July 16. Royal warrant to the Attorney and Solicitor General for a great seal for a grant to Anne Evans, widow, of the estate (at Yeovil co. Somerset) of George Knype of Semley co. Wilts., against whom she has obtained judgment for 2000l. debt. Queen's Warrant Book XXII, pp. 74-5.
Same to the Clerk of the Signet for a privy seal for allowances as follows in Thomas Neale's accounts of the Country Mints for the silver bullion, clipped and hammered money and plate imported into the 5 Country Mints lately erected at Norwich, York, Exeter, Chester and Bristol to be new coined [in 1696] : the said accounts having been prepared by the late Auditor Thomas Done and examined by Isaac Newton, Master and Worker of the Mint, John Ellis, Comptroller of same and Thomas Hall, chief clerk of same. The said accountant is hereby to be allowed 2395l. 17s. 0¼d. being at the rate of 1d. per pound weight for the first melting of 575,004 pounds 5 ounces of silver, melted at the said Mints ; 6300l, for salaries of the officers there (of whom a scheme was approved by the Treasury though no Establishment was drawn up) being at the rate of 1260l. for each Mint ; 9387l. 9s. 11d. for charges of building the said Mints ; 500l. on account of Israel Hayes' bond as late Comptroller of the Mint at Exeter pursuant to the Treasury Minute of 1698-9 Jan. 11. And in making up the account of the Mint at York the said accountant is to be charged with 1912l. 10s. 6d. for short returns of silver upon the first melting and is to be allowed 624l. 0s. 9d. for an engine by him delivered into the Mint at the Tower pursuant to an Act of Parliament in that behalf. William Lowndes to Sir Thomas Littleton, Treasurer of the Navy, to pay to the abovesaid Povey 6000l. out of tallies for 300,000l. in your hands on the Land Tax : to be placed to the head of Wages. William Lowndes to Mr. Cardonel. I am in receipt of yours of the 18th ult. and the 16th and 19th inst. new style. In reply I am to say that the Lord Treasurer has with Mr. Blathwayt read over the draft Establishments you sent in the first letter and has directed Mr. Blathwayte to prepare Establishments as far as he is able from the copies of such of the Treaties as are already come to his hands and from your memoranda and amendments concerning the Regiments of Churchill, Portmore and the 2 that were sent from Ireland. The case of the additional Company of Brigadier Hamilton's Regiment is referred to my Lord Ranelagh and Mr. Blathwayt and when they have made their report my Lord Treasurer will give such further directions therein as he thinks proper. My Lord has also approved your [draft of a] warrant for taking off the respits from Brigadier Lloyd's Regiment from 25 Dec. to Feb. 24 last. As to the pay of the 2 Brigadiers Orkney and Ingoldsby my Lord thinks that if Mr. Sweet has already paid them from Midsummer to Xmas 1702 out of the 700,000l. and has so brought same to account then no further payment can be made hereafter out of the revenue of Ireland for that time ; but if the money was only lent or advanced to them then it may be satisfied in Ireland as was first intended, on their giving an acquittance to repay the money advanced by him. Please acquaint his Grace [of Marlborough] that the charge of the Hospitals in Flanders is to come out of the poundage of the army there and the said poundage is part of the clearings and cannot be remitted from hence till the clearings are adjusted, and my Lord Treasurer therefore desires that an account be sent hither of the last 2 months' clearings. And as he is informed that the Colonels or their agents refuse or delay to receive the clearings that have been sent to them, he thinks this may be prejudicial to the subalterns and soldiers and occasion complaints. He therefore desires that they may be received and duly applied "and consequently the poundage will be ready for the Hospitals." Out Letters (General) XVII, p. 220.
Warrant by Treasurer Godolphin to the Customs Commissioners to license Edmund Dummer, owner of the West India pacquet boats, to carry goods and merchandises, on security for the due reporting and entering thereof and of compliance with the Navigation laws &c. The goods now under stop at Falmouth for being imported without licence are hereby to be delivered. Out Letters (Customs) XIV, p. 279.
Same by same to the Auditor and the Receiver of Wales and to the [sede vacante] Receiver of the rents and profits of the bishopric of St. David's, to execute repairs at the house and outhouses belonging to the bishopric of St. David's at Abergwilly to a sum not exceeding 50l. Warrant by Treasurer Godolphin to the Queen s Remembrancer to take the security of Arthur Evans and Richard Husbands of London merchants as sureties of John Evans in 2000l. on his appointment as Deputy Governor of the Province of Pennsylvania and annexed territories. July 17. Subscription by Treasurer Godolphin for the execution of a Lord Chamberlain's warrant dated 30 June 1702 to the Master of the Jewel House to deliver to the Earl of Albemarle 130 ounces of gilt plate as a present from the Queen at the christening of his child. Ibid., p. 19.
July 19. Warrant by same to the Queen's Remembrancer for an extent against the surety of Benjamin Shurmer, tobacconist of Bristol, on tobacco bonds, detailed, to a total of 657l. 7s. 3½d.

