J. Taylour (in the absence of William Lowndes) to James Brydges.
The Lord Treasurer has received your letter of the 19th inst., new
style, concerning the difference of the value of the same coins between
Amsterdam and Antwerp. Before the receipt thereof he had from
Mr. Hill a translation of a letter from Mr. Jacobus de Coninck of
Antwerp on the same subject with the prices current in both cases.
I enclose same herein. By comparing them his Lordship finds that
there is a very great advance (allowing for charges of sending species
from Holland to Brabant or Flanders) not less than 9 or 10 per cent.
For this reason he desires you will immediately order Mr. Sweet to
repair to Antwerp and to take all possible care that this advantage
be duly accounted for.
Appending : Copy of said letter from Jacobus de Coninck dated
Antwerp 14 June 1706. I gave myself the honour of writing to you
the 10th of last month under covert of a friend at the Hague to assure
you of my respect and tender you my service. We are delivered
of the French since 5 or 6 days. My Lord Duke past through this
city and sett out yesterday morning for Ghent. So that we may
now expect some new enterprise.
|
I believe the army will be paid in bills on this place as was usual
in the late war. I think it needless to tell you more since the course
of our payment is so well known to you. There must be good sums
remitted in bills on Amsterdam, which may be negotiated here and
orders given to some banker of that place to remit from thence or
send species hither ; and above all things care must be taken to
provide beforehand in order to manage the exchange to the best
advantage. Our coyns in exchange are as formerly and the Crown
in current money goeth for 56 stuivers which is 162/3 difference from
exchange [Bank] money. In the late war it was but 8⅓. But as the
difference is to [too] great in regard to the Holland money people
are of opinion that the species will be reduced and set upon the foot
they were on in the late war.
Hereinclosed goeth the course of our species in exchange [or Bank
money] and current money. The exchange to Amsterdam is 1½ per
cent. loss to the bills and in current [money] 5¾ [per cent. loss] ; for
London [it is] 33s. 4⅓d. ; but that for Amsterdam will rise and that
for London fall, because of the great sums that must be paid here.

Warrant by Treasurer Godolphin to Sir Edward Northey, Attorney
General, for a noli prosequi to the information against the ship
St. John Baptist, Do Lallosa Captain, and its lading.
Prefixing : report by the Customs Commissioners on the petition
of Sir William Hodges bart. on behalf of himself and others, said
petition shewing that pursuant to the late Act of Parliament of 3
and 4 Anne c. 12 for prohibiting all trade and commerce
with France and opening trade with Spain, so beneficial to this
kingdom, they immediately engaged in it, not only to draw off their
remaining effects but have also exported a considerable quantity
of woollen goods to Spanish ports "where they have been introduced"
and that they obtained a pass for the said ship, being a
true Spanish built ship navigated with Spaniards, to lade
at Cadiz the products of the Spanish dominions, raisins, oil,
cochineal, bullion etc. but the ship and cargo are seized under the
Navigation Act of 12 Charles II c. 18 by reason that the goods in
question, cochineal, indico, cascarella or Jesuits bark are products

Regiment, for respits detailed.
Prefixing : the like report on the memorial of the said two Captains
ut supra p. 568. The great storm and contagion in Aug. 1705
whereby many of their men were drowned occasioned others to
desert. Their Companies were mustered at Portsmouth Sept. 5
following and many Officers and soldiers who were either drowned
or on leave or deserted and afterwards retaken were respited. Further
they sent away one Detachment to Jamaica in November last and
another in Dec. 31 but have no subsistence allowed for the men
remaining beyond the 24th Dec. Ibid., pp. 510-11.

Same by same to same for a royal warrant to establish allowances
as follows for fire and candle for Portsmouth Garrison ; not exceeding
500l. per an. as from June 24 inst.
Prefixing : the like report. The total allowance for fire and candle
in the existing Establishment of the Guards and Garrisons is 1900l.
per an. Your Lordship thought fit that a further allowance should
be made for such soldiers as shall occasionally from time to time
be lodged in barracks at Portsmouth, to prevent the great mortality
and frequent desertions happening in that Garrison for want of such
conveniences. We have consulted Lieut. Gen. Erle, Governor of
the said Garrison, and propose allowances to each Company of
8 fires with 1 bushel of coals each viz. half a bushel per week for
May to August with 1 bushel a week for March-April, Sept.-Oct. ;
and 1½ bushels for the remaining 4 months, and similarly 1 pound
of candle per Company per day to be similarly distributed through
the year. There are in the said Garrison sometimes 2 Regiments
or more but seldom less than 17 or 18 Companies. At 13 chaldrons
Portsmouth measure (making 416 bushels at 32 bushels the chaldron)
the usual complement of 17 Companies would be 221 chaldrons and
6205 pounds of candles. We propose that the Governor or Commander-in-Chief
be instructed to lay in a stock during the summer
months when prices are lower and that he appoint a barrackman to
take charge thereof and to deliver it out weekly and to render an
account monthly. The total would then be

