July 11. William Lowndes to the Commissioners for Stating Army Arrears enclosing the following papers [missing] for their perusal and consideration: viz.
the petition of Sir Daniel Carroll [O'Carroll], with Lord Portmore's certificate annexed, relating to horses by him bought for the use of his Regiment when in Portugal.
a report of Mr. Brydges on the memorial of the Guards and of [Viscount] Mountjoy's and [Richard] Gorges' Regiments for their mule money for the time they served in Spain.

Same to the Comptrollers of the Accounts of the Army. My last of May 30 enclosed to you several letters, observations and accounts transmitted to my Lord Treasurer by the Commissioners for Inspecting the Public Affairs transacted in Italy, Spain &c. My Lord Treasurer has received another letter from the said Commissioners dated Genoa 1 June 1712 with a state of Mr. William Chetwynd's account of imbarcations and their observations thereupon; as also an account of the rates his bills of exchange were drawn at for the four years last past. I enclose same to you [missing]: and because my Lord would have the whole affairs which have been transacted as well by William Chetwynd as his brother John Chetwynd laid before you in the clearest light I also enclose extracts [missing] of all letters sent from the officers of the Secretaries of State to them relating to the public money. From all these my Lord expects you to lay before him a clear state of the facts the said William and John Chetwynd stand charged with. In the meantime please notify the Auditors of Imprests of all matters which appear from any of the said papers, for their information when the said Chetwynds' accounts shall be exhibited to them. William Lowndes to the Customs Commissioners to report on the petition of William Warren, a prisoner in the Marshalsea, who was a surety of Thomas Hamond for tobacco Duties, petitioner praying to be removed to the Queen's Bench prison or to have his liberty on security to surrender. Ibid., p. 229.
Treasury reference to same of the petition of Richard Massey shewing that he has served 30 years in the Customs without any fault charged against him till one James Pilson, late Collector of Fowey (where Massey was Surveyor), wrote an anonymous letter suggesting that he [Massey] was old and past his labour, whereupon petitioner was removed to the small post of waiter and searcher at Salcombe and then turned out with the rest of the officers in that port: therefore praying a pension, he having a wife and large family. Same to the Barons of the Exchequer, Scotland, of the petition of William Bayne, brother german to the deceased James Bayne, Master Wright to Charles II., James II. and Wm. III., shewing that there is due on his account stated the first Session, third [year of] Wm. and Mary, the sum of 6,564l. sterling: therefore praying payment and a pension meanwhile for him (petitioner) and his poor family. Treasury reference to the Customs Commissioners of the petition of Deane Cocke shewing that he was a merchant and imported tobacco for several years, but he is surety for Robert Wise, Cornelius Denn, David Dennis and Samuel Oakeley, who for many years past have been considerable merchants, but Wise and Oakeley have withdrawn themselves, Denn is in prison, and Dennis insolvent: therefore praying time to apply to the House of Commons for an Act to compound. William Lowndes to Mr. Brydges. My Lord Treasurer finds from your letter of this day that there remains in the hands of your Deputy at Amsterdam a considerable sum of the moneys which have been remitted for the service of the Troops in the Low Countries which was intended for the pay of the Foreign Forces in her Majesty's service [pay]. But her Majesty having now ordered a stop to be put to the applying of it in that manner my Lord directs you out of the same to pay so much for the subsistence of her Majesty's Subject Troops and such of the Foreign Forces as have observed the Duke of Ormonde's commands as will suffice to carry them to the 23rd August next. But you are to signify to your Deputy that as to the Foreign Troops he is to pay such only for which the Duke of Ormonde or the Earl of Strafford shall sign orders for payment. Same to the Secretary at War enclosing the memorial [missing] of the Captains of the British Infantry in Flanders relating to her Majesty's remission of 40s. out of the 4l. per man charged upon them for the recruits which they received from the Land Tax Commissioners. William Lowndes to Sir William Windham [Secretary at War]. In most of his memorials for money Mr. Brydges represents to my Lord Treasurer the great inconveniences he lies under for want of having the necessary Establishments for such Regiments as are still on foot as also the Establishments or other Regulations for the Officers of such Regiments as are reduced. My Lord Treasurer desires you at your attendance on the Cabinet to hasten the regulation of these matters by moving the same to their Lordships at all fitting opportunities. Same to the Hackney Coaches Commissioners. Several disorders having been committed by the Hackney Coachmen in their driving through Hyde Park, her Majesty has ordered that none of them shall presume to drive in or through the said park for the future. My Lord Treasurer is informed that the commissioned and non-commissioned Officers of the Regiments of Stanwix, Franks, Terrell, Price, Rooke, Slane and Fielding, lately reduced, have appeared before you or your deputy to be mustered and that a perfect and distinct list has been taken of their names and numbers. William Lowndes to Sir John Lambert. The Lord Treasurer commands you to give a letter of credit to James Brydges payable at Madrid for so much as will be necessary to clear the subsistence of the effective Officers and soldiers of her Majesty's Subject Troops, prisoners in Spain, to the time of their embarcation for Great Britain, not exceeding 30,000l. in the whole. My Lord has ordered Mr. Brydges to accept the bills that shall be drawn for the moneys