My Lords read the minute taken formerly concerning their [Herne's and Evance's] returning [forwarding by bills of exchange] money to the English Forces in Flanders and the Wolfenbuttel Troops. It is further proposed by my Lords to Herne and Evance to advance a month for the said Troops beforehand. They agree to it and will on Friday next deliver bills on credit to the Earl of Ranelagh, payable to him or order, for 3,600l. at Antwerp for Wolfenbuttel Troops. Edward Fitzpatrick for the months of May and June, 1690, according to the muster rolls taken of them in April, 1690 : and similarly debentures for the pay of said Regiments for the months of September, October, November and December following, according to the muster rolls of July and August, 1690 ; deducting thereout such sums as they have received upon account in Ireland. But as the Earl of Marlborough has represented to the Queen that Lieut. St. Clair was reputed in Capt. Hartt's Company in the Royal Regiment of Fuzileers for the months of July and August, 1690, notwithstanding he had licence from the said Earl to be absent for those months, his pay from 1690, July 1 to Dec. 31, is to be included in the pay of the said Regiment. King's Warrant Book XV, p. 380.
Same to same for debentures similarly for the pay of the Royal Regiment of Horse and the Regiments of Foot commanded by Col. Cha. Trelawney and Col. Jo. Foulkes for May, 1690, according to the musters thereof taken in April preceding. And as the First and Third Troops of Guards and Grenadiers were put on the Establishment of Ireland from June 1 last [1690], but we have since thought it necessary that they should return to England and be cleared and paid in England "from that time," debentures are therefore to be made out for their pay from 1690, June 1 to Dec. 31, according to the musters taken of them in May, 1690, deducting such sums as they have received in Ireland on account or such as they owe for quarters there, which is to be certified by the officer commanding. Ibid.
Same to Auditor Brook Bridges to allow to said Earl of Ranelagh in his Army account ending 1689, April 30, the sum of 1,732l. 3s. 2d. as follows. Further, as the sum of 1,399l. 13s. 2d. [part thereof] was paid without deduction of poundage, the said Earl is hereby not to be charged with the deduction of 12d. per £ for any of the sums so paid by him.

We have treated and agreed with some merchants here for the monthly returns to Antwerp, as well for the pay of the English Forces as of the Wolfenbuttel Troops in his Majesty's service in Flanders. In acquainting you therewith we desire you not to draw any more bills on the Earl of Ranelagh for the future for the pay of the said Forces. On receiving the account we asked you for on the 15th ult., supra, p. 1152 (which account we desire may be adjusted to the date on which you receive this letter) we will take care to pay what appears due thereon. Ibid.
Treasury order to the Customs Commissioners to observe (a) infra.
Prefixing : (a) Order of the Queen in Council, dated Whitehall, May 7 last, to permit the ship Bayly, 300 tons, 30 men and 20 guns (which is hired to carry stores from the Navy to Plymouth), to proceed from "thence" [Plymouth] on her voyage to Virginia and back free of molestation : as is desired by the Navy Board's letter of the 6th inst.
Out Letters (Customs) XII, p. 315.
The like order for the ship William and Mary on a like Order in Council dated May 3 last. Ibid.
Treasury warrant to the Surveyor General [of Crown Lands] for a particular of a piece of ground in St. James's Park where formerly the Laundry was, being 200 feet north to south and 135 feet east to west ; and of another piece of ground as below : in order to extension of lease thereof to 99 years to Robert, Lord Lexinton, at the present rentals, with covenant not to erect new buildings without leave and with a clause of re-assumption on payment of compensation.
Prefixing : William Harbord's report, dated May 4 last, on said Lord's petition for same. James II granted by lease under the Exchequer seal 1685, Dec. 6, said ground to Sir Theophilus Oglethorpe and Dame Hellen, his wife, for 35 years, on which said Lady Oglethorpe had then built a pair of brick tenements at a value of about 1,000l., but with covenant to erect no further buildings thereon without licence, and with a clause for re-assumption to the Crown on payment of 2,000l. The other piece of ground, 135 feet by 114, adjoins the abovesaid piece towards the King's Road through the said park towards Kensington, and was granted by similar lease 1689-90, Jan. 18, to Henry, Lord Grey of Ruthyn, now Visct. [de] Longueville, for 31 years, at 6s. 8d. per an. rent, with covenant to wall it in with a brick wall, which is since done, and not to erect any buildings thereon from which any person might look into the said park, and with a clause of re-assumption to the Crown on payment of compensation. Both these interests are now alleged to be vested in Lord Lexinton. I cannot advise a term of more than 31 years and cannot set any fine on the additional term so long as the clause of re-assumption on payment of 2,000l. is continued, "and if that clause should be left out and the lessee only restrayned from erecting any further buildings thereon yet then I think 400l. would be a sufficient consideration, for I look upon 2,400l. being 16 years' purchase to be as much as the inheritance is worth."
