 800l. per an. for their subsistence, which by reason of several impediments hath not as yet been made effectual unto them ; and being assured of the peaceable and dutiful temper of our said subjects, and sensible of the loss they have sustained and their constant labour to unite the hearts of others in zeal and loyalty towards us" etc.
June 30. Royal warrant, under the Queen's sign manual, to the Treasury Lords to order the Teller concerned to pay to Col. George Phillips, without account, the 100l. which was directed June 4 [sic for 3] inst., supra, p. 1183 (on an order dated Mar. 21 last) to be paid to William Jephson, now deceased, for secret service, ut supra, p. 1066 : which sum could not be received by reason of the sickness and death of said Jephson. This sum is to be in full of 200l. directed by Order in Council of April 27 last to be paid by said Jephson to said Col. Same to same to allow to said Ranelagh in his said account the sum of 2,5911l. 17s. 0d. paid by him to meet several bills drawn by William van Schuylenburgh of the Hague for the pay of a Regiment of Horse and a Regiment of Foot which "in or about the month of April [1690] we entertained in our service in the Low Countries" and which said Schuylenburgh was directed to pay from time to time according to the capitulations in that behalf : pursuant whereto Schuylenburgh drew the following bills on the Earl of Ranelagh, viz. 1690, June 2, for 7,500l. ; 29 July-8 Aug. for 6,000l., whereof only 4,011l. 17s. 0d. was for pay of said troops, the remainder being in repayment of so much advanced to the Second Troop of Guards and the Royal Regiment of Horse [of England] by Mr. William Bastiance and is accordingly charged to the respective accounts of those Regiments by said Earl of Ranelagh ; of Oct. 5 for 3,600l. ; of Nov. 14 for 3,600l. ; of 1690-1, Jan. 13-23 for 3,600l., and of Jan. 26 for 3,600l. : all which bills the said Earl has paid, as appears by the endorsements thereon. Royal warrant to the Auditors of Imprests to allow to the said Earl in his Army account, beginning 1690-1, Jan. 1, 30,000l. paid as follows, and further to charge him in the same with the interim interest as follows on the 20 orders for 1,000l. each registered on the East India Goods Duties, which the said Earl assigned to Sir Joseph Herne and put into his hands (viz. five orders on 1690-1, Mar. 11 ; five on 1691, April 3 ; five on May 4 and five on June 3) as towards payment of the 30,000l. to the Duke of Savoy, being 5,000l. per month for the six months January to June last, according to the abovesaid treaty ; which 30,000l. the said Earl has paid. The present warrant is by reason that said Herne only became entitled to the interest on the said orders from the respective days of assignment as above ; so that the prior interest accruing from the date of the orders to such dates of assignment falls to be charged to the said Earl of Ranelagh. Treasury warrant to the Commissioners for the office of Postmaster General to pay [out of the revenue of the Post Office] to every seaman [of the pacquet boats as follows] wounded in an engagement with the enemy the smart money and pension money and to the wives and children of the [said] seamen killed the bounty money after the same proportion allowed to the seamen of their Majesties' sixth rate men of war by the Naval Chest at Chatham, viz. whenever any extraordinary accident shall happen whereby the deduction of 10d. as follows doth not prove sufficient to answer the several payments to be made out of it : all by reason that the said Commissioners have represented by memorial dated the 12th inst. that the pacquet boats are frequently assaulted by the French men of war and privateers, whereby the seamen run great hazard of losing their lives or limbs, but not being upon the establishment of the Navy nor capable of receiving the benefit of the Chest of Chatham, have been frequently very mutinous and disorderly on this account to the prejudice of the service and preventing that expedition which is necessary to be used in carrying the mails and have lately requested the said Commissioners to move for an establishment according to the rules and orders of the Chest of Chatham in case of such accidents to them ; upon which the said Commissioners have represented [in their abovesaid memorial] that towards the providing such a fund a deduction is made of 10d. out of one month's pay of every seaman and have therefore recommended that when such fund shall accidentally fall short as above, the above smart money, pension money and bounty money may be paid by the Receiver General of the Post Office revenue [out of such Post Office revenue].
