Royal warrant to the Attorney or Solicitor General
for a great seal to constitute Philip Darcy, esq.,
Sir Roger Langley, bart., Sir Edward Ayscough, kt.,
Sir Edmund Jennings, kt., John Parkhurst, John
Carpenter and Cha. Middleton to be Principal
Commissioners for Prizes as in lieu of the said Darcy,
Langley, Ayscough, Parkhurst, Cha. Deering,
Carpenter and Middleton, lately thereto constituted :
with power to depute Sub-Commissioners in such
ports and places as they think fit ; and to employ
such officers as they think fit to prosecute the
King's title in the Admiralty Court or as storehouse
keepers etc. or otherwise : with a salary of 300l.
per an. each to the said Sub-Commissioners and
500l. per an. each to said Commissioners : the
latter to be payable quarterly from Christmas last
during pleasure. The precedent body of Commissioners,
as above, are hereby to be paid their arrears
due at Christmas, 1690 : but no part of the salary of
the said Philip Darcy shall be paid to him until the
arrears due to Benjamin Overton (whom said Darcy
succeeded as a Chief Commissioner of Prizes) be fully
paid : and similarly no part of the salary of Charles
Middleton is to be paid until the moneys due to Sir
Thomas Littleton (whom said Middleton succeeded)
be paid, and similarly no part of the salary of Sir
Edmund Jennings is to be paid him until the arrears
due to Charles Deering be paid. Further, hereby
John Dive is to be continued as Secretary to the
said Commissioners, with the like salary as before
viz. 500l. per an. as from Christmas last. |

Lords have signed an order for 70,000l. to the
Treasurer of the Ordnance, ut supra, for the expense
of the Office of Ordnance in respect of naval affairs
for the year 1691, to be paid out of the moneys
of the two-thirds of the Additional Excise [of
2 Wm. and Mary, Sess. 2, c. 10]. My Lords desire
that no more than 65,000l. be issued upon said
order (without their particular directions) out of
the loans to be made by Sir Joseph Herne, Governor
of the East India Company, upon credit of the
said two-thirds of the Additional Excise. The said
sum of 65,000l. is intended to be paid over by the
Treasurer of the Ordnance to the East India Company
for saltpetre for the year 1691. |

late Act for a new impost on coffee, tea and other
goods [1 Wm. and Mary, Sess. 2, c. 6] no mention
is made of such discount : it appearing from said
Commissioners' report of the 12th inst. that the
like discount was allowed on the last new impost
on calicoes, silks etc. granted in the time of James II
[by 1 James II, c. 5]. |

the practice in the late reign by an Order in
Council dated 1685-6, Jan. 22, requiring the receiving
of no other Customs from merchant strangers
for the native commodities of this kingdom exported
than what were payable to Charles II at the time
of his decease by virtue of the statute mentioned
in said Order : which Order was not afterwards
revoked by any other Order : it further appearing
that the greatest part of the aforesaid goods were
really the goods of Englishmen, although they
entered and took out cocquets in the names of
aliens for colour, to preserve them from capture
by the French : "and also because the said former
law, which was only lapsed by accident, being
again revived by the late Act of Tunnage and
Poundage, the said alien duties are again remitted
and the practice [now] is to collect as he did." |
