Entry of the indenture of contract between Treasurer Godolphin
and Sir James Bateman, John Heathcoat and Henry Fermor,
Trustees for Circulating Exchequer Bills, for the circulation of
1,500,000l. of such Bills as by the Deficiency Act [8–9 Wm. III,
c. 20] and 1,200,000l. as by the late Subsidy of Tonnage and Poundage
granted to Wm. III [8–9 Wm. III, c. 24] and as by the late Act
[12–13 Wm. III, c. 1] for renewing the credit of Exchequer Bills:
to the end that every person or body entitled to tallies and orders
on any branches of the revenues or on any taxes, when the same
come in course of payment may not be obliged to accept Exchequer
Bills against their own voluntary consent, and that ready money
may be provided for exchanging [encashing] the same [the said Bills]:
the several subscribers to these presents [names not appended] hereby
contract and agree with Treasurer Godolphin that they will pay
to the abovesaid Trustees the sums respectively subscribed by each
at such times and in such proportions (not exceeding a fifth part
at a time) as the said Lord Treasurer shall require by notice to be
affixed in the Receipt of the Treasury (to wit in the Office of the
Chamberlain there) and by signification thereof in the Gazette
giving 14 days' notice for the making of each payment: provided
that the notice for the first payment of the new subscription is not
to be given before 16 June 1702 being the time of the determination
of a former subscription pursuant to the contract dated 1701 June
16: further provided that if any part of the subscribed moneys
shall be required and paid for exchanging such Bills, the Bills so
exchanged shall be immediately delivered to such subscribers or
contractors. |

Immediately upon the signing of this agreement the said subscribers shall pay the said Trustees 5 per cent. of their several
subscriptions to remain in the hands of the Trustees until the determination of the contract, as a security for their due performance,
on pain to forfeit the said 5 per cent. deposit and interest thereon. |
|
The Trustees are faithfully to pay such subscribed moneys in
satisfaction of such tallies and orders "where any of the said Bills
shall be actually brought into the Exchequer instead of money
[and shall be thence issued] in payment of such tallies and orders
and the owners thereof shall be desirous, instead of such Bills,
to receive their payment or satisfaction for such tallies and orders
in [ready] money." |

The Trustees to keep fair and just accounts of their receipts,
payments and doings herein, which shall be liable to the view and
inspection of the Lord Treasurer. |
|
On his side the Lord Treasurer on her Majesty's behalf agrees that
this contract shall oblige for one year only from 16 June 1702 and that
when the subscriptions are paid in the said 5 per cent. deposit "or so
much thereof as shall then remain" shall be repaid to the said
contractors or subscribers by the said Trustees: and that the said
contractors shall have 3 per cent. per an. on their subscriptions
from the date hereof [for] so long as they shall remain liable for
such subscription: and if the whole subscription be required in less
than a year's time or there be not occasion for employing the [whole]
subscription or some part thereof for [not] so long a time the said
contractors shall nevertheless be entitled to the 3 per cent. for a
whole year on their [full] subscription. |

As soon as the subscriptions shall be advanced the Lord Treasurer
will pay to the said Trustees the said full 3 per cent. interest to be
by them paid over to the said Contractors within 14 days of the
payment of the last part of their subscription. And the whole
charge of executing this trust shall be borne by her Majesty.
