May 16. The Treasury Lords to the Lord Chancellor of Ireland to give despatch to Mr. Packer, Paymaster of the Works, England, in a cause which he has depending in the Chancery of Ireland; "in regard his Majesty hath now several great buildings in hand and Mr. Packer is considerably employed therein." Treasury reference to the Customs Commissioners of the petition of Mathew White, of Newcastle on Tyne, merchant. Reference Book II, p. 1.
Prefixing: (a) said petition shewing that in July, Aug. and Sept. last excessive rains in the northern parts threatened destruction of the corn so that oats in the public market there sold at above 20s. per quarter. Petitioner had imported in the Hopewell of Bridlington, Tho. Dale master, a parcel of old oats which entered, cleared and paid duty Oct. 7 last, and another parcel on the Friend's Adventure, John Turner master. The latter parcel arrived on Oct. 8 while still the price in the market was above 16s. and petitioner tendered the duty for it. On the 9th the new oats were sold in the market under 2s. the Winchester bushel, and though the price for old oats exceeded 2s. and new oats being soft and fit are for no use until they are dryed in a kiln, the Customs officers refused to accept the duty without Treasury instructions. Petitioner then desired leave to land the oats to prevent them heating, not doubting that the Treasury Lords would order the officers to accept the low duty. The officers did not oppose the landing but afterwards seized the oats and they remain still unsold. Prays that the duty may be accepted according to the then market price which exceeded 2s. per bushel; or else to have liberty to re-export the oats.
May 16. Treasury reference to the Attorney General of the petition of Elias Alleyn and of the report thereon from Mr. Graham and Mr. Burton. Reference Book II, p. 2.
Prefixing: said report dated 1683, Aug. 1, from Graham and Burton. Petitioner has produced deeds proving that Queen Elizabeth granted to William Tipper and Robert Dawes of London, gent., certain lands in Camberwell and Newington formerly belonging to the monastery of Bermondsey. The said lands were then and have been all along and still are concealed from the Crown by long leases made by the abbots etc. before the dissolution of the abbeys. We advise a Commission of inquiry.
Treasury warrant to Rich. Graham and Phi. Burton to keep a Court Leet and Court Baron in the name of the King for his manors of Eppingbury and Epping Presbiter on Thursday, the 22nd inst. in Whitsun week, at the usual time and place: by reason that Ford, Lord Grey is attained and fled for high treason and the said manors have been seized into the King's hands by inquisition. May 16. Treasury warrant to the Customs Cashier to pay 40,463l. 10s. 0d. to the East India Company upon the tallies for that amount levied at the Receipt Aug. 17 last for satisfaction of 1,051 tons of saltpetre. Payment is to be out of the Customs of East India goods imported after Sept. 29 last; with 6 per cent. interest and allowance of six and six months' discount. Money Book IV, p. 396.

May 17. Same to Roger Pope, sole surety for Mr. Cressett. The debt owing to the King by Cressett is 2,575l. and is all in arrear to this day. The money is appropriated to disbanding the army and cannot be abated or converted. Your first proposal was to pay 1,500l. which now you seem to lessen to 1,000l. and to have Mr. Cressett discharged as well as yourself. Cressett is the principal person and the loss of the King's money is through his default or such as he trusted in the management of the receipt. You are to make some reasonable proposition to free yourself and your estate, which by inquisition is found to be 243l. 11s. 4d. per an. This is to be separate from Cressett's estate and his deputy Jordan's. Ibid.
May 21. Report to the King from the Treasury Lords on the petition of Edward Arden. Petitioner shews that Richard Nelthorpe is outlawed for high treason and that his lands of 100l. per an. value in co. Durham are forfeit. Petitioner served under Lord Belasyse in the late unhappy wars and was so great a sufferer that he has been obliged to apply himself to the service of the Bishop of Durham, who designed him the forfeiture of said Nelthorpe's estate. But the bishop has submitted his interest [in the premises] to the King. Therefore prays a grant of said estate. The forfeited lands lie between the Tyne and Tees and Sir Robert Sawyer, the Attorney General, in his report of the 10th inst. hereon, thinks the forfeiture appertains to the Bishop of Durham. Your Majesty may signify your pleasure to said bishop to grant petitioner said lands. Warrants not Relating to Money IX, p. 338.

Royal warrant to the Governor of Virginia to pay (out of the revenue of 2s. per hogshead and other duties) 700l. to Lord Colepeper, for the balance of his salary to 1681, June 24, as Governor of Virginia in succession to Sir William Berkeley, deceased; the King having decided that his said salary of 2,000l. per an. should be fully paid to him to said date only. Treasury reference to the Customs Commissioners of the petition of Bartholomew Anthony of Exeter, merchant. Petitioner sets forth that about Nov., 1681, there was a great scarcity of beans in the western parts of England and several quarters of beans were shipped to him. For several months previous the price of beans had been 4s. 6d., 4s. 8d., 4s. 10d. and for the [then] last three market days it had been 5s. 2d., 5s. 4d., 5s. 6d. per bushel.Thereupon the clerk of the market there made oath before Alderman Mandel that said price was 5s. 2d., 5s. 4d., 5s. 6d. and the Alderman made a certificate thereof and the Customs collector admitted said beans on the lower duty which came to about 10l. Two years afterwards an action of debt for the higher duty was brought against him in Easter term, 1683. Rather than be put to the expense of a trial, offers a third of the surcharge.
