June 16. Same by same to the Auditor et al. of the Exchequer to take in loans at the Receipt up to 10,936l. 2s. 0d. on the Act of 6 Anne, c. 73, for Continuing the Half Subsidies; and is for three months' interest due June 9 inst. at 6 per cent. on 729,067l. 15s. 6¾d. loans on the said Act.
Prefixing: certificate by the Auditor of the Receipt of the said interest so due: "no money has been lent to satisfy the arrear of interest last certified on the abovementioned fund." Money Book XXI, p. 100.
William Lowndes to Secretary St. John to send to the Lord Treasurer copies of the Treaties between the Duke of Marlborough and Prince Eugene for recruits for Catalonia, to wit for 2,000 men in October last, 500 in December and 500 more in May. Out Letters (General) XIX, p. 362.
Same to Mr. Brydges, Paymaster of the Forces Abroad. The Board of Ordnance states that 32,046l. 3s. 11d. is due to it on an account stated and agreed between you for arms delivered to several Regiments some years ago which the said Board allege you are not enabled to reimburse them by reason the Regimental accounts are not yet adjusted with the [Regimental] Agents or that some of the said Regiments are not yet cleared. Please acquaint the Lord Treasurer why the accounts with the Agents have lain so long unadjusted. Ibid.
Same to the Transports Commissioners to send to the Lord Treasurer perfect lists of all the bills registered upon the Course of your Office; and a list of all contracts signed by you for which bills are not issued; and likewise an account of what contracts you are now making. (The like letter to the Board of Ordnance for their bills and contracts.) (The like letter to the Victualling Commissioners for same and likewise for an account at what rates of exchange the bills for 28,302l. 1s. 0d. demanded in your late memorial for the Victualling were drawn "and that the like be done as [and when] any money shall be desired of you upon bills of exchange for the future.") Same to same for their opinion on the enclosed draft Proclamation for establishing a General Post Office according to the late Act [of 9 Anne, c. 11]. Ibid.
Same to the Board of Ordnance to report on the enclosed memorial [missing] of the Swedish Ministers claiming satisfaction for sundry arms and ammunition, as by lists enclosed [missing], that were taken by the Danes out of seven Swedish ships permitted by the Senate of Sweden to sail with naval stores for London under her Majesty's protection. June 18. Royal warrant dated St. James's to the Attorney General or Solicitor General for a Commission to William Clayton, William Glanville, Richard Powys, Christopher Tilson and 39 others, detailed, to be Managers or Directors of the Lottery granted by the Act 9 Anne, c. 6, for reviving, continuing and appropriating certain Duties for raising 1,500,000l. by a Lottery for the service of the year 1711: they to be Managers or Directors for preparing and delivering of tickets or receipts and to oversee the drawing of lots and to order all other matters as directed by the said Act. William Lowndes to Mr. Borret to attend Secretary St. John about a person now in custody that was taken up for counterfeiting a ticket in the Lottery anno 1710, to the end he may be committed to Newgate in order to be prosecuted and punished. Out Letters (General) XIX, p. 365.

June 19. William Lowndes to the Stamps Commissioners to forbear making Mr. Millington a distributor of stamped paper till further order. Out Letters (General) XIX, p. 366.
Treasury reference to the Customs Commissioners of the petition of Nicho. Coutelle, a poor naturalised French weaver, shewing that he living in the isle of Guernsey, went thence to Holland and carried some of his manufacture along with him, which he swapt for about 40 pounds worth of thrown silk and other Indian goods, which being ignorant of the laws of this country he put on board an English ship and they are seized on arrival: that the Customs Commissioners ordered him to pay Duty for the silk and that the India goods should be exported; but upon his refusing to make oath that the goods were bought in Italy upon his own account the officer could not permit them to be exported: therefore praying permission to export them to Guernsey. Subscription by Treasurer Oxford for the execution of a warrant dated June 13 inst. by the Duke of Shrewsbury, Lord Chamberlain, to the Honble. Heneage Finch, Master of the Jewel Office, for 1,000 ounces of white plate for Earl Poulett, Lord Steward of the Household, being the usual allowance [to the Lord Steward]: to an estimate of 400l. Money warrant for 3,000l. to William Smith, Paymaster of the Band of Gentlemen Pensioners: for half a year to 1710 Midsummer for the wages and board wages of said Band (Captain, Lieutenant, Standard Bearer, Clerk of the Cheque, Harbinger and 40 gentlemen pensioners). Warrant by Treasurer Oxford to the Clerk of the Pipe for records of surplusage to meet or pay the surplusage of 39l. 11s. 4d. resting on the account of Thomas Jervoise as Sheriff of Co. Southampton for the year ended 1709 Sept. 29 out of the like debit remaining on the account of Paul Orchard, Sheriff of Cornwall for the year ended 1710 Sept. 29.

