Same to the Surveyor General of Crown Lands of the petition of John How, esq., setting forth that Charles II granted the bailiwick of St. James's [Westminster] to the Earl of St. Albans, who leased to Joseph Girle [the following premises in said bailiwick, viz.] Kemps Fields, Coleman Hedge and the west side of Old Soho, Woods Close and Gravel Garden : therefore praying a grant of the premises for 99 years in reversion of the 40 years yet to run. Same to the Excise Commissioners to pay 1,000l. next week to the Duke of Grafton for half a year to Christmas last on his pension of 2,000l. ; and the week following to pay 1,500l. into the Exchequer, to be issued to said Duke for half a year on his pension of 3,000l. per an. Appending : (a) extract of a letter, dated Belfast, the 7th inst., from Mr. Carleton, collector of Belfast. Mr. William Squire brought from Liverpool to Derry 250 hogsheads of tobacco and Mr. Ward brought from Liverpool 150 hogsheads of tobacco to Strangford and prevailed on Mr. Starburon, the collector there, that the goods had been imported 12 months, viz. in Aug. and Sept., 1688, whereas I am informed they came into Liverpool last summer. Please enquire into this "for the certificate has entitled him to the benefit of his Majesty's Proclamation here, and I am doubtful it has not been legally granted."

Please desire them to issue orders to the press masters not to press necessary servants of brewers and distillers ; the said brewers etc. having engaged to the Excise Commissioners that they will not make any indirect use of such relieving order.
Appending : (a) representation dated Mar. 22 to the Treasury Lords from the Commissioners of Excise and Hearthmoney. Great complaints are daily made by several common brewers and distillers within London and the weekly bills of mortality of the pressing of their workmen, whereby the others run away for fear of the like, whereby they are forced to stop their trades.

William Jephson to Mr. Robinson to acquaint the Committee for the City Loans that my Lords find it will be for his Majesty's service that the loans on the Additional 12d. Aid be continued upon that Aid until 400,000l. be lent thereon. They do not doubt but that said Aid will be good security for that sum ; but if it should happen to fall short they will take care that the deficit shall be transferred to some other fund. My Lords also recommend it to the Committee that it will be for his Majesty's service that some part of the loans be upon the 2s. Aid. Out Letters (General) XII, p. 230.
Same to the Auditor of the Receipt to give notice to the Tellers and other officers of the Receipt to attend in their offices to-morrow morning to receive such loans as shall be made. Ibid.
Same to the Customs Commissioners. My Lords have read your report of the 15th inst. on the Order in Council of Feb. 13 last touching 60 pieces of taffeta belonging to Daniell L'Motte and other Dutch merchants, which were seized at Harwich as French goods. You are to report on the latter part of said order concerning the settlement of such a regulation as to the importing of such taffetas in future as may prevent inconveniences to trade. Ibid.
Same to the Commissioners in co. Lincoln for the 2s. Aid. My Lords have received a letter dated Sleaford, the 12th inst., from several of your number, complaining that the Commissioners who acted in the Hundred of Loveden have obstructed the review of the 12d. Aid [of 1 Wm. and Mary, c. 20 and c. 31]. The Attorney General's report on your letter is as follows and you are to govern yourselves thereby.
Appending : said report from Sir Geo. Treby. Where the 1s. Aid is short the Commissioners for the 2s. Aid are to supply it and [are] to raise the omitted sums by the ways and means of the 2s. Aid Act [1 Wm. and Mary, Session 2, c. 1] : viz. : the Commissioners may divide themselves into Hundreds for convenience and better despatch if they think fit : but this does not bind any Commissioners from acting in all or any other Hundreds. They may require the inhabitants, constables, bailiffs etc. to appear before them at any place within or without the Hundred and for not appearing may fine them 40s. The Commissioners are also to appoint assessors and may set 10l. fine upon any of them for every default in not appearing or not performing the duty : and if the assessors shall (after all) undercharge any estate the Commissioners may examine and rectify same and set full rates upon the premises according to the intent of the Act. Now when the five Commissioners that lived within the Hundred of Loveden countermanded the precept of the other Commissioners and would not allow the Hundred to be re-assessed by themselves or others it was a high breach and contempt of the law for which they are liable to an indictment or information. But for the present it may be convenient that the Treasury Lords write to all the Commissioners requiring them to re-assess this Hundred to the full and without any fraud or delay and in case of any further defect to report to the King so that the offending Commissioners may be summoned to attend the Council, where direction may be given for a due prosecution against them.

