14,101l. 16s. 4d. [to be issued to him] out of loans [on the Land Tax
for the year 1705 as soon as money comes in :
and 66l. 6s. 4d. for the respits of the Royal Regiment of Fusiliers :
out of money in his [How's] hands which he received for the service
of the year 1703 for Guards and Garrisons :
and 271l. 1s. 4d. for respits on Mordant's Regiment: out of money
in his hands which he received for the service of the year 1704 for
the like :
and 3650l. for the four Companies at New York : out of money
issued for service of the year 1705.
[Write] to Sir Thomas Littleton to take up 100,000l. at 5 per cent.
per an. on the Land Tax tallies forming part of 300,000l. in his hands
for the [Naval] service of the year 1705 : the said interest to
commence from the time he receives the money, and my Lord
Treasurer will endorse the orders [to make them bear interest]
accordingly. This 100,000l. is to be applied to the head of Wages :
And [further my Lord doth] direct that the six weeks' bounty
money ordered by her Majesty be satisfied out of the money supplied
and to be supplied for Wages.
Issue to Mr. Fox [for the Forces abroad] the sum resting in the
Exchequer out of loans on the Land Tax anno 1705 : to be as in
part of 61,604l. 5s. 5¼d. for a month's subsistence and pay to the
40,000 men to the 23 April next as by his [Fox's] memorial of this

[My Lord Treasurer directs] 20,000l. to be issued to Mr. Fox [as
Paymaster of the Forces Abroad] on his order for 65,000l. as the
Queen's bounty to the Land Forces who behaved themselves so
gallantly in Germany the last campaign : to be issued out of loans
[on the Land Tax anno 1705].
[My Lord directs] 588l. 12s. 7½d. to be issued to Mr. How
[Paymaster of Guards and Garrisons and of Chelsea Hospital] out of
any funds of the year 1703 in the Exchequer or when such money
comes in : and is to clear the accounts of the Hospital [at Chelsea]
for the year 1703 as by his memorial.
As to the three West India Regiments my Lord orders, on Mr.
How's memorial, that if the muster rolls are brought in the offreckonings
be paid as usually.
Issue to the Navy, out of loans on the Two Thirds Subsidy anno
1705, the sum of 132,356l. for Wear and Tear, being intended to pay
the Course for three months to the end of April 1704 :
and 5000l. out of same for Wear and Tear, being intended for
imprests and bills of exchange.
Direct the Navy Commissioners to cause 799l. 8s. 0d. (ordered by
his Royal Highness [the Lord Admiral] to such Captains of the Fleet
as were out of employment last year) to be satisfied out of any money
in the hands of the Treasurer of the Navy for Wages.
[My Lord directs] 5000l. out of Civil List money to Mr. Aynstys
to buy tin.
The Duke of Marlborough comes in.
[My Lord directs] 208l. 5s. 8d. to Mr. Sweet for losses when taken
prisoner : to be paid to the Earl of Ranelagh for him out of any
unappropriated money. Mr. St. John [the Secretary at War] is to
prepare a royal warrant for this payment.
Mr. St. John, Mr. Fox and Mr. Cardonel are called in. The paper of
articles relating to the army in Portugal is read and the answers [of my
Lord Treasurer thereto are entered in the margin] against each article.
Mr. St. John's representation for replacing the Regiment late of
Lord Lucas (put on the Portugal Establishment) is approved. He
will prepare the necessary warrants.
Mrs. Bebington's 100l. a year lately placed [charged] on the
[salary of the] Governor of Berwick is to be replaced on the Contingencies
for the Guards and Garrisons.
Col. Macarty's Regiment is to be paid from 20th April, 1704,
according to the Muster taken in Holland upon their landing.
[Send written instructions] to Mr. Fox and Mr. How to putt no
more money into the hands of Mr. Brerewood for the Regiments of
which he is agent.
[My Lord orders] 20,000l. out of loans, anno 1705, to be issued to
Mr. Fox [for the Forces abroad] in further part of the Queen's bounty
of 65,000l. [to the Land Forces and Artillery Train].
[Likewise] 7582l. 6s. 0d. out of loans on the One Third Subsidy,
anno 1704, to be issued to Mr. Fox on his order for the Augmentation
Troops, anno 1704, to clear the four English Regiments forming part
of the 10,000 Augmentation Troops from 1704 April 25 to Oct. 24
according to the Establishment and the Muster rolls.
[Likewise] 11,117l. 3s. 55. more to same out of same on the same
order to complete 14,260l. for bread waggons, recruits and extraordinaries
for the Augmentation Troops, anno 1704.
[Likewise] 25,000l. to same out of loans in the Exchequer [and is]
for Monsieur Machado for furnishing bread and bread waggons
anno 1705.
Give notice [in the Gazette and on the Exchequer door] that my
Lord Treasurer will receive proposals for remitting 50,000l. to Turin
by bills at 60 days after date [in return] for ready money to be paid

