Order Mr. Fox to apply the 4500l. in his hands to discharge the
levy money for 1500 recruits sent to Portugal from Ireland, taking
care that this 4500l. be charged to the Regimental accounts of the
Portugal Forces according to such proportions as shall be signified
by Lord Galway. And Mr. Fox is to direct his deputy Mr. Morris
to call on my Lord Galway for the said proportions.
Issue to Mr. Fox the sum of — for levy money for —
recruits for the Regiment of the Earl of Donegal sent to Portugal :
and 5000l. to buy 1000 horses in Ireland for the services of Portugal.
[Order for] 4751l. 14s. 9½d. to Mr. Nicholas to complete the pensions
in his hands to Xmas last.
[Order for] 2300l. to Mr. Lowndes for Secret Service.
[Send word] to the Auditor of the Receipt, the Clerk of the Pells,
the four Tellers of the Receipt and the chief clerk to be here on
Tuesday at 10 o'clock about matters relating to the Exchequer.
[Order for the issue to the Treasurer of the Navy of] 122,191l.
4s. 0d. for the course of the Victualling [to carry same] to the end of
January 1703.
[Send word] to Mr. [Isaac] Newton to come to my Lord Treasurer's
house to-morrow morning.
[Order for] 21,500l. to be paid to Mr. Sweet by Mr. Drumond out
of the money advanced on the tin in Holland. "And issue 21,500l.
to Mr. Fox upon account of subsistence for the 40,000 men ; who is
to pay the same into the Exchequer in the name of John Aynstys
as the produce of tin, to be applied for the repayment of loans in

The Chamberlain of London is desired to procure loans on the Land
Tax [anno 1705] and the Lord Treasurer will allow him 5s. per 100l.
for paying in and receiving back [such loans] and keeping accounts
[thereof]. (This minute is re-drafted so as to include the Malt Duty
as well as the Land Tax.)
[Send word] to the Comptrollers of the Accounts of the Army to
be here to-morrow morning. The Duke of Marlborough will be here
then. Prepare an account of all the sums voted and the particulars
upon which the Votes were passed in relation to the 40,000 men and
the 10,000 men.

The Agents [for Taxes] are called in. The Lord Treasurer exhorts
them to use their diligence in getting in the public moneys.
The officers of the Exchequer are called in. Mr. Presgrave's
examination is read. They are to consider with my Lord Halifax
[the Auditor of the Receipt] whether the examination is likely to
contain a true discovery of the frauds purchased in the Exchequer
and what means will be best to prevent such practices for the future.
[My Lord orders] a year to be paid to the Mathematical boys [of
Christ's Hospital on the annuity for their support].
The Duke of Marlborough comes in. [My Lord Treasurer discourses
him and orders the] issue to Mr. Fox out of loans on the Land Tax
of the two sums of 6725l. and 24,665l. voted this sessions for recruit
horses and levy money. Mr. St. John will make a distribution of
these sums.
The Duke mentions the extraordinaries of last year.
Mr. Cardonel's letter of the 5th inst. is read and the resolutions
[thereon minuted by the Lord Treasurer] are in the margin [thereof].

My Lord orders so much to be issued to the Treasurer of the
Ordnance as will pay for the guns for which the Office of Ordnance
is indebted to the Prize Office : to be issued out of loans to be made
by [the Treasurer of the Ordnance] himself on the Malt Act anno
1704 : without interest : [to be taken] as part of the proportions
[voted] for the Office of Ordnance anno 1704 : and the said Office
is to deliver over the tallies and orders for the said loans to the
Treasurer of the Prize Office in satisfaction for the said guns.

about Mada[me] D'Auverquere's affair.

Stamp Office about the distribution of stamped paper &c. in co.
Norfolk and Norwich. The Lord Treasurer will consider [of it].
Barnes, [William] on giving sufficient security, is to be officer for both
[Co. Norfolk and Norwich City], "the like being generally practised

[attend] concerning the brandy at Plymouth. The Attorney General
is present and says there is no doubt but that the brandy may be
reduced to single brandy by the Lord Treasurer's warrant and Duty
paid accordingly. Prepare a warrant on the report of the Excise
Commissioners.

of the year.

Mr. How is to contract with Sir Jeffery Jefferys for remitting the
money to New York.
[My Lord orders] 50,000l. to the [Treasurer of the] Navy : out of
Contributions for Annuities : to be for Wages.
And 5000l. to same on the head of Wear and Tear and 8000l. on
the Ordinary : out of the like Contributions : [the whole 13,000l.
to be] to pay [naval] bills of exchange and imprests.
And 51,956l. (being 32,356l. on the head of Wear and Tear and

[My Lord orders] 17,457l. 3s. 7d. to be issued to Mr. How
[Paymaster General of Guards and Garrisons] out of loans [to be
made] by [How] himself on the Malt Duty for the year 1704, without
interest : to clear the Forces in his care of pay to Dec. 24 last :
the particular uses thereof are to be expressed [in the letter of
direction].
When he [How] has the tallies for these loans [my Lord orders the]
issue to him of the like sum out of Contributions for Annuities anno
1705, that he may be at liberty to save the interest of the said tallies
to the public by applying the ready money to the present occasions.
Lieut. William Sibbald is called in, after his memorial was read
relating to frauds in the taking up of transports. He says that the
Mr. Evans mentioned in his information is master of a transport
ship and lives at Redriff. My Lord Treasurer ordered that Mr.
Evans do attend on Monday morning.
Memorandum : a letter was sent accordingly but the messenger
brought back word that the said Evans is now in the service at

The Commissioners of Prizes are called in. Their papers are read
[and my Lord Treasurer's decisions] and answers [are minuted and
endorsed] on them.
The Duke of Marlborough comes in. Ordered that 10,000l. be
issued to Mr. Fox out of the funds of this year viz. 8000l. on the
order for the 40,000 men and 2000l. on the order for the 10,000
Augmentation Troops : and is intended for extraordinaries, to wit
towards recruiting the foreigners' horses lost by the great distemper
among horses.
One month's subscription more is ordered for the 40,000 men and
the 10,000 additional men.
5000l. more is ordered to Mr. Fox on the order for the 40,000 men :
[and is to go] towards recruiting the horses of the English Troopers
and Dragoons lost by the distemper.
[My Lord orders the issue of] 3000l. more for tin.