Treasury warrant to Ralph, Earl of Montagu, Master of the Great Wardrobe, to pay 2,458l. 1s. 11¼d. to Sir William Gostlin, kt., fringemaker to their Majesties, as in full of 2,547l. 5s. 0d. due to him for goods furnished for the service of the Great Wardrobe from Michaelmas, 1686, to Michaelmas, 1688. Aids] and praying "that if your Lordships did think it not fit we should not be assessed for our places they would take us off the two boatmen, being not able to pay."

We are informed that the assessors for these Aids in the manor of Lymington [Leamington] Hastings, Allesley parish etc., have not discharged their duty in the assessments there by omitting to charge or by underrating. You are to enquire into same and to rectify same by setting true rates. Ibid.

Same to the Attorney or Solicitor General for a great seal for a grant to the Earl of Ranelagh of a piece of ground near the Royal Hospital at Chelsea : for 61 years at the rent of 15l. 7s. 6d., payable to said Hospital, and without fine in consideration of the charge he has been or will be at "in the building or otherwise upon the premises."
Appending : constat of the premises and ratal thereof by William Harbord, Surveyor General of Crown Lands. The premises, occupied by said Earl, adjoin south on the meadows of Thomas Francklin, north on the kitchen garden and the burying ground and contain 7½ acres 30 perches, the lessee having already built a fair brick tenement or mansion house on part thereof, but is to covenant not to build more without royal licence.

Royal warrant to the Clerk of the Signet for a privy seal for paying as follows the arrears of the servants of Charles II. By the Act [of 1 Wm. and Mary, c. 28] 60,000l. was appropriated for said servants in his service at the time of his death, to be paid in three years from 1689, Dec. 24, by three equal payments, and provided that such servants take the Oath and Declaration as in 1 Wm. and Mary, c. 8. On the said appropriation 20,000l. is paid into the Receipt and a book has been prepared by the present King's direction, containing a proportion of sums amounting to 22,735l. 10s. 3d., as part of said arrears due to said servants. It is therefore hereby ordered that said 20,000l. be applied to the satisfaction of the sums in said book under the title of "Proportion to be first paid." The sums due to the servants of the Privy Garden at Whitehall are to be issued to the Paymaster of the Works for them ; and those due to the Gentlemen of the late [King's] Band of Pensioners are to be issued for them to William Smith, the present Paymaster of the Band ; those relating to the business of the Plantations are to be paid similarly to William Blathwayt ; those of the Privy Purse to the Earl of Portland ; those of the Tower to the Chief Governor thereof ; those of the musicians of the Chapel to Dr. John Blow ; those of the Treasurer of the Chamber's Office to Sir Rowland Gwynn, present Treasurer ; those of the Wardrobe to the Earl of Montagu, present Master thereof. Same to Edward Russell, Treasurer of the Navy, to make a deduction of 12d. per £ and one day's pay in every year from payments to the officers and soldiers of the two Marine Regiments as by the establishment thereof, ut supra, p. 465. The moneys so deducted are to remain in said Treasurer's hands to be disposed of as the King shall from time to time direct by his sign manual. Ibid, p. 388.