The Auditor's state of the said Earl's account to Xmas 1702 [as
late Paymaster of the Forces] is read. The [Lord Treasurer directs
that the] Earl is to give to him [the Auditor] a particular account
shewing at what rates all the remittances were made during the
whole time of his accounts ; and is to produce his warrants for the
rates according to which the payments were to be made abroad. His
Lordship [Ranelagh] is to have a copy of this state and [is to] produce
the vouchers there noted to be wanting and is to give the auditors
satisfaction in every particular.
Mr. Blathwayte is to attend on Monday morning.
[My Lord Treasurer reads a paper of presentments from the
Customs Commissioners and orders that] Thomas Reynolds a tidesman
in fee is to be the coastwaiter and the rest of the presentments

of wine [for the use of her Majesty and Household].
[Send word] to the Agents of Taxes to attend to-morrow afternoon :
and the [Treasury] doors to be shut.
Ordered that Mr. Fox do procure 23,437l. 3s. 2½d. to be advanced
on the orders and tallies in his hands on the Land Tax anno 1704,
for the like sum [and the same is to be borrowed] at 5 per cent. from
the time the money is advanced : for which [allowance of interest]
the Lord Treasurer will endorse the orders : and he is to apply the
said sum towards 31,961l. 19s. 8d. for clearings of the 40,000 men
to the 24th Oct. 1704 : but in the first place he is to pay out of the
said 23,437l. 3s. 2½d. the sum of 5810l. 4s. ll½d. to complete 40,000l.
allowed on the Establishment for the 40,000 men, anno 1704, for
bread waggons, recruits and extraordinaries to the foreigners
[composing part of said 40,000 men].
My Lord directed issues to Mr. Fox as follows viz. : 58,049l. 12s.
5¼d. in money out of the loans now in the Exchequer and 58,049l.
12s. 6d. (making together 116,099l. 4s. 11¼d.) by tallies and orders
for loans to be made by said Fox on the Land Tax anno 1705 : and
is to be for 61 days' subsistence for the Subject [British] Troops
forming part of said 40,000 men to wit from 24 April 1705 to 23
June 1705, to wit 53,845l. 13s. 0¾d. and for 61 days' full pay to the
Foreign Forces [composing the remainder of said 40,000 men] for
same time to wit 62,253l. 11s. 10½d.
[Likewise] 11,971l. 4s. 0¼d. in money out of loans now in the
Exchequer and 11,971l. 4s. 0d. by tallies and orders on the Land
Tax [for loans to be procured by said Fox himself thereon] ut supra
(making in all 23,942l. 8s. 0¼d.), and is to be for the like subsistence
for the 10,000 Augmentation Troops.
[Likewise] 9996l. 12s. 11d. in money out of loans now in the
Exchequer and 40,000l. in tallies and orders on the Land Tax [for
loans to be procured thereon by said Fox himself] ut supra making
in all 49,996l. 12s. 11d., and is to be for the Portugal services as by
said Mr. Foxe's memorial of this day.
[Likewise] 6974l. 12s. 8d. out of loans in the Exchequer for services
as follows on his [Fox's] memorial of this day viz. 1608l. 7s. 4d. for
Major General Harvey's Regiment ; 1400l. for Col. Stanhope's
Regiment ; 654l. 5s. 4d. for the Apothecary [to the Forces] ; 2664l.
for buying and maintaining horses in Ireland for Port[ugal] service ;
648l. for levy money for 324 men towards the 5000 men for sea
service.
The proposers for remittance [of 50,000l.] for Savoy will be here

The Agents for Taxes are called in. The report and papers
concerning Sir Hugh Everard are read. My Lord thinks there is
little in the second article concerning Bocking or in the third concerning
the Deputy Mayor ; but it was a fault [? in the Receiver] to
desire my Lord's consent for the two first quarters to be paid at
once against the Act. Nevertheless, the Agents saying that he makes
good payments and gives good security my Lord Treasurer doth not
think fit to remove him at this time.

