subject to deductions as in the said report. Please state an account of such pay according to the preceding muster, and charge same not only with the said several deductions, but also with such others as you shall be informed of upon enquiry and shall find proper to be charged. Ibid., p. 423. |

Treasurer Oxford to the High Sheriff of Co. Kent. It is represented by Mr. Fawsset, Receiver General for your County, that the following sums remain unpaid on the first quarter of this year's Land Tax, amounting in the whole to 6,347l. 15s. 4¼d.: and also that the new Duties on Houses commencing at Michaelmas last are not [yet] settled. I earnestly recommend these particulars to you to give such directions therein that the public may not longer suffer by the delay, the services disappointed nor the Receiver hindered in paying in his moneys, "the not performing whereof has been lately represented in Parliament as a very great mischief." I desire an account of your proceedings herein. |

Warrant by Treasurer Oxford to same to pursue the methods proposed by the Attorney General in relation to the computation of Duties on unrated goods as in the Act of 2 Anne [2–3 Anne, c. 18], as also in receiving the new Duties on hides &c. [under the Act 9 Anne, c. 12]. This warrant is made on reading the votes of the House of Commons of 1 June 1711 concerning the loss on unrated East India goods by the Custom House method of computing the Duties thereon. |
Appending: (1) report to the said Commissioners dated 1711 June 9 from Thomas Andrews, Deputy Surveyor, London port, Christopher Tower, Deputy Collector ibid., and Nich. Terrell, pro Comptroller ibid., as to the method of computation and the form of the oath of the importer. |
(2) presentment by said Commissioners dated 1711 June 12 to the Lord Treasurer on same and proposing an addition to the Book of Rates by fixing a certain rate or value on such goods and commodities instead of ascertaining the value thereof only by the oath of the importer. |
(3) report by Sir Edward Northey dated 24 Aug. 1711 on the above. As to the computation of the Duties on unrated East India goods pursuant to the abovesaid Act of 2 Anne, I am of opinion that the deduction for Customs out of the gross price is to be only so much for the neat Duties as her Majesty actually receives and the computation is to be made by the method proposed by Mr. Score and others. |
As to the Customs of other unrated goods the said Act of 2 Anne, extending only to East India goods, I am of opinion the value of them for Customs is to be ascertained by the oath of the merchant according to the rule in the Book of Rates and that the oath now used at the Custom House as above is not proper to be altered unless such alteration be directed by Parliament: the clause in the Leather Act [9 Anne, c. 12] (relating to leather paying ad valorem) concerns only leather. I am of opinion the making an additional Book of Rates as proposed by the Customs Commissioners is the proper and only method that can prevent the losses that happen by ascertaining the Customs [sic for value] by the oath of the importer. |
I approve the proposed form of the oath for ascertaining the value of imported leather and am of opinion the officers should take the Duties on leather and all other ad valorem Duties according to the value ascertained by such oath. Out Letters (Customs) XV, pp. 351, 393–7. |

[of each 4l.] upon account of the smallness of their recruiting fund: but upon demanding the same of the Paymaster General they were told that the said sign manual extended only to the years 1708 and 1709 and that they cannot be relieved without a new warrant and that they ought to have a certificate from the Auditors' Office to vouch the payments: whereby the account of the said Regiments and the Officers are laid under great difficulties and hardships: therefore praying relief.
