war from Holland, Hamburg or other parts from whence same may
be had on the best terms ; all as proposed in a memorial of the Lord
Admiral : there being a bill ordered to be brought in the House of
Commons for a temporary suspension of that part of the Act of
Navigation that requires the merchant ships to be manned with
three fourths of the mariners English, it may be of advantage to
have a clause in that bill to enable a temporary importation of naval
stores : "it being set forth in his said Royal Highness's memorial
that the officers and Commissioners of the Navy had represented
that when they were in treaty with the Swedish merchants for tar
and pitch they could not or would not come up to the proportion
proposed to be bought for the Navy this year by 250 lasts, that
three of the vessels loaden for Portsmouth are supposed to be lost
in the late storm which had 75 lasts on board and the Sweeds themselves
in arrear 140 lasts of what they undertook, so that there will
be wanting to complete the proportion to be bought for this year
near 500 lasts if some of the ships missing do not come in ; that
there is so little tar in town that it is said to be sold for 36l. a last
and consequently no prospect of being supplied in England."

of the Navy) and produced more than the said interest to the Bank
amounted to at the time they, the said tallies, came in course of

Report from William Blathwayt to the Lord Treasurer [Godolphin]
on the memorial of the Bishop of London relating to certain lands in
the Province of New York which the Governor and inhabitants there
desire may be granted or annexed to the rectory of Trinity Church
and West Chester Church within said Province : as referred to the
said Blathwayt 1703 April 13 last supra Tr. Cal. Vol. XVIII, p. 230.
I immediately transmitted the memorial to my Deputy in New York.
In reply he has sent me the annexed draft [missing] being a survey
of a little farm adjoining to the town or city of New York which it is
prayed may be added as a glebe to the rectory of Trinity Church
newly erected there ; and also of half an acre of ground lying before
the said Church, to build upon it a house for the minister. I am
informed by my said Deputy that the farm contains above 100
acres and is already granted to the churchwardens &c. of Trinity
Church for which they pay to the Crown the yearly acknowledgment
of 6 bushels of wheat amounting to 12l. per an., the whole farm
being worth 200l. if it was to be sold at the current price that profitable
lands go at in that Province. A new grant to them of the said
farm free of any acknowledgment may be an advantage to the said
church. The half acre of land is commonly known as the Governor's
Garden. It is convenient for building the minister's house. It now
lies waste and is of the smallest value to be sold. Out Letters

of his office of Master Forester and Warden of the said Bailiwick.

Warrant by Treasurer Godolphin to the Customs Commissioners
to pay the arrears of allowance due to William Dowthwayte as by
the Treasury warrant of 1690 Sept. 22 appointing him Collector of
Stockton port with an allowance of 10l. per an. for a clerk and 40l.
per an. to be paid by the two Customers of Newcastle port : and
likewise the same allowance to Lawson, his successor therein : the
Customers of said port having refused to make said allowance and
Dowthwayte having brought a bill in Equity thereon and the Lord
Treasurer having duly considered the reasons on which were grounded
the practice of enjoining upon patent officers to make such allowances.