Please view these men and where you find any of them fit for service take care that they may be entertained or wholly dismissed. Warrant by Treasurer Godolphin to the Customs Commissioners to excuse Andrew Corbett from examining the securities of the Plantation receipt, the same being under the care of Sir John Shaw and Charles Shaw, Collectors Inwards London port, and that Corbett apply himself only to the examination of officers' securities and soliciting the debts standing out on the Plantation receipt. Treasury reference to the Customs Commissioners of the petition of Francis Smalley, merchant, shewing that trading to the Canaries he has been disappointed of his returns by reason of the present war : therefore praying delay in meeting his Customs bonds of 2500l. he having a much greater sum owing to him in the Canaries. Prefixing : (a) Order of the Queen in Council dated Hampton Court July 8 inst. that Henry Smalwood and James Purdie and Richard Lockyer and the other persons concerned (in behalf of themselves and 6 more mariners belonging to the ship Association) shall have and receive their share and proportion of the damaged goods which with great difficulty they did dive for, sweep and take up out of the river Vigo three days after the French ships were taken and destroyed there : being indigo and cochineal which they brought in the said ship Association to Blackstakes where the Prize officers seized said goods and carried them to London and put into the warehouse at Buttolph's Wharf, "as is usually allowed to captors, when the same are legally condemned." Same to the Queen's Remembrancer for stay of process against Henry Shales and Charles Shales, goldsmith, sons of John Shales, who was Commissary General of the Provisions for the Army in Ireland in the late war, on the supers set upon the said John Shales in the account of Charles Fox and Lord Coningsby, Paymasters of the Forces there ; his account thereof being now engrossed. Report [to Treasurer Godolphin] from William Blathwayt [as Auditor of the Plantations] on the petition of Col. Thomas Handasyde, Lieut. Governor of Jamaica and others praying a grant of gold and silver mines in said island. Upon former informations of such mines in Jamaica James II in 1687 granted to the late Duke of Albemarle all mines of gold and silver in several of the Plantations in America but to be opened within 3 years thereafter. The said patent is void by non-performance. Petitioners may therefore be gratified in their request and such grant may continue for 31 years at a royalty of a fifth of the neat produce (which is the proportion reserved to the Crown in the Spanish dominions) : the undertakers working at their own charge, keeping duplicate accounts &c. and some mine or mines to be opened and worked within 3 years. July 23. Royal warrant to the Clerk of the Signet for a privy seal for payment of 210l. per an. as follows from 1701 Xmas : viz. to the Conservator and Supervisor of the forest of Dean co. Gloucester 100l. per an. and to the 6 Keepers of said forest 80l. per an. to be divided equally amongst them and a further 30l. per an. to them to be distributed according to the quantity of enclosures within their respective walks and districts : being a renewal of the like privy seal of Wm. Royal warrant to the Clerk of the Signet for a privy seal to authorise John, Lord Granville to buy 1600 tons of tin yearly for 7 years from the tinners of Cornwall and Devon : the tinners having represented their sad and deplorable condition and the great decay of the Stannaries during the late war occasioned by the fall in the price of tin and their apprehensions of falling under the like if not greater calamities by the combination of merchants and other dealers in tin ; and the tin works being become more chargeable by reason of their great depth and expenses in drawing of water and materials being much dearer than formerly. The said purchases are to be at 3l. 10s. 0d. per hundred[weight] stannary weight to encourage the tinners to continue and improve their adventures.

July 25. Warrant by Treasurer Godolphin to Richard Crawley, Receiver of the Salvage money and other Droits and Perquisites of Admiralty, to receive from Francis D' Laet 603l. in satisfaction of moneys received by Sir Paul Rycaut at Hamburg for East India goods out of the sloop Frederick belonging to Frederick Phillips of New York, having East India goods on board brought from the pirates of Madagascar, which ship arriving in Hamburg in June 1698 was seized by said Rycaut, late Resident at Hamburg, and was condemned in the Admiralty Court as perquisites of the Admiralty, which condemnation was in effect confirmed on appeal in Chancery. Out of the said sum the amount of 207l. 7s. 6d. is to be repaid to the said D' Laet as executor of said Rycaut for the expenses of prosecution. Warrants not Relating to Money XVIII, p. 53.

Treasury reference to Samuell Atkinson and the rest of the late Commissioners of Transports of the petition of William Kidgell and his wife shewing that they have by assignment 4 certificates for Transport service in 1690 amounting to 1267l. 7s. 0d. ; and the Transports Commissioners having orders to recall such certificates and give debentures for same do refuse to exchange petitioners' certificates : therefore praying relief. Treasurer Godolphin to the Lord Lieutenant of Ireland to report on the enclosed memorial [missing] of the Countess of Dorchester concerning arrears of quit rents in grant to her of 1500l. per an., praying payment of said arrears and that what shall be found insolvent thereof may be struck off from her account. Subscription by same of a warrant by the Earl of Carlisle, [Deputy] Earl Marshal of England, dated June 20 to the Master of the Great Wardrobe for the provision of a coat of the Queen's arms as they are marshalled, of the length and breath accustomed, embroidered upon velvet with fine Venice gold for Sir Henry St. George, now made Garter Principal King of Arms ; and 18 yards of scarlet satin for a robe and 10 yards of white taffety to line the same, with an escotcheon of St. George to be laid on the left shoulder and laces, buttons and tassels of scarlet silk and Venice gold for same. The Lord Treasurer intends, as soon as his health will permit, to adjust the manner and rate of remitting the other money you mention. Please intimate this to Portugal by the next post.