taken up on the said letter of credit up to the said total and to apply to my Lord Treasurer for moneys to answer same, which will be punctually supplied as they shall become due. Same to Mr. How. My Lord Treasurer has ordered money to you and Mr. Brydges to clear the subsistence of all the Troops and Regiments in Great Britain to one and the same time, to wit July 22 inst. Same to the Secretary at War. On the enclosed memorial [missing] from Mr. Brydges, my Lord Treasurer has ordered a month's further subsistence to be paid in Portugal to the Officers of the reduced Regiments of Dragoons who remain in Portugal. But as to the method of disposing them so as the public may be eased of this charge for the future my Lord desires you to move the Lords of the Cabinet with the first opportunity for their directions thereupon. Same to Henry Watkins, Inspector of the Extraordinaries of the war in Flanders. Mr. Brydges, Paymaster General, has applied to my Lord Treasurer for money to answer the demand of Monsieur Beaumont for the advance upon his contracts for furnishing forage for the Troops in her Majesty's pay in the Low Countries, amounting to 180,010 guilders. Please examine Mr. Beaumont's demands as stated by Mr. Brydges and also whether the magazines were made and the Troops provided with forage as in the contracts, and what remains [there are] of the said magazines and how the same will be accounted for. Treasury reference to William Borret of the petition of John Turner shewing that Richard Hacker of Flintham, Co. Notts, was outlawed in London 1710–11 Jan. 25 at petitioner's suit and goods to the value of 180l. 10s. 2d. seized by two inquisitions: therefore praying a privy seal for the grant of the said goods. I enclose a copy thereof [missing] "so as you may be apprized of the same and form your further proceedings before the Lords of the Cabinet upon the several affairs therein mentioned according thereto." Christopher Tilson, in the absence of the Treasury Secretaries, to Mr. Watkins. Mr. Brydges, the Paymaster General, has answered a complaint made to my Lord Treasurer in behalf of the contractors for bread and bread waggons this campaign, touching a stop put to their payments. I enclose Mr. Brydges' memorial and the accompanying papers [all missing]. You are to inform yourself more particularly of the matters therein and if the stop proceeds for no other cause than to reimburse [her Majesty] the money advanced to the contractors "and which ought in the first place to be taken care of, you'll please to let the said contractors know (the Queen being first satisfied) that nothing but their own defaults in not producing the necessary vouchers or certificates of their deliveries will hinder their being paid what shall appear to be due to them." July 18 Treasury reference to Sir Roger Mostyn, Paymaster of Marines, of the petition of Hen. Cornish for payment of 1,267l. 18s. 0¼d. remaining due to him for clothing Lord Shannon's Regiment of Marines in 1707, which was not paid at the time he received other money for clothing that Regiment because the muster rolls were not returned, but they being now completely returned and the clothing being certified by the General Officers [to be] due. Treasurer Oxford to the Lord Justices of Ireland. I some time since referred to the Lord Lieutenant the petition of James Brydges concerning the stop on the pension of 500l. per an. to the Earl of Granard, which now legally vests in said Brydges. In your report thereon you offer to take off the stop in case Brydges waive his privilege as a Member of Parliament and do give authority to one of the Six Clerks to appear for him to a bill to be filed by the Earl of Granard and do give security to perform a decree of the Chancery of Ireland, the said Earl having offered to waive his privilege of Parliament as to the costs if he shall fail to be relieved thereupon. July 19. William Lowndes to Sir William Wyndham [Secretary at War]. My Lord Treasurer is acquainted that the contract for forage for the Troops in Scotland will expire in Oct. next. My Lord desires you to inform yourself of the rates at which forage may be contracted for at this time for the ensuing year, and whether there is any occasion for a new contract or that her Majesty should be at any further charge therein after expiry of the present contract: and to report thereon to my Lord. Mr. Brydges has represented to my Lord that the accounts with the Regiments in Portugal cannot be made up until it is fully settled how much each foot soldier or private Dragoon shall pay out of his subsistence for a loaf of bread or a ration of bread and forage; and further that the Earl of Port-more is of opinion that a foot soldier is able to pay no more than 30 reis as usual for an ammunition loaf and that his Lordship [Portmore] proposes that out of the 14 pence a day which is the daily subsistence of a Dragoon, 6½ pence a day be deducted for bread and forage from each Dragoon of the Regiments of Labouchetier, Withers, Caroll [O'Carroll] and a Spanish Regiment, and 8 pence a day from each Dragoon in the five Portuguese Regiments. My Lord Treasurer desires you to examine into this and inform yourself what has been practised on the like account and to take the Queen's pleasure therein and to signify the same to the Earl of Portmore "so as his Lordship [my Lord Treasurer] may give such warrants to the [Deputy] Paymaster of the Forces in Portugal as the stating the Regiments' accounts on this foot may require." Prefixing: said order in Council made upon reading this day at the Board a report from the Customs Commissioners to the Lord Treasurer relating to the granting permission to neutral ships to load with grain from the port of London to Spain, the same being (according to the report of said Commissioners) in no ways contrary to the Act of Navigation. The order in Council of 1709 May 19 whereby all sorts of corn bound in any ship whatsoever to the enemy's country are to be deemed contraband is hereby revoked and declared void.
