In order hereto you are to write to Lord Forbes and to your Deputy that out of the second 800,000 pieces of Eight which they shall receive at Port Mahon there be delivered to Mr. Chetwynd sufficient to make said 25,000l. at the rate of 57 pence sterling per dollar: and Chetwynd is to be charged therewith at the rate they shall be valued at or will produce in the Bank of St. George at Genoa. And it is the Lord Treasurer's further pleasure that you give to Sir Theodore Janssen and partners, to whom said Chetwynd's bills drawn June 2 last are payable, your bills for the like sum of 25,000l. payable to them at three months upon the said Chetwynd at such rate of exchange as may recompense the merchants for the interest of their money from the time the bills fell due to them till the time they shall be repaid. And in regard the service in Catalonia will by this means want [be short by] 25,000l. of the money intended for it, his Lordship orders
that for making good the same you empower Mr. Mead, your Deputy there, to take up the like sum of 25,000l. in Barcelona and to draw his bills upon you for the [like] value in such manner as that same shall not become due before the end of January next. |

You are to make a particular distribution in the best and equallest manner that may be of the money and tallies ordered as above and to lay same before my Lord for his approbation before any part of the said money or tallies be applied thereto. And his Lordship having taken into consideration that the far greatest part of the Supply provided by Parliament for all services in Spain and Portugal (after deduction of a proportionable part of the deficiency in the grants of last Session) is already issued, and that occasions absolutely necessary to be supplied may arise before the end of this year which cannot be provided for but out of the said remainder, therefore he directs that you send strict orders to your respective Deputies in Catalonia and Portugal not to draw any more bills upon you (except the aforesaid 25,000l.) save according to such particular orders as they may receive from you pursuant to my Lord's directions to you from time to time. You advise that besides the rewards already proposed for discovering those insolent offenders who broke open her Majesty's warehouse at Leith and carried off thence considerable quantities of brandy, proposals might be received for repairing the damage to the public [property] and compounding the matter. The Lord Treasurer would willingly enter into any measures that might effectually discourage such outrageous practices for the future. The Lord President of the Session of Scotland has prayed the Queen for a gift in the name of Robert Dundass of Armstoun of the ward and marriage of the six months old infant heir of the Lord Bergaveny in order to the payment of the debts of the family of said Lord Bergavenny who lately died intestate. Please report thereon to the Lord Treasurer as also upon the debt or demand of the Earl of Ruglen upon the said estate, which debt said Earl desires may be preferred in payment. Ibid. |

Prefixing: said order. The Queen has by order in Council of June 30 last given several directions relating to the securing the
Settlements on the Coast of Africa and preserving the African trade. In pursuance thereof the Admiralty Lords made a report to her Majesty which was read at the [Privy Council] Board this day, Aug. 19, and approved and it is hereby ordered that¼ [one fourth] Rate and 1/5 [one fifth] Rate ships of war be forthwith appointed and sent to guard the coast of Africa and that the other two ships mentioned in the said report be sent as soon as they can be spared for that service: and that the said ships do receive on board and victual as many of the [Royal Africa] Company's soldiers and people as they can conveniently take: that liberty be given [to the said Company] for putting 100 soldiers and artificers on board her Majesty's Guard ships at the Nore and in the Medway from time to time as they shall raise them and that they be subsisted and secured there until they can be put on board the convoy: that the Commissioners of Transportation do forthwith provide a transport ship for taking on board the said provisions and stores which are to be sent thither, the Governor or Deputy Governor of the African Company indenting for the value of the particulars above mentioned in order to her Majesty being reimbursed for the same when the Company shall be settled. Warrant by Treasurer Oxford to same to pursue the methods proposed by the Attorney General in relation to the computation of Duties on unrated goods as in the Act of 2 Anne [2–3 Anne, c. 18], as also in receiving the new Duties on hides &c. This warrant is made on reading the votes of the House of Commons of 1 June 1711 concerning the loss on unrated East India goods by the Custom House method of computing the Duties thereon. |

As to the computation of the Duties on unrated East India goods pursuant to the abovesaid Act of 2 Anne, I am of opinion that the deduction for Customs out of the gross price is to be only so much for the neat Duties as her Majesty actually receives and the computation is to be made by the method proposed by Mr. Score and others. |

As to the Customs of other unrated goods the said Act of 2 Anne, extending only to East India goods, I am of opinion the value of them for Customs is to be ascertained by the oath of the merchant according to the rule in the Book of Rates and that the oath now used at the Custom House as above is not proper to be altered unless such alteration be directed by Parliament: the clause in the Leather Act [9 Anne, c. 12] (relating to leather paying ad valorem) concerns only leather. I am of opinion the making an additional Book of Rates as proposed by the Customs Commissioners is the proper and only method that can prevent the losses that happen by ascertaining the Customs [sic for value] by the oath of the importer. |
|
I approve the proposed form of the oath for ascertaining the value of imported leather and am of opinion the officers should take the Duties on leather and all other ad valorem Duties according to the value ascertained by such oath. Out Letters (Customs) XV, pp. 351, 393–7. |

It has been proposed to the Lord Treasurer by Count [Carl] Gyllenborg, the Swedish Minister residing here, that instead of sending to her Majesty's Minister at Copenhagen the estimates of the guns and other stores which were taken by the Danes out of the several Swedish ships when under her Majesty's protection (for him to enquire of the quantities, weights, qualities and values thereof), the correspondents of the owners of the said ships may attend you to answer objections and to submit to such alterations or abatements as you think reasonable after hearing them. The Lord Treasurer agrees to this proposal and desires you to hear the said correspondents and to adjust the prices accordingly. Ibid., p. 429. |