The Duke of Marlborough comes in and Mr. St. John.
[My Lord Treasurer discourses them and orders that] the charge
of 11 additional men to each of the 12 Companies for [the Regiment
of] Handasyde is to be defrayed by an abatement in the numbers
of Col. Livesay's Regiment proportionable to the increase in Col.
Handasyde's.
The petition of Col. Anthony Morgan, Lieutenant Governor of the
Isle of Wight, for an additional pay of 6s. to make 10s. a day is
referred to Mr. St. John : but the Queen is always to have the
nomination of this Lieutenant Governor.
The report concerning Col. Rivers's Regiment with the account
(on which there is a balance of 2307l. 5s. 11d.) is agreed to. This
balance is to be paid to Mr. How out of the money [of army votes]
anno 1703.
Other reports [relating to Regimental accounts] are read and the
answers [and decisions of the Lord Treasurer are endorsed or margined]
on them.
[My Lord directs the] issue to Mr. Fox of 25,000l. to complete
65,000l. for the [Queen's] Bounty to the Land Forces and [Artillery]
Train : to be issued out of loans made and to be made on the Low
Wine Act.
The Queen will restore to the Master of the Rolls the custody of
the Castle of Flint.
My Lord Treasurer having considered the several proposals for
remittances to Turin is pleased to agree to the proposal of Sir
Theodore Janssen as most for her Majesty's service viz. to give
bills for Turin for 50,000l. payable at 60 days after date at 59d.

be charged as] for Sick and Wounded, viz. three fifths thereof to the
head of Wages and two fifths to the head of Victualling.

a credit for 100,000 crowns viz. 50,000 crowns for Turin and
50,000 crowns for Genoa whenever required within the said six
months : to be [re-]paid here after the rate of 60 pence per crown of
82 sols of Piedmont within two months after the money is paid in
Genoa or Turin.

out of loans on the Land Tax anno 1705 and 16,222l. 4s. 5d. out

Present : Lord Treasurer ; Chancellor of the Exchequer.
[Order for the issue of] 2000l. to the Cofferer upon account for
advances to several persons that are to attend her Majesty to
Newmarket [viz. such] as the Board of Greencloth shall direct.
The Attorney General comes in and Col. Griffith is called in. The
Attorney General's report is read relating to a grant prayed by the
said Colonel of certain lands in Ireland vested in the Crown by the
rebellion of 1641. My Lord Treasurer observes from the report
that the Queen is but a royal trustee for the uses mentioned in the
Acts of Settlement and Explanation and that though the times
limited by those Acts for executing the powers thereof are long since
expired yet the persons who were intended to be provided for thereby
have an equity and it would be very hard for the Crown to grant
these forfeited lands to any others.
Mr. Griffith says he has sent to Ireland to buy in the titles of
persons claiming on account of deficiencies.
The Attorney General says if he doth that he sees no objection to
the passing the grant, because though there be not enough to satisfy
all the deficiencies yet the Queen may prefer whom she pleases of
them.
My Lord Treasurer thinks nothing further can be done until it be
certified from Ireland that Mr. Griffith has bought in deficiencies to
the value of the grant desired.
My Lord speaks to the Attorney General about his report upon a
petition of Sir James Smith, Mr. Milman and other creditors of the
late Lord Griffin praying a lease of part of his forfeited estate called
Braybrooke.
The Attorney General says that since he made that report Colonel
Griffin, son to the said late Lord Griffin, who likewise prays a lease
of the said estate, has been with him and says that the said creditors
and he are like to come to an agreement and hopes, if so, that he
may be preferred in taking the said lease.
The case of the Lady Essex Griffin is likewise read, praying a lease
of the said Lordship of Braybrooke.
Upon [consideration of] the whole [my Lord Treasurer] resolved
that he will move the Queen to grant 100l. a year to Lady Essex
Griffin out of the said forfeited estate during so long time as it shall
continue in her Majesty's hands : that the profits of the estate
(over and above what is already charged thereon by privy seal)
shall be paid into the Exchequer and remain there from time to
time for her Majesty's disposal ; and if Col. Griffin and the said
Smith and Milman &c. have anything to offer they must bring their
proposals in writing and his Lordship will consider of them.
[My Lord ordered] 8000l. to be issued to the Treasurer of the Navy
for the ordinary of the Navy : out of loans on Low Wines &c.
[My Lord orders] a warrant to be prepared for a grant of Woodstock
to the Duke of Marlborough and his heirs pursuant to the Act of
