Same by same to Charles Cæsar, Treasurer of the Navy, to borrow 50,000l. for the Navy on South Sea Stock as follows, viz. from Sir James Bateman, Sir Richard Hoare of London and Alderman Sir Theodore Janssen and Samuel Ongley of London, who are willing to advance said sum for the Navy and Victualling on credit of 65,000l. South Sea Stock, part of the public stock standing in the name of said Cæsar, they at the same time executing an indenture of defeazance that in case of repayment before Sept. 22 next (with interest) then the stock so mortgaged shall be reassigned; but if otherwise then they to be entitled to sell same on 14 days' notice to you: and if the sale should not realise said loan plus costs then the Lord Treasurer on behalf of the Queen hereby undertakes that the balance shall be made good to them at the charge of the public: and if any calls be made on said stock before said sale the money for same is to be furnished and made good at the charge of the public. Treasury reference to the Commissioners for Arrears of Taxes of the petition of Sir John Packington and Samuel Swift, sureties of Thomas Albert, late Receiver for Co. Worcester, shewing that the Royal Africa Company was considerably indebted by bond to Fletcher Albert, who was debtor to said Thomas Albert; that the penalty debt of said Company was found to be 22,775l. 9s. 8d. and 8,065l. 13s. 8d., "whereon is due for principal the sum of 4,929l. 6s. 8d. which stands seized into the Queen's hands for a debt due to the Crown from the said Receiver"; and that the said Company stand likewise indebted to Fletcher Albert in other bonds, some of which are mortgaged to several persons for 3,000l., "but the money due from the Company upon those bonds amounting to about 6,000l. more than what will satisfy the debt for which they are mortgaged is likewise by inquisition seized duly into the Queen's hands, which together make about 11,000l. towards satisfying the said Receiver's debt": therefore praying an adjustment of the account "and the Company to take the debts on them when ascertained and in case of their refusal beg leave to prosecute them on the judgment." Warrant by Treasurer Oxford to Thomas Jett, Paymaster of Unsatisfied Debentures charged upon the Irish Forfeitures, to assign and transfer to the persons detailed in a list hereto [missing], being the persons certified by the Receiver and Deputy Receiver of the South Sea Company to be entitled to the several and respective sums set against their names "which they have severally subscribed in unsatisfied debentures charged upon the said Irish Forfeitures to the South Sea and Fishery Corporation," to wit to assign to them so many tallies and orders on the Duties on Candles and Apprentices as one year's interest shall amount to at 5 per cent.: "and in regard the said tallies and orders are payable in different Courses and accordingly are more or less valuable, you are hereby directed and authorised to give to the respective proprietors named in the said list a just proportion as near as may be as well of those [tallies &c.] in the nearest Course as of those that are more remote, for their satisfaction of the said year's interest. And because the said tallies and orders were originally made forth for the owners of the said one year's interest and there is at present a loss or discount upon the principal moneys contained therein you are in the assignments thereof to allow the interest due upon the said orders from their [original] date until the said proprietors do accept the same in recompense of such loss or discount and in consideration of the time during which the said interest has been due to them: and in all cases where there shall be any difference between the principal sums contained in the said tallies and orders and the sums contained in the said computation to be satisfied thereby, such difference shall be made good to you [Jett] in money for [your] answering your account in the Exchequer": all by reason that (in pursuance of the Act of 9 Anne [8 Anne, c. 14] for Continuing Several Impositions anno 1710) the sum of 49,357l. 17s. 2d. was issued to said Jett out of the Exchequer out of loans made by Jett himself on credit of the Duties on Candles and Apprentices, which was intended for payment of the above-said year's interest on unsatisfied debentures.
Memorandum: "the list mentioned in the above warrant amounted in principal money to 936,935l. 4s. 11d. for which a year's interest after the rate of 5 per cent. per an. is by the said warrant to be paid." Money Book XXII, p. 24.
July 25. Warrant by Treasurer Oxford to the Excise Commissioners to repay the Land Tax assessments anno 1712 on officers of Excise of not more than 100l. per an. salary.

