Warrant by Treasurer Godolphin to the Surveyor General of Crown
Lands for a particular of mines of lead and coal in co. Denbigh in
order to a lease thereof to Richard Middleton.
Prefixing : said Surveyor General's report on said Middleton's
petition for same. The premises were granted by Charles II to
Sir Cyrill Wich as from 1667 Sept. 29. That lease determined in
1696 and Sir Cyrill paid no rent thereunder and made no advantage
thereof and did not renew. On the 25th March 1702 the present
Queen granted to William Carter, at the nomination of his father
Thomas Carter, all mines of copper, lead and coal in their lands part
of the Manor of Denbigh in the Hundred of Isdulas. The present
petitioner has a good estate within said manor and may be granted
such mines as are not included in the grant to Mr. Carter. Warrants

Royal warrant to the Lord Lieutenant of Ireland for the
regulation of payments on the Establishment of Ireland for the
year 1704 as follows viz. : by the royal warrant of 29 Jan.
1702-3 the Chief Governor of Ireland was ordered to pay within
the year 1703 for the Civil List of Ireland one half of the
yearly allowance (except the Concordatums which was wholly to
be charged) and for the French pensioners two thirds of their pay
and for the Military List one half thereof (except the Chief Governors,
Military Contingencies, additional pay and barracks, which are
allowed full) : and the Parliament of Ireland has granted a supply
of 150,000l. for maintaining the government thereof for two years
from 1703 Sept. 29 and has applied the arrears of the revenue
standing out at Xmas 1702 and Michaelmas 1703 to answer the debt
due to the Civil and Military List to Michaelmas last and towards
paying part of the said 150,000l. ; by which means the arrear due
to the Establishment at Michaelmas 1703 remains postponed until
such arrear [of the revenue as above] shall be collected, and consequently
as these arrears [of revenue] come in the like arrears on
[the expenditure of] the present year will accrue so that the Civil
and Military List will be constantly in arrear six months : "therefore
to the end that we may not exhaust our revenue there by anticipation
of payments before the arrears so granted shall be collected and
brought into our Treasury" it is hereby ordered that all payments
on the Civil and Military Lists of the present Establishment of Ireland
be in future kept in arrear and paid in manner following :
Civil List : all payments hereon except Concordatums and
French monthly pensioners are to be kept six months in
arrear.
The Concordatums are to be fully paid as occasion require.
The French pensioners are to be paid two thirds except
those who have 18d. a day and under, who are to be
paid in full.
Military List : The Chief Governor, Military Contingencies,
additional pay for duty in Dublin, maintaining the Barracks
and Commissaries of the Musters are to be fully paid from
time to time as usual and as occasion requires.
General Officers, Military incidents, Chief Officers of the
Ordnance, Governors of Garrisons, Military pensions, half
pay officers, and clothiers payable out of offreckonings are
to be kept six months in arrear.
The Army in General and inferior officers of the [Artillery]
Train are to be duly subsisted monthly as usual.
Further, as often as the revenue can conveniently bear it the Army
is to be cleared from time to time so [in such a way] as to keep them
[the clearings] also full six months in arrear : and no person is to
receive any half pay that has any other employment or that refused
to serve abroad when commanded thereto (excepting only barrackmasters
employed at half pay). And whereas there are several
persons on the present Establishment under the head of pensions,
civil and military, that have no employment or other means to
subsist but their allowances on the said Establishment it is hereby
ordered that all such pensioners, whose allowances are of not more
than 100l. per an., shall be duly paid their full allowances at the

by Wm. III by his royal letters of 1700 March 27 and 1701 Aug. 16

1702 Sept. 29 that the whole [charge] does amount to 132,589l. 1s. 11½d.
and that the moneys paid since the beginning thereof in 1698 to 1703

for a present supply of bedding and utensils : and further the Queen
being "given to understand that the supplies intended by the

Barracks before Michaelmas aforesaid therefore the Queen hereby

General (paid out of the 2s. per hogshead) being insufficient for the
encouragement of an able lawyer in that station it may be for her
Majesty's service that there be an addition of 60l. per an. to his salary
to complete 100l. per an. : the addition to be satisfied out of her
Majesty's quit rents in that colony, whereof the sum of 4291l. 10s. 9d.
was remaining in bank on the 25th April last. The revenue of 2s. per
hogshead usually in time of war falls short of answering the necessary
uses in the support of the Government.
(b) Order of the Queen in Council dated Hampton Court 30 July
1703 made upon reading a representation from the Commissioners
of Trade and Plantations dated 1703 July 7 proposing Stephens
Thompson as a fit person to be her Majesty's Attorney General for the
Province of Virginia and with an increase of salary, as the business
of that office is of late years much increased and the perquisites are
few, which are not sufficient encouragements for a person fitly
qualified who is to have his constant residence at the chief seat of
that Government ; and Colonel Nicholas, the Governor, proposes a
salary of 100l. per an. The Queen hereby approves of the said
Thompson and refers the proposed augmentation to the Lord

seal for a new Commission for the Salt Duties : the new Commissioners
to be John Danvers, Thomas Aram, Ashburnham Toll, John
Wyneve and Humphry Griffith in the place of the said Danvers,
Aram, Toll, and Wyneve and Thomas Everard, the last named being
lately appointed a Commissioner of the Revenue in Ireland : their
salary to be 500l. each per an. and Thomas Hopkins to be Comptroller