Done and Brooke Bridges [Auditors of Imprests] to make allowances as follow in the accounts of the Earl of Ranelagh as Paymaster General of the Forces : to wit (in addition to the 500l. paid to Col. Andrew Monroe as levy money for raising 500 recruits for the Royal Regiment of Foot as ordered by royal warrant of June 18 last) the following sums, viz. 280l. paid to same Col. Monro without deductions as levy money for 280 men more raised by him in Scotland as recruits to said Regiment ; and 80l. 2s. 0d. paid without deductions for transporting said recruits from Leith to Holland (whereof 730l. was paid to Robert Blackwood upon a bill of exchange dated Edinburgh, 1689, Oct. 24, drawn by Hugh Mackay, Major General of the Forces ; and the remaining 71l. 2s. 0d. thereof to William Stonehewer on a bill of exchange dated Edinburgh, Jan. 31 last, drawn by Mr. James Kendall). Same to the Clerk of the Signet for a privy seal for the Treasury Lords to give warrant to the woodward of New Forest to pay to the Duke of Bolton, warden of said forest (out of moneys raised by the sale of lops, tops, offal wood or bark) the arrears due on the several yearly sums of 30l. for repair of the King's house at Lindhurst and 40l. for repair of the stables there (as granted by the privy seal of 1671, June 22) : with dormant clause for payment of said yearly sums [for the future] during pleasure out of the like moneys and if the said moneys be insufficient, then out of the sale of dotard and decayed trees to be made for that purpose. The Treasury Lords to the Commissioners in co. Gloucester of the 3s. [2s. and Additional 12d.] Aids. Notwithstanding our letter of Jan. last [Jan. 2, supra, p. 438], instead of making improvements in the assessments upon review, we are informed that the assessors in the Hundreds of Whitstone, Bisley and Longtree have considerably abated the charge upon those Hundreds even from what they were rated to the first 12d. Aid [by 1 Wm. and Mary, c. 20 and 31]. Inform yourselves how the persons and premises ought to be rated and cause such rates to be set. Ibid, p. 235.

Appending : (a) extract from an unsigned letter dated Newcastle, Mar. 14 inst. There is in this port three vessels laden with several thousand pieces of lead and great quantities of butter. They cleared for St. Sebastian. They are loaden by Sir William Creagh, a notorious Papist : most [people] do conclude they are for France. The Customs officers here were so easy as to admit one master to be bound for another and all three [are] reputed Papists. More lead has been shipped off here within six months than has been known in such a time in the memory of man.

Treasury warrant to the Customs Commissioners to permit roll tobacco to be exported without any other deduction than the tare for the package of same : it appearing from the said Commissioners' report of the 20th inst. that in consideration of the mixture of syrops and other materials used in making tobacco into roll the Treasury Lords formerly ordered a deduction of 10 per cent upon export over and above the usual allowance of tare for package : which deduction upon further consideration was afterwards reduced to 5 per cent : and that further on June 28 last the said Commissioners proposed a further change therein, viz. that the said deduction of 5 per cent should only be made upon the darker sort of roll tobacco and that the brighter sort should be free of any such deduction ; all by reason of the great pressure of the merchants of London and Bristol complaining that the manufacture of spinning and rolling tobacco (which employs many hundreds of poor people) was in danger to be lost and driven into other countries thereby and that such foreign manufacture [of English imported raw material] did stop the consumption of our Virginia tobacco : which proposal was adopted by the Treasury Lords in their order of July 2 last, supra, pp. 176-7, but this accommodation did not prove sufficient to keep up the manufacture of that commodity, wherefore the Customs Commissioners are again importuned by merchants of the best quality in that trade for a total relaxation of the deduction ; which the said Commissioners advise considering the great consequence of regaining or totally losing so desirable a trade. Treasury warrant to the Excise Commissioners to permit the entry, on payment of the old duty only, of the brandy imported by John Wilmote, master of the Popley Frygat, from Marseilles in behalf of several English merchants ; it appearing that upon the King's informing the merchants of a rupture like to be with France they procured the said Popley Frygat to bring some of their effects from Marseilles, but Wilmote not being willing to adventure his ship without convoy did not gain the Channel till July 23 last and arrived off Falmouth and Plymouth the 24th July, and being under convoy did not go on shore to enter his ship, but made the best of his way to the Downs, where the collector of Excise would not admit the brandy except on payment of the additional duties imposed after July 24, viz. of 2s. per gallon on single brandy and 4s. per gallon on double brandy, making full 50l. per tun, which is more than the goods will yield by 6l. a ton ; whereas had he known Wilmote might have entered the ship at Falmouth or Plymouth : it appearing further that the Act for the additional duty of 4s. a gallon on brandy is in its nature a prohibition and did not pass into an Act until July 25.
