Warrant by Treasurer Oxford to the Surveyor General of Crown Lands for a particular of the house or lodgings adjoining the Privy Garden at Whitehall now occupied by the Earl of Rochester, with a house or piece of ground whereon the late Earl built a kitchen with other offices to his said house: all in order to a fresh term therein to said Earl.
Prefixing: (1) said Earl's petition for renewal of lease; (2) reference dated June 24 last thereof to the Surveyor General of Crown Lands; (3) report by said Surveyor General. Aug. 11. Warrant by Treasurer Oxford to Edward Wilcox [Surveyor General of Woods Trent South] to do repairs at the outer wall, keepers' lodges, etc. in her Majesty's New Park at Richmond.
Prefixing: report by said Wilcox: the repairs concern the outward wall, the keepers' lodges, the great sewer which conveys the water from great part of the country through the said park to the river Thames, which sewer "having not been cleansed in several years is so full of mud that the water cannot pass, which has occasioned several presentments by the Grand Jury and indictments by the Commissioners of Sewers": also repairs at the head of the Great Pond &c. Aug. 12. Letter of direction for 2,413l. 2s. 0d. to Charles Cæsar, Treasurer of the Navy: 1,238l. 17s. 6½d. thereof out of loans remaining in the Exchequer on Land Tax anno 1711 and 1,174l. 4s. 5½d. out of Contributions on the 2,000,000l.: and is intended to be placed to the head of Wages and to be applied to pay the half pay due to the Captains and Lieutenants of her Majesty's ships of war who were not employed at sea the last year. Aug. 13. Treasury reference to the Navy Commissioners of the petition of Edmund Dummer shewing that one Nicholas Goodwin, a money scrivener of London who use[d] from time to time to supply him with money and with whom he transacted his Navy Bills by contract, did about 18 months since under a disguise obtain of the petitioner a warrant of attorney as security in case of mortality for such moneys as the said Goodwin pretended to be due to him; and the said Goodwin assigned the said judgment to John Whitchurch and execution was taken without notice on Monday last by which all petitioner's effects in the [Navy Yard] smith's works at Portsmouth and elsewhere in the County of Southampton are to be seized and appraised; through which petitioner fears that the works for rebuilding and repairing and fitting her Majesty's ships will be at a full stop and the service put into the utmost confusion: therefore praying immediate orders to the Navy Board to lay down money to secure the coals, iron and other materials at the price they should be appraised at, which may be reimbursed to her Majesty by the petitioner's Navy Bills. William Lowndes to the Attorney General to report on a letter sent from the Earl of Portmor, Commander in Chief of the Forces in Portugal, to Mr. Crawford, Deputy Commissary of the Forces, and by the latter laid before the Lord Treasurer; wherein the Lord Treasurer's order is desired for inserting more men on the muster rolls than are found to be effective. How far is the method proposed consistent with the laws concerning the mustering of the Forces? Out Letters (General) XIX, p. 412.

Aug. 15. Treasury reference to Mr. Brydges of the petition of Brigadier Breton shewing that on the 13th July 1709 he had her Majesty's directions to raise his Regiment, which on Oct. 25 following he mustered complete and having no allowance for levy money was forced to take up 1,350l. from Mr. Wyvill, the Receiver General [of Taxes for Co.] York, and hath likewise contracted a debt of 402l. 5s. 6d. and 194l. for the service of the Regiment, he presuming that the warrant for the levy money, amounting to 1,946l. 5s. 6d., would pay the said debts, but if he is paid in tallies the money will not be sufficient: he therefore prays that Mr. Brydges may be directed to pay in 1,350l. into the Exchequer on the said Receiver's account and the same to be charged as levy money to the said Regiment. Same to the Auditors of Imprests of the petition of Charles Harrison, gent., Solicitor for her Majesty's affairs in the Exchequer Court, shewing that on 27 Dec. 1709 he was constituted by the late Lord Treasurer [Godolphin] to attend the Exchequer Court from time to time and to take notice of all proceedings there wherein her Majesty's interest is concerned: that on Feb. 24 following he received particular directions to attend the Auditors of Imprests about the cause relating to Mr. Week's [Wickes's] executor, which [direction] he observed and got several witnesses examined and made good proof of the moneys due from Weeks: in which service he has expended 206l. 18s. 8d.: therefore prays a reward, in regard he has no settled allowance for his charges and pains in such services. Treasury reference to the Navy Commissioners of the petition of John and Benjamin Derby, Receivers General [of Taxes] for Co. Dorset, shewing that they paid 1,080l. [of their Tax receipts] to John Dibble and took his bills on Nicholas Goodwin, scrivener, [for remittance thereof to the Exchequer], but Goodwin is since failed "and gone into the Mint" and extents are out against him: but the Crown is indebted to said Dibble in some considerable sums for timber delivered by him for the use of the Navy out of which petitioners are advised said 1,080l. may be stopped: therefore they pray an order to the Navy Commissioners to forbear issuing any more [Navy] bills to Dibble until he has made satisfaction. Warrant by Treasurer Oxford to the Customs Commissioners to direct their Solicitor to take care that process be regularly issued against accomptants in arrear or in super in the accounts of the Customs. He is to give in his account of his proceedings therein from time to time and you are to represent to me any failure or neglect of his therein.
Prefixing: representation from the Auditors of Imprests proposing same as the most effectual method for making out process of Exchequer against accomptants who are in default.

