Oct. 21. William Lowndes to the Customs Commissioners enclosing the Admiralty orders [missing] relating to the brandy on board the Bristol man of war.
I also enclose a letter from the [Assessment] Commissioners for Hull complaining of the Customs Collector there for not stopping the taxes assessed on several officers of that port. Treasury reference to the Agents for Taxes of the petition of Dame Mary Bunbury in behalf of herself and Thomas Whittley of Aston co. Flint, shewing that her husband became surety with his [Thomas Whitley's] brother Morgan Whitley in several bonds amounting to upwards of 100,000l. for his said brother's due accounting as Receiver of Taxes for several counties of England and Wales and [he] the said Thomas has been for several years severely prosecuted thereon on account of his brother's failing in his trust but is unable to make any manner of satisfaction : therefore praying stay of proceedings and the petitioner and her husband will do their utmost meanwhile to recover what is due to the Queen from said Morgan Whitley. William Lowndes to Mr. How [Paymaster General of Guards and Garrisons] to apply as follows out of the money advanced on the tallies and orders put into your hands on the Land Tax of this year for the service of the Guards and Garrisons : viz. 14,023l. 19s. 7¾d. to the subsistence of the Troops and Regiments in England from 22 Sept. last to Nov. 21 next and is (with 8774l. 8s. 6¾d. lately issued to you at the Exchequer out of Contributions for Annuities) to complete 22,798l. 8s. 2d. due for subsistence to said Troops and Regiments within that time. Warrant by Treasurer Godolphin to the Customs Commissioners to employ Maurice Birchfeild in Ireland to correspond with the several ports of that kingdom as by the Act 22 and 23 Car. II c. 26 (18) and to transmit informations of any vessels trading from the said ports to and from the Plantations contrary to law, with such instructions as were formerly given to Charles Horn, and Fabian Steel and Nicholas Culliford : the said correspondence having been found very useful in detecting many ships engaged in such irregular trade.
He is further to keep an account of the quantity of tobacco and East India goods which shall be actually landed in Ireland having certificate cocquets to entitle them to great drawbacks from England to wit as additional to the accounts hitherto kept there ; by the said Birchfeild of lead, tin and coals landed there, to which has been since added that of salt, the keeping of which accounts has been of good service to the public. Treasury reference to Mr. Parkhurst of the petition of Edmond Reading praying payment of 27l. 17s. 6d. due to him as Messenger for bringing in arrears of prizes. Reference Book VIII, p. 121.
Same to the Customs Commissioners of the petition of Walter Devorax, owner of the privateer called the Devorax galley, shewing that she took the St. Anthony prize laden with small Nantes white wines which are condemned as prize but being thin are most decayed and not worth the Customs : therefore praying that same may be sold by inch of candle and that he be rewarded thereout for his capture. Ibid.
William Lowndes to the Revenue Commissioners in Ireland. The Lord Treasurer conceives it to be for the advantage of the revenue both in England and Ireland to have regular accounts transmitted to the Customs Commissioners, England, of the quantities of tobacco and of such East India goods as are entitled to debentures, which being shipped from hence to Ireland shall be actually landed there and of any irregular voyages to or from the Plantations. He has therefore constituted Maurice Birchfeild ut supra. He will have his residence in London. Please instruct the officers in the several ports of Ireland to correspond with him.
Also please appoint some person on your part to collect and to transmit to you an account of the quantities of such goods so shipped and of any others which you shall think it convenient to be informed of. Out Letters (Ireland) VIII, p. 333.

Oct. 27. Royal warrant, dated St. James's, to the Earl of Ranelagh [as late Paymaster of the Forces] to pay 41l. 1s. 8d. to Capt. Michael Richards for the respit on his pay as Captain of the Company at Newfoundland, occasioned by his absence from his command from 1 Oct. 1702 to 24 Dec. 1702, he having the Duke of Marlborough's leave to come to England for the recovery of his health. Treasury reference to the Customs Commissioners of the petition of Francis Stratford in behalf of his correspondents Fran. Stratford and Cha. Broughton, merchants in Hamburg, shewing that "your petitioners understanding that my Lord Raby, her Majesty's Envoy Extraordinary at the Court of Berlin, had encouraged the King of Prussia to burn pitch and tarr," they made no doubt but the same might be imported from Hamburg and therefore loaded two ships with it for England, which upon arrival were seized : therefore praying relief. John Griffees as land carriageman in Newcastle port, it appearing by a late survey of that port that considerable quantities of goods are brought weekly to that port by land carriage from the Borders of Scotland, Carlisle, Whitehaven and many other places besides many that stop short by the way, and that trade being under no proper inspection and regulation gives great and frequent opportunities for the practice of frauds : to prevent which the said Griffees is to keep a horse and to ride out into the neighbouring parts and observe the carriage of wool on the bishopric side of Tyne. Towards his salary 20l. per an. is to be stopped from that of Richard Leak, a coal waiter there, who is old and infirm and not capable of much business.