The Lord Treasurer has laid before the Queen the memorial of Josiah Burchett, Secretary to the Admiralty Lords, praying refund of Taxes paid anno 1711 on his salary and on that of his clerks, detailed, to a total of 319l. 7s. 0d. July 25. Same by same to same for alterations of officers in Whitby port [in accordance with the report and recommendation from the said Commissioners] as follows, the said Commissioners having had frequent informations of great neglects and irregularities by the officers there as likewise of disputes and quarrels amongst themselves to the great obstruction of the service, and having sent Charles Shelley, late Surveyor of Newcastle, to examine same last year: and having thereupon dismissed James How, the Surveyor, as guilty of breach of trust and neglect of duty, and presented in his place William Selby, one of the officers on the borders between South and North Britain.
And [they have] likewise dismissed John Frankland, the additional land waiter, as guilty of the like neglects and his office to be sunk, there being two other land waiters who are sufficient for the business of that port.
And Joseph Ryland, one of the waiters and searchers, [is] to be removed to the same station at Boston as having been too much concerned in the said quarrels and disputes, but no other fault charged against him; and Guy Browne, waiter and searcher in Whitby, to succeed said Ryland.
And whereas the business of the port consists chiefly in the exportation of alum and the delivery of coals at those [alum] works at places distant from the port, it will be necessary that the Surveyor keeps a horse and his salary be increased from 40l. to 50l. per an.
And the waiters and searchers of the port being alternately obliged to attend the shipping of alum and the delivery of coals, an addition of 10l. per an. [is] to be made to them jointly for the keeping of one horse, which was before paid to said Ryland by incidents.
And there being but three tidesmen and boatsmen upon the Establishment [of said port] at present, a fourth [is] to be established at 20l. per an. Ibid., pp. 428–30.

Royal warrant dated Windsor Castle to the Lord Lieutenant of Ireland for filling up the vacancy on the [Military] Establishment of Ireland [by adding thereto Regiments in manner as follows], all by reason that the service required at several times in 1711 the sending from Ireland of seven Regiments of Foot, viz. of Col. Moles-worth, Major Gen. Rooke, Brigadier Price, Lord Slane, Col. Edward Jones, Col. Fielding and Col. Tyrrell, for the war in Spain and Portugal and in addition thereto a Regiment of Dragoons was some time since reduced which was subsisting in Ireland, whereby eight Regiments have become vacant on the said Establishment. They are hereby to be replaced by Lieut. Gen. Harvey's Regiment of Horse, the Earl of Strafford's Royal Regiment of Dragoons, Major Gen. Pepper's Regiment of Dragoons, and the Foot Regiments commanded by Col. Harrison, Brigadier Wade, Brigadier Dormer and Brigadier Bowles, which were taken prisoners in Spain and are suddenly to be released, as also Col. Windress's Regiment of Foot now in Britain: all to date as from Dec. 23 last, except Windress's, which is to commence pay in Ireland only from Aug. 24 next. But because the present Establishment of the said Regiments may exceed those of the Regiments whose place they supply, the difference of numbers is to be adjusted by Establishing the said Regiments (upon forming and raising them again) so as not to exceed the Establishment.
And whereas there are now in Ireland three Regiments of Foot which by their date of raising fall within the rule at present laid down for the reduction of the Forces, to wit, Sir John Whittewrong's, Col. Lucas's and Col. Creighton's, it is the Queen's intention that the Officers, commission and non-commission, thereof be reduced as soon as the like Officers of Brigadier Grant, Marquis de Montandre and Brigadier Windsor, being elder Corps, which have been ordered to be reduced here [in England] shall arrive in Ireland to take upon them the command of the said three Regiments there. The Officers so reduced from the said three Regiments are to be cleared their arrears and are to have half pay, 14 days' subsistence and their clothes, belts and snapsacks and 3s. each for their swords, which are to be returned into the Ordnance. The Lord Treasurer directs you to send him a particular account of said offreckonings and how much thereof is computed on muster rolls returned and how much [in cases where the rolls are] not so returned: and "since the necessities of the Marines when long at sea must oblige them to take up slop cloths from the pursers" please inform my Lord how the payment of these cloths will be secured in case the complete offreckonings be issued to the clothiers here. [viz. 59,455l. 11s. 3½d. gross income, less 1,071l. 8s. 7¼d. expenses as below], making together with the said balance of 1,139l. 16s. 0½d. the abovesaid total of 59,523l. 18s. 8¾d. available.

Same to the Secretary at War. Major General Peppar (Pepper) was amongst the prisoners taken at Brihuega. After his exchange he served under and with the consent of the Duke of Argyll as a Major General in Catalonia and prayed the established pay thereof. There are but two Major Generals borne on the Establishment for [the British Forces in] Spain and their pay has been received by Major General Whetham and Major General Elliot, so that (without doubling the expense, which the public supplies will not admit) Major Gen. Peppar cannot be paid as a General Officer on that Establishment for the time he served after his exchange. Please advise my Lord Treasurer whether this case is irregular and if not what other pretences there are of the like kind, with your opinion what ought to be done. Ibid., p. 236.

I enclose a report [missing] from the Comptrollers of Army Accounts on a petition of the Agent of the Regiment late Toby Caulfeild's touching this matter. Please report your opinion on same and on the clause in the Act of Parliament [3–4 Anne, c. 5, cl. 47] relating to respits and the moneys arising thereby.
