Taylour (in the absence of William Lowndes) to the [Principal] Officers of the Works to report on the enclosed bill [missing] of William Sandiver, carpenter, for 196l. 10. 6 work done by him in building 5 coach houses for her Majesty at Newmarket by order of the Duke of Somerset. Same to Mr. Cardonell enclosing extracts of letters from Mr. Chetwind concerning the 4000 German Foot which by a treaty made April 14 last were to be sent from Italy to Spain, together with an account of the effectives that were actually embarked as part of the said body. The Lord Treasurer has directed Mr. Bridges to send by this night's post (under cover to you) letters of credit payable to Prince Eugene or order at Frankfort for 53900 Crowns being at the rate of 20 Crowns per man for the said effectives. You are to let his Highness know that as soon as the rest of the 4000 men shall be actually sent to Spain with their clothes and accoutrements the Lord Treasurer will take care to remit the remainder of the money according to the said Treaty. Please obtain an acquittance from his Highness for the 53900 Crowns, as Mr. Brydges must produce a voucher for the payment in order to Sir H. Furness's receiving satisfaction for it here.
Prefixing: said extracts from Mr. Chetwynd's letters: (1) dated from Vado July 4–15 1708 [to the Lord Treasurer]. The detachment of Foot which went from Genoa to fetch the Queen of Spain arrived here yesterday evening, and this morning the whole Fleet set sail from hence with a very fair wind which I hope will soon carry them to Barcelona. This is a relief to me. For from the moment I arrived here I have had no respite and no small embarras to satisfy everybody. The Troops only began to arrive here on the 4th and they were all on board with the Officers' equipages on the 13th inst. This succour will fall much short of what our friends in Spain will expect, as you will see from the lists I send to Mr. Brydges of the review which my brother made as they embarked. I fear the horses will fall short of the number embarked, there being several dead before they got from hence. (2) Extract from Chetwynd's letter to Mr. Brydges dated 8–19 July 1708. I wrote to you the 8th inst by an Officer who passed by here on his way to the Duke of Marlborough's camp from Spain and I sent you the Tabeilles of the 2 Imperial Regiments of Foot which we have embarked for Spain. To this I now add that of the Imperial Regiment of Dragoons which is also to be paid by the Queen. But as to the Palatine Horse they were received by a Dutch Commissary, as being in the pay of the States General. So I can only tell you in general that the 4 Regiments did make somewhat above 1000 troopers and under officers, instead of 1200 which they ought to have been. I acquainted the Earl of Sunderland some posts since that the Regiment of Osnaburg which is one of the two gone into Spain does expect above 600 recruits in 6 weeks or two months' time, for which it will be proper to make provision both for provisions and transport. “I do not know but the other German Regiments in Spain may have some recruits appear hereabouts by that time, at least the Officers have told me so much.”
Effectives embarked by Mr. Chetwynd at Genoa of the two Regiments of Imperial Foot: certificate by William Sloper: dated Pay Office 1 Oct 1708:
Staremberg's Regiment of 17 Companies: 17 sergeants, 100 corporals, 67 drummers, 1482 privates: total 1666.
Osnaburg's Regiment 16 sergeants, 92 corporals, 53 drummers, 868 privates: total 1029.
Combined total 2695.
There were likewise embarked with the said Regiments their complements of under officers as farriers, escrivans &c which with the Commissioned Officers are omitted in the above computation and make in all 335 men. “This abstract is made from the original list returned over by Mr. Chetwynd” signed William Sloper, Pay Office, 1 Oct 1708. Royal warrant dated Kensington to the Clerk of the Signet for a privy seal for 150l. per an salary to John Rayner as her Majesty's Attorney General for the Province of New York in America “for his encouragement faithfully and diligently to attend our service.” Queen's Warrant Book XXIII, p. 396.
Royal sign manual for 500l. to Charles, Duke of Grafton, “whom we have appointed to carry our compliments of congratulation to our good sister the Queen of Portugal upon her arrival from Holland”: and is for the charges of his journey & equipage in that service. Royal warrant dated Kensington to Henry, Marquess of Kent, Chamberlain of the Household, & John, Visct FitzHardinge, Treasurer of the Chamber, to allow & pay to the members of the Band of Gentlemen Pensioners the allowance of travelling charges to them for attending the Queen on Sundays & other days of solemnity during her residence at Windsor, in regard of the taxes & other burdens wherewith the payes or wages they receive are charged: to commence from 1705 (“from which time we are informed their said taxes have been increased”) to wit: an allowance of 6s. 8d. to each for each day of his attendance & 6s. 8d. for the charge of his coming to Windsor & 6s. 8d. for the charge of his going back again: the names of those actually attending are to be certified by the Clerk of the Cheque & the Commanding Officer of the Band but the total number so attending shall not exceed the number usually ordered to attend before any allowance of travelling charges was granted. Same to the said Treasurer of the Chamber to pay an allowance of 7s. 6d. a day for travelling charges to Peter La Roche, Gentleman Harbinger: to commence from the Queen's accession “subject nevertheless to the Regulation of travelling charges made by our warrant dated 25 June 1705”: all on the petition of the said La Roche representing that in all former reigns there were 3 Gentlemen Harbingers who waited by turns & were allowed riding charges when abroad: that he does the duty of the former 3 Harbingers & is thereby obliged to constant attendance, without any increase of salary which is but 60l. per an although the salaries of the other two are saved on the present Establishment [of the office of Treasurer of the Chamber]: upon which petition William Vanbrugh Esq, Comptroller of the accounts of the Treasurer of the Chamber, has reported that in the last 3 reigns the Gentlemen Harbingers received 9s. a day for travelling charges, which allowance in 1694 was altered to 7s. 6d. a day. Royal warrant dated Windsor Castle to the Paymaster of the Queen's [private Pensions &] Bounties to pay 20l. per an to Timothy Poole, clerk as from Xmas 1701: he having officiated in the Chapel Royal at Hampton Court “by preaching to our family there on Sundays & other days of divine service as well some time before as since our accession to the Crown, without having had any consideration or allowance from us for the same.” Ibid., p. 431.