William Lowndes to Mr. Merrill to acquaint the Lord Treasurer (at your next attendance) what rule has been observed in issuing forth subsistence to the Companies of the Guards since the false musters were detected and laid before the House, especially to those Companies in which such false musters were actually discovered. Same to the Earl of Clarendon. My Lord Treasurer approves your sentiments in the letter communicated to my Lord by Earl Poulett containing your thoughts "to him" about the Palatines lately settled at New York. Please lay the said letter before the Privy Council. Ibid.

Same to the Postmaster General. What recruits have been sent since January last by the pacquet boat for Portugal and how many of them have been for the Regiment of Carol [Sir Daniel O'Carroll]? Ibid.
Same to [Secretary] Lord Dartmouth. The Customs Commissioners have laid before my Lord Treasurer the enclosed presentment [missing] touching the great quantities of prohibited and customable goods brought from Holland by the Commanders of her Majesty's yachts and run from on board them. Same to the [Principal] Officers of the Ordnance enclosing a letter from Mr. Granville, Secretary at War, for reducing the Gunners in St. Maw's Castle and thereby increasing the Captain's pay from 3s. to 6s. a day. Please inform the Lord Treasurer as to the condition of St. Maw's Castle and Pendennis Castle with respect to the guns and gunners entertained. Ibid.
Aug. 18. Letter of direction for 15,000l. to Harry Mordaunt, Treasurer and Paymaster of the Ordnance: out of Contributions on the 2,000,000l.: and is to be applied half to the land service and half to the sea service of the Office of Ordnance. Disposition Book XXI, p. 142.
Thomas Harley to the [Principal] Officers of the Ordnance. The late Treasury Lords by [? on] a memorial dated April 19 last agreed that 61,071l. 6s. 5d., part of a greater sum then remaining in the hands of the Treasurer of the Ordnance in tallies on Malt anno 1710, should be reserved for payment of the six months' Course to the artificers of the Ordnance ending 1709 June 30 within four months from the said 19 April last and to be assigned to the said artificers with interest as from April 1 last if they were not paid the said six months' Course in manner as aforesaid [see supra, p. 52]. The Lord Treasurer at your request agrees that as the said artificers have not been so paid said six months' Course the said sum be assigned to them in the said tallies and orders with interest accordingly. Please give directions for the doing thereof. My Lord will endorse the orders for interest accordingly. Ibid.

Aug. 20. Royal warrant dated Windsor Castle to the Attorney General or Solicitor General for a great seal for a grant to Francis Gwyn and Richard Powys of the office of Keeper of the New Park near Richmont, alias Richmond, in Surrey, and the custody, survey and preservation of all the houses, lodges, walks, deer, wild beasts and game in the said park, together with the herbage and pannage of the said park above the keeping of the game there, with the fees of three bucks and three does every season, 6s. a day payable at the Exchequer and browsewood, windfall wood and other things as in the patent of grant of the premises by James II. to Lawrence, Earl of Rochester, and to Henry Hyde, now Earl of Rochester, in reversion of said Lawrence: the present grant being at the request of said Henry, Earl of Rochester, and is to be as in trust for the life of Henry Hyde, son and heir of said Henry, Earl of Rochester, and William Leveson Gower. Aug. 20. Royal warrant to Spencer Compton to pay an additional annuity or yearly sum of 50l. to Charles Osborne as from 1711 Lady day over and above his 200l. per an. already directed: during pleasure. Ibid.

Aug. 20. Same to the Barons of the Exchequer, Scotland, of the petition of William Spence, son to William Spence (Spens), deceased, late Chief Warden of the Mint at Edinburgh and Receiver General of the Bullion, and Jean Alexander, relict of the said William, shewing that the deceased was at [? the expense of] 160l. sterling in 1691 in attending and getting the instruments and materials necessary for setting up the Mint in Scotland and that 310l. was due upon the balance of his account as Receiver of the Bullion: therefore praying to be discharged of same [said 310l.] in view of said 160l. and that he has left his widow with several small children unprovided in any manner.