Prefixing : the like report on said McCartney's petition shewing
that in March 1703-4 he proposed to transport his Regiment of Foot
(by him then raised in Scotland) at his own expense to Holland on
condition to be established as from April 1 and to embark April 20
ut supra p. 636. Hereon the Comptrollers report that in regard the
Officers began raising their men in January and subsisted them to
April 20 following and also transported them to Holland at their
own charge (depending upon their being established from April 1)
the levy money of 40s. may be made up to 60s. per man. Ibid.,

1706 the offreckonings of the Earl of Barrymore's Regiment of Foot
and to apply same towards paying the 3294l. due to the clothiers of
said Regiment and for the payment of the sum of 739l. 18s. 3d. which
will remain to complete the payment of the said debt after such
application of the offreckonings.
Prefixing : the like report on the memorial of the said Earl setting
forth that his Regiment being on the Portugal Establishment was
employed in the defence of Gibraltar and in the reduction of
Barcelona and of the kingdom of Valencia, from whence several
Captains, subalterns and non-commission officers were despatched
to raise recruits in England and on the 6th Jan. 1705-6 the remaining
private soldiers were taken by Lieut. Col. Edward Pearce, then the
Commanding Officer, to mount a Regiment of Dragoons under a
commission given him by the Earl of Peterborough, with their
clothes, accoutrements, arms and tents, the Regiment at that time
owing to the clothiers 2011l. 2s. 4d. for the remainder of an assignment
on the offreckonings : further that the Queen being pleased
by royal warrant of May 11 last to continue the said Earl of
Barrymore's Regiment has ordered him to raise men in England
for reinstating it : wherefore he claims consideration for the above
and of their subsistence from January 6 last.

Hereon the Comptrollers report that the said Regiment of Dragoons
was formed in Valencia about 6 Jan. last old style under Lieut. Col.
Pearce and took over 5 Captains, 5 Lieutenants, 7 Ensigns and 425
privates of said Barrymore's Regiment and the entire clothing of
the Regiment was given to the effective men, who were mounted
Dragoons, and to 200 Miqueletts with all arms, accoutrements and
tents. We think the offreckonings of Barrymore's said Regiment
should be carried on to 6 August next (being as soon as the said
Regiment can be supposed ready to be new clothed) towards discharging
the 3294l. debt due to the clothiers by the last contract
for clothing, which was dated 1704-5 March 4. The said offreckonings
to Aug. 6 next will reduce said debt to 739l. 18s. 3d. which may be
issued to put them out of debt before they begin a new clothing ;
and the same should be charged on the said Regiment of Dragoons
on the head of moneys allowed by Parliament for the services of the
forces in Catalonia anno 1706 "and we are further of opinion that
the Officers of the said Regiment of the Earl of Barrymore are entitled
to their pay since 6 January, the said Regiment still subsisting, notwithstanding

Warrant by Treasurer Godolphin to the Secretary at War for a
royal warrant for payment to Thomas, Lord Coningsby, Vice Treasurer
and Paymaster General of Ireland, of so much as will satisfy 1518l.
11s. 4d. in Ireland on account of demands for clothing as follows.
Prefixing : The like report on the memorial of the Duke of
Ormonde shewing that 490 men were drafted out of several Regiments
in Ireland to go along with 1400 horses to Portugal ; and that they
carried their clothes with them which reduced to near half for 427
men amounts to 896l. 10s. 4d. : further that Major General Tidcomb
and Brigadier Sankey have other demands amounting at a moderate
valuation to 622l. 1s. 0d. for clothing of men detached in 1704 to
Portugal when the 1500 recruits were sent.
