Royal warrant to the Clerk of the Signet for a privy seal for the
payment to the Earl of Ranelagh, Paymaster of the Forces, of
145,017l. 9s. 0d. for making good the Treaties with the King of
Denmark and interest thereon; and 49,500l. for making good the
Treaties with the King of Sweden after deduction of 20,095l. 11s. 7d.,
part thereof, issued to Francis Stratford for clothing furnished for
[the Forces of] the said King of Sweden: all as by the late Act
1 Anne c. 6. (Money warrant dated July 10 hereon. This money
warrant quotes the privy seal as dated July 9. By a clerical slip
this warrant only includes 29,414l. 8s. 5d. for the King of Sweden.
But the money order dated July 10 includes also the 145,017l. 9s. 2d.

Rules and Instructions under the Queen's sign manual for the
better government of the Marine Regiments, the Queen having
thought fit to establish 6 Marine Regiments which are from time to
time to be employed on board ship as there shall be occasion and
quartered at or as near as may be to our respective Dock Yards
when on shore to guard them from embezzlements or any attempt
that may be made on them by an enemy. |

(1) The pay is to be according to a particular Establishment in
that behalf: but in all matters relating to subsistence and clearings
they are to be paid as the Land Forces have been with like deductions
for clothing and one day's pay. |
|
(2) When on board ship, they are to be allowed an equal
proportion of provisions with the seamen without deductions or
defalcations from their pay for same and the soldiers shall receive
Short Allowance Money as the seamen do. |
|
(3) Such part as shall be ashore shall be mustered by a Commissary in the same manner as the Land Forces excepting only this
that at each muster the Commissary shall be obliged to allow all
officers who shall appear by authentic vouchers as on board ship:
and in order that the parts on board may be paid while they are so
the officers of these Marine Regiments on board shall every two
months return to the Commissary General of Musters a perfect list
of all the officers and soldiers aboard stating their entry, death, and
discharge so that the Commissary of Musters may compare these
lists with the monthly books which are sent to the Navy Office;
which he is hereby required to do and the Navy Office is to permit. |

(4) To avoid confusion, not less than 15 marines with an officer
are to be put on any ship at any one time. |
|
(5) A particular Paymaster to be appointed to solicit arrears,
and receive imprests: and the Navy Treasurer is to issue money to
the said Paymaster or his deputy: and the said Paymaster is immediately to issue same to the Officers of and for the said Regiments: |

(6) and is to adjust all accounts relating to the said Regiments
according to the muster rolls delivered to him by the Commissary:
which shall be his vouchers. |
|
(7) To enable the said Paymaster to keep an office and pay clerks
&c. he is to be allowed to deduct 6d. per £ out of the moneys issued
for said Regiments in the same manner as the poundage is deducted
from our Land Forces. |
|
(8) It is left to the Queen or the Generalissimo of our Forces to
dispose of the said Regiments (when our service shall not require
their being at sea) at such places nearest our several Dock Yards
as may be most convenient so to be ready on all occasions for our
Fleet, guarding of our Docks or other service. |
|
(9) And whereas it may so happen that there may be occasion
for labourers to despatch the necessary work of our Dockyard we do
hereby empower our High Admiral to cause to be employed in each
of our said Yards so many of the soldiers of the said Regiments as
shall be upon the place and to make them such daily allowance for
the same (besides their ordinary pay) as to them shall seem reasonable.