[? Oct. 2.] Treasurer Godolphin to Monsieur Zinzerling. I have received by your hands a letter from the King of Spain “of which the enclosed [missing] is a copy” dated from Barcelona Aug 24 last. In answer to that part of it which relates to the 6666l. paid towards the charge of Caviliers [Jean Cavalier's] Regiment I desire you to represent to his Majesty that although his Majesty might not know how the said Regiment was paid till such time as his account was laid before him yet his Majesty cannot but be sensible that the said Regiment (which had so large a share in the misfortunes of the battle of Almanza) was of great assistance to his service: and the Parliament of England not having particularly provided for that Regiment otherwise than by allowing the sum of 103530l. for the use of his [Spanish] Majesty & his Troops in general I could do no otherwise (unless I had left the said Regiment under miserable hardships) but order the charge thereof to be taken as part of the said sum of 103530l.
As to the sum of 24571l. which is brought to his Majesty's account for the charge of clothing, please acquaint his Majesty that the said clothing was provided entirely for the service of his Majesty's Troops & sent hence under the care of a particular Commissary of Stores with the Queen's instructions about delivering the same; and being so provided they could not at that time be placed otherwise than to his [Spanish] Majesty's account. But if it hath since happened that his Majesty hath received but a third or fourth part of them you will do me the favour to assure his Majesty twas never meant by charging the whole that his Majesty should pay for more than was actually delivered to his Troops and that his account will be rectified when I receive the said Commissary's account, & when it shall appear to whom the remainder of the said clothing was delivered. Prefixing: report dated 1 Oct 1708 by J. Howe & Tho Brodrick on said Col. Munden's two memorials. Their Regiment was mustered to 24 Aug 1706. They were detained at Chester by contrary winds and other disappointments until Dec 10 following & thereby put to an extraordinary charge in subsisting their men according to the pay of the English Establishment, but for the said time they received only the Irish [Establishment] pay being only 4d. a day [per man]. We think it reasonable to allow them their demand of 2d. a day [per man] to make their Irish pay equal to the English Establishment for the period in question, to wit from 24 Aug 1706 to 10 Dec following. We also advise allowance of the 2d. a day [per man] for the 60 recruits stopped at Chester by your Lordship's order from 10 June last to 30 Sept following. Ibid., p. 269.
The like warrant for payment of 126l. 10. 0. to said Col. Munden for transporting 500 of the men from Chester to Dublin at the rate of 5s. per man.
Prefixing: report dated 27 Sept 1708 from R. Walpole [Secretary at War] and Tho Brodrick [one of the Comptrollers of Army Accounts] on the petition of the Officers of Col. Munden's Regiment of Foot. The said Regiment, late Lord Lovelace's, was ordered to be raised on the English Establishment & was almost completed, was soon afterwards ordered for Ireland, marched to Chester and were transported [to Ireland] at their [the said Officers'] own charge. They were mustered 506 strong (including sergeants, corporals & drums) for the muster ending 24 Aug 1706. The Transport Commissioners certify that the last Regiments they had the care of transporting from Chester to Ireland were Col. Lepell's and Col. Rooke's in 1705, for which they paid 6s. per head for their passage exclusive of provisions; & that the charge of such transportation & freight is always borne by the Government. Oct. 4. Warrant by Treasurer Godolphin to the Transports Commissioners to renew a lost debenture in the name of Thomas Everard for 50l. 17. 0 for the hire of the ship Griffin, Hugh Green master, employed in the late reduction of Ireland.

Appending: statement of opinion by Sir James Mountague, Solicitor General, as to the bearing of the Act of 3 & 4 Anne c. 14 (for the Relief of Fulke Emes gent et al) on this case; the said Act [in clause XI thereof] concerning divers sorts of bills or certificates commonly called debentures made forth for army arrears or transport arrears which (not being applied to the purchase of any forfeited estates in Ireland or otherwise discharged) have by casualty become lost, burnt or otherwise destroyed; & likewise of the bearing on this case of the Act of 4 & 5 Anne c. 11 for enlarging the time for registering unsatisfied debentures.
