H. Walpole to the Revenue Commissioners in Ireland to report on (a) infra relating to the importation of French sugars in Ireland.
Appending: (a) the Board of Trade and Plantations to the Treasury Lords dated March 27. Sir Thomas Johnson has communicated to us a letter from Dublin of Feb. 19 last relating to the importation of French sugars there. We enclose a copy thereof and think this matter of such consequence that if some method be not found out to prevent this trade from the French islands very little of our Plantation commodities, and particularly sugar, will for the future be exported from this kingdom to Ireland or consumed there.
(b) The copy of the said letter from Dublin signed Tho. Thorne and addressed to Mr. John Earle, merchant in Liverpool. As to what I formerly writ you about the sugars, we now have another ship with 28 casks that has invoiced from St. Domingo and Rochelle, France, and our Commissioners [the Revenue Commissioners, Ireland] have admitted them to an entry. They are consigned to Mr. James Swift. The former parcel are not yet arrived and the reason given for admitting these is because they come directly from the place of their growth which is a falsehood for they were undoubtedly landed in France. Appending: copy of said report dated Lisbon 26 Feb. 1717, new style. I find that the said quintal used in the King of Portugal's magazines is exactly the same as the quintal used by the merchants and others in all parts of the [Portugal] Kingdom. It weighs 128 pounds Portuguese which upon examination I find to be some very small matter more than 128 pounds English avoirdupois weight but the exact difference I cannot tell for want of English small weights.
