By a petition to my Lords John Butcher prayed payment of 209l. 11s. 3d. for deal boards furnished [for Charles II's building] at Winchester and which remain in the stores there. By your report of Oct. 8 last thereupon you state that you were then removing said boards for Hampton Court buildings. You are therefore to assign payment of said sum to Butcher out of money appointed for the building at Hampton Court. Ibid, p. 193.

Feb. 12. Royal warrant to the Attorney or Solicitor General for a privy seal for a grant to William, Bishop of St. Asaph, the King's almoner, of the forfeited recognizances of Jasper Grant (in 2,000l.), late of Waterford, Ireland, entered into by him in Trinity term, 1687, before Sir Richard Holloway, then a Justice of the King's Bench ; and of John Whiting of Grays Inn and Francis Bonney, late of Mincing Lane, goldsmith (in 1,000l. each), as bail for said Grant's appearing in the King's Bench Court in Michaelmas term following ; and likewise their other recognizances for respectively 200l., 100l. and 100l. for the said Grant's answering an indictment of trespass ; all which recognizances are forfeit by said Grant's not performing the conditions thereof : the present grant is to be to said Bishop to such uses and purposes to which the goods and chattels of all felons de se are granted to him according to the great seal in that behalf. Royal warrant to the Clerk of the Signet for a privy seal to grant and assign to John Cook, gent., the 1,035l and 2,070l. extended debts as follows of George Rodney, late of Lindhurst, co. Southants, who was outlawed 1688, Nov. 8, at the suit of said Cook in a plea of covenants broken, whereof he was convicted in 601l. 11s. 0d. and an inquisition thereupon had 1689, April 23, at the Guildhall before Sir Humphry Edwyn and Sir John Fleet, then sheriffs of London, wherein it was found that said Rodney had in 1686-7, Hilary term, recovered against Edward Strode, gent., 1,035l. in an action of trespass, and in Michaelmas, 1688, 2,070l. against Edmund Eyre, alias Edmund Eyre Adderly, as bail for said Strode, which judgments the said sheriffs extended and seized into the King's hands. Yesterday the King enquired of the Treasury Lords what was done upon the clause in the late Act of Parliament [1 Wm. and Mary, Sess. 2, c. 1] for appropriating 400,000l. to the Navy and commanded my Lords to put the Admiralty in mind of it. Please acquaint the Admiralty Lords herewith and desire them to direct the Navy officers to hasten the state[ment] of the case [as to said appropriation]. Out Letters (General) XII, p. 195.
Sam. Langford (for said Jephson) to Mr. Blathwayte, enclosing a bill for 170l. drawn upon you (Blathwayte) by Mr. Fotherby. You are to accept same. It is payable to Thomas Fox [the Customs Cashier] and he desires it to be paid to the Excise Commissioners. Treasury reference to Mr. Harbord [Surveyor General of Crown Lands] of the petition of Richard, Earl of Ranelagh, shewing that he has diligently overseen the building and finishing of the Royal Hospital near Chelsea without any advantage to himself ; that he has laid out a considerable sum of his own money in building a house and planting a garden and orchard on part of the land purchased for the use of said Hospital, the quantity so built upon and planted being about seven acres ; therefore praying a long lease of the premises on a yearly rent of 40s. per acre to the Hospital. Same to the Customs Commissioners of the petition of Sir Benj. Ayloff et al., shewing that by reason of the present wars ships are scarce, so that there is a want of hemp, flax, wainscot, clapboard, pipe staves and other commodities useful for the Navy ; therefore praying liberty to transport said goods into England from Riga in Sweden upon two or three ships belonging to the subjects of the Duke of Curland. Same to same. Yesterday 1,000l. was ordered to the Earl of Portland for the Privy Purse. It is represented to the Treasury Lords by Casper Frederick Henning, servant and agent to said Earl, that he has no authority or acquittance from said Earl ; by reason whereof said money cannot [properly by him] be received, but his Majesty's service does greatly require said money. You are to direct the Teller who is appointed to pay that money that it is the Treasury Lords' pleasure that same be paid to Henning on his (Henning's) acquittance and care shall be taken to get an authentic discharge from the Earl with all expedition. Same to Sir Francis Child. There is a bill for 20,800l. drawn on the Earl of Ranelagh by Monsieur Schulenburg, payable to-morrow. There is not at present money to satisfy said bill. My Lords desire you to take care that it be not protested and they will order money on Monday next to satisfy it. Same to Mr. Harbord. By order of my Lords, Mr. Langford has this day delivered to you three bills of exchange for 1,000l. each, one drawn on Francis Swinfen of Salop, another on Richard Prestland of Salop and the third on Edward Manwareing of Wrexham or Arthur Darlington of Chester ; all being payable to James St. John and endorsed by him. My Lords desire you to receive the money thereon and to apply same to the payment of the Danish Forces ; and to give them (my Lords) an account of the payments from time to time made thereon, so that the like sums may be paid into the Exchequer upon the account of said St. John as Receiver [for several counties] of the 12d. Sidney on behalf of himself and the rest of the officers of the First Regiment of Guards, setting forth that three weeks' subsistence was ordered for 17 Companies of said Regiment (which were ordered to embarque for Holland), amounting to 995l. 15s. 6d. : that this sum was received by Richard Topham and 469l. 6s. 6d. was paid to said Companies, but they deserted after the receipt of said money and did not go on board for Holland ; therefore praying the King to direct the payment of said 469l. 6s. 6d. to petitioners, they being liable to discount [sic for account] with the Earl of Ranelagh [Paymaster of the Forces] for the whole 995l. 15s. 6d., as the King only allows petitioners the officers' pay and offreckonings of said 17 Companies.

