something less than 9d. a day for coals and candles, which they only

Extract of a letter from William Blathwayt [as Auditor General
of the Plantations] to Colonel Byrd. I send you a duplicate of your
former Instructions with an addition of one [instruction] relating to
quit rents [ut supra Tr. Cal. XVIII, p. 244 under date 1703 April 19],
of which it is absolutely necessary to have an authentic accompt
either by a rent roll or otherwise. And for the better ascertaining
all accompts whatsoever it is become necessary (by particular
directions from my Lord Treasurer) that all your past and future
accompts be not only approved of in the Council of Virginia but that
you make oath to the truth thereof : and a certificate of such oath
is to be transmitted to me. In order that you may observe the best
method of passing such accompts I send you the forms ut supra p.
261 under date June 1.
Upon your receiving my deputation [to you as Deputy Auditor
for Virginia], which your son took care to send you, it becomes
necessary for you to alter the last article of your accounts both of the
2 shillings per hogshead and of the quit rents. I enclose a particular
memorandum of the said alteration : as follows.
Memorandum :
"By the [Deputy] Auditor's salary
for — at 7½ per cent. ..."
This article (from the time of the receipt of my deputation [to you])
is to be worded thus
to the salary of the [Deputy]
Auditor of Virginia for ... at 5 per cent. ...

The above Memorandum is followed by the following memorandum
to Mr. Muschamp, [Receiver of Potomac see Tr. Cal. XVIII, p. 363].
My Lord Treasurer has ordered that all accompts of her Majesty's
revenues in the Plantations be kept in a better method than heretofore
in order to their being prepared every year for declaration. It
is therefore necessary that Mr. Muschamp do send over the accompts
of her Majesty's revenue from his entrance in that office, to be
examined before the Governor and Council and sworn to by the
accomptant and attested by the Governor and Deputy Auditor.
The accompt of the quarter part of the one moiety of 2 shillings
per hogshead (appropriated for buying of arms and ammunition
within that Province) are to be in like manner examined and attested.
Besides this 'tis observed that Mr. Muschamp's accompt for 1701
is not certified by the Governor ; nor does there appear any voucher
in discharge thereof.

Lansdowne Esq., of the office of bailiff of all the manors as below
in Somersetshire and of the manor of Ryme in Dorset except the
manor of Shepton : which office for 9 out of the said 11 manors was
granted to John Tooker 1682 Aug. 21 but the offices are now enjoyed
by the several persons following viz. Samuel Stroud for the manor of
Ryme Extrinseca and Intrinseca and Long Bredy in Dorset (of
which Col. Strangways is Steward) ; Thomas Thomas for the manor
of Curry Mallet ; (the manor of Shepton is in lease and the bailiff is
appointed by the lessee) ; John Shepheard alias Gibbs for the manor
of Englishcombe ; Abraham Rositer for the manor of Laverton ;
Thomas Langfeild for the manor of Stoke Subter Hamdon ; Jeoffery
Pottinger who acts as clerk or steward to Mr. Long for the other
six manors in Somersetshire most of which are very small and the
former bailiffs or some of them have yielded up their offices alleging
the fee not worth their trouble, which Mr. Pottinger affirms he must
likewise do were it not for the conveniency of collecting the rents
when he attends upon the affairs of the Stewardship, these six manors
being Milton Fauconbridge, Stratton super Fosse, Midsomer Norton,
Widcombe, West Harptree, Farrington Gurney. All the said persons
came regularly to account at the last Michaelmas audit and have
sued for a grant of these offices since the death of Mr. Tooker "but
it hath not been thought advisable to grant so many small offices
at far distances from one another as these are, the whole rents and
profits of all the said manors not exceeding 300l. a year and the
whole allowance for collecting the rents amounting to but
13l. 10s. 0d. per an."

Guards and Garrisons, to pay to Sir Jeffery Jeffrys the subsistence
money for the four Companies in New York on his giving security
duly to apply same : it appearing that by articles dated in March
last Mr. Thrale, the late Agent [of said Companies], agreed to pay said
Jeffrys 70l. a week for said Companies for one year to Xmas next
and Jeffrys undertook to pay by his correspondent in New York
the subsistence of the said Companies weekly to the Commanding
Officers : and the said Agent being now dead and no other yet
appointed by Lord Cornbury [Governor there] to receive the moneys

Duties and the ship being duly qualified by the Act of Navigation.
