  • 1. The phrase "paid fees" which occurs regularly in Jephson's ledger is to be understood as meaning that the recipient or payee paid the fees demanded by Jephson. When Jephson writes "clear" the phrase means that by the King's instructions or by Treasury instructions he did not exact his own fees from the payee. He was recouped later by an omnibus allowance from the Treasury. But Jephson's fees are not to be understood as Exchequer fees. On moneys issued to him at the Exchequer for Secret Service he paid 6d. usually in the £ to the Teller, as for the Exchequer Clerks. In his turn he would try to get back as much of this as possible from the various individuals to whom he paid or distributed the money by the King's command or by the Lord Treasurer's warrant. But purely eleemosynary payments of bounty generally went free of fees and accordingly are entered as "clear of fees". In other special cases the King himself paid or was debited with the fees. At the conclusion of each periodic account or settlement the discrepancy of fee payments (by Jephson to the Exchequer) and fee receipts (by Jephson from the recipient) was levelled by a balancing entry. Another technical explanation is perhaps necessary to make these Secret Service payments understandable. The phrase paid per or paid by is an abbreviation of the formal Latin entry of earlier days per manus "paid by the hands of" which simply means paid to x.y. as the accredited attorney of the actual beneficary or payee.
  • 2. The Duty on French linens was imposed by the Act 1 James II c. 5, for the period from 1 July 1685 to 1 July 1690: so that at the time of this entry the Duty was still producing revenue.