Dormant warrant by same to the Earl of Orrery. Receiver General of the Duties arising by Fines for Alienations, to pay to the several officers in the Alienation Office their respective fees as follows, viz. 40l. each per term to James Saunderson. Thomas Plott and John Hungerford as the Lord Treasurer's Deputies and Commissioners in the said Office; 40l. per term to yourself, said Earl of Orrery, as Receiver General thereof; 20l. per term to William Freemas [Freeman], Master of Chancery, and 5l. per term each to Thomas Newcomen and Thomas Webb, clerks in the said Office; and further to pay such incidents, certified by the said Commissioners, as shall not exceed any former precedents for the same. [9 Anne, c. 16]: and is intended to be paid over to Sir Henry Furnese for a moiety of the 29,625l. payable to him on bills of exchange drawn on said Brydges by Mr. Morrice, the Deputy Paymaster of the Forces in Portugal, according to the said Brydges' memorial of the 15th inst. William Lowndes to the abovesaid Charles Cæsar. By my letter of the 15th the Lord Treasurer directed you to apply 10,000l. to Necessary Money and Short Allowance Money. His Lordship now orders that same be applied only to Short Allowance Money to seamen serving on board the Fleet and that you certify the same accordingly to the Victualling Commissioners. Same to Secretary Lord Dartmouth. Mr. Mead has by memorial to the Lord Treasurer in behalf of his son (who is Deputy Paymaster of the Forces in Spain) represented that a bill for 115,336 pieces of Eight remains yet unpaid which the Marquis das Minas drew in 1706 on the then Portugal Ambassador in Holland, although the same was for money and provisions which the said Deputy Paymaster had provided for the Portugal Army by order of the Earl of Galway at the time of their retreat that year from Madrid. The Lord Treasurer sends you the said memorial herewith [missing] and the Earl of Galway's letter directing Mr. Mead to make the said provision and desires you either to speak in that matter to the Portugal Minister residing here or to write to the Court of Portugal to know why the said bill should not be deducted and satisfied out of the subsidy payable to the King of Portugal. June 20. Same to the Board of Ordnance. The Privy Council has referred to the Lord Treasurer a demand made by the Navy Commissioners on the Ordnance for 4,280l. 4s. 10¾d. for the balance of an account of junk issued out of her Majesty's Stores at the several Yards to the Office of Ordnance for wadding. Same to Mr. How, Paymaster of Guards and Garrisons, enclosing a letter from George Granville, Secretary at War, dated the 15th inst. relating to the forming of 15 Companies out of the Invalid Out-pensioners [of the Royal Hospital at Chelsea] who are able to serve, and the increase of charge that will be occasioned thereby. Please report on the whole matter and whether there be any fund granted by Parliament to support such additional charge. Ibid.

Same to the Commissioners for Taxes enclosing a letter from Lord Dartmouth and extract from a letter [all missing] from Mr. Weston, late Receiver General for Surrey. Have you any objection to staying process against him ? Ibid.
June 20. William Lowndes to Mr. Burchet [Secretary of the Admiralty]. The Lord Treasurer has received from Secretary Dartmouth a letter from Sir John Leake mentioning (among other things) the non-payment of Short Allowance Money to be one cause of the seamen's dissatisfaction. Please inform the Admiralty Lords that 10,000l. was ordered the 15th inst. to the hands of the Navy Treasurer for paying Short Allowance Money. Out Letters (General) XIX, p. 369.