Treasury warrant to the Clerk of the Pipe for a lease to William Cock, gent., of the fulling mill in the manor of Treverbyn Courtney and two acres of land thereto, late in the tenure of Nicholas Saule, and of a tenement in said manor containing 42 acres, late in the tenure of John Kellyow : all as demised to John Trelawney, esq., 1661, Nov. 23, for 31 years at the ancient rent of 3s. 10d. per an. for the mill and 20s. de incremento, and 5s. 4d. for the tenement and 40s. de incremento. The present lease is to be for 28 years in reversion of Trelawney's term at the abovesaid ancient rents and fine of 55l.

Feb. 15. Sam. Langford (in Mr. Jephson's absence) to Mr. Sanson [Secretary to the Customs], enclosing a copy of an Order in Council [see infra, p. 504] for taking off the embargo from coasters. Lay it before the Customs Commissioners for them to give some orders in by this post "if they think fit." The original is signed by only two of the [Treasury] Lords ; the rest being out of town I cannot get it signed by a quorum till Monday morning. Out Letters (General) XII, p. 198.

Prefixing : the like Order in Council made on the petition of Peter Longueville and John Goudet, shewing that in July last they laded 50 tuns of French wine at Nantes in France to be transported to Hamburg on the Prince Frederick of Copenhagen, Henry Johnson master, but said ship was stopt July 14 last by the King's ship St. David and kept in the fleet till Aug. 12 following and then brought into Plymouth and put into the custody of the Prizes Commissioners, who afterwards ordered it to be brought to London and the wines to be warehoused : but petitioners claimed the wine in the Admiralty Court and obtained a sentence for restitution, and though said lading was on board an alien ship the importation to London was forcible and contrary to petitioners' intention and petitioners have been at 500l. charge in the [legal] defence of said ship : therefore the King hereupon orders that said goods be admitted to entry and may be disposed of in this kingdom without paying Alien or other Navigation Act Duty.

Same to same to establish a Customs collection at Gweek in Helford port for entry and export of the native commodities of tin and fish and with power to give coast despatches for all goods inwards and outwards and to depute the present riding surveyor as collector there with an addition of 10l. to his present salary ; said addition to be for a clerk : all by reason that the mayor etc. of Helston have petitioned shewing that from time immemorial a Custom House has been settled in Helford harbour for entry of imports and exports of Helston, which is one of the ancientest Corporations in Cornwall [and is] the original coinage town for the Stannary of Penrith and Kerrier ; that the trade of said town has been lately as great as ever it was, there being several considerable merchants residing in it, some whereof have interest in shipping, which would increase but for the discouragement they are under by removing the Custom House out of their harbour ; that the town of Falmouth, where they are now constrained to enter their goods both inwards and outwards though in never so small parcels, is ten miles distant and so obliquely situated that no one wind will serve for sailing from one port to the other, to the hazard and delay of their voyage : therefore praying the re-establishment of a collection at Helford in accordance with the report made in 1684 by [Mr. Culliford] the [Customs] Surveyor General [of the Western ports] : on which said petitions the Customs Commissioners reported the 17th inst. that they have heard the officers of Falmouth port and Sir Peter Killigrew on behalf of that [Falmouth] port and Mr. Godolphin on behalf of petitioners and think that the establishment of a limited collection at Gweek as above would be a reasonable accommodation to petitioners and no prejudice to the revenue.
