Prefixing: said Harbord's report, dated 1683, Nov. 21, on said Mary Sayers' petition for same. Mr. Sayer purchased the Earl of Portland's lease of the premises on dear terms, the mansion house being burned down, and rebuilt a fair dwelling place there at his own charge. This estate is parcel of the Duchy of Cornwall, so that only 31 years in all can be granted. The stewardship has been constantly granted to the lessee "and in June last I gave a warrant to Anthony Farrington, esq., a barrister at
law and brother-in-law to the Attorney General (who was deputed by Mr. Sayer in his life time), to continue the keeping of the Courts there [on the death of said John Sayers] until a grant should be renewed again by his Majesty's letters patents .. that his Majesty's service might not in the meantime be neglected." |

Report to the King from the Treasury Lords on the petition of Margaret, Viscountess Dowager of Iveagh. Petitioner sets forth that her late husband Arthur, Visct. Iveagh, was granted two pensions for his sufferings and services, viz. of 150l. and 500l. per an., the latter from Sir James Dillon's death, who is since dead; but that her husband reaped little benefit of the grant, his said pensions being 1,600l. in arrear to him at his death April 30 last: that he contracted great debts for the necessary subsistence of his family: that said pensions are retrenched to 300l. per an. in the last year's establishment and are determined by his death so that petitioner and her children are in a starving condition: that she presented a petition to the King in Aug. last at Windsor in order to prevent her inevitable ruin, but no report made thereon and now the present establishment of Ireland is perclosed and no provision made for her and her children. Therefore prays for at least the 300l. per an. which was on last year's establishment. Hereon the Treasury Lords advise that the 300l. per an. pension to Visct. Iveagh be continued to petitioner for life and that she be paid the said arrears up to same date as other pensioners on the [Irish] establishment are paid. |

Report to the King from the Treasury Lords on the proposals as below for making farthings and halfpence of tin instead of copper, making them of the same weight that copper farthings are, viz. 20d. the 1b. weight, the tin for which will cost 8d. and the making, coining and issuing will cost 4d. or 12d. per 1b. in all, which if coined at 20d. will yield a profit of 40 per cent. We have received information from several considerable merchants and others of the better sort of citizens of a great want there is of such coin of small money both for relief of the poor and buying of small wares. |

Appending: said proposals from the Mint Commissioners, dated 1683–4, Feb. 16. Tin is a native metal and employs the people's labour to dig it, whereas copper is a foreign metal which must be purchased and the stock of the nation so far exhausted as to buy it. Such coining of tin will probably prevent any impairing [falling] of the intrinsic value of tin and even enhance the value. But if we help Sweden to so great a consumption of its copper its price will be raised upon us and the King of Sweden may impose new duties upon its exportation, as was done on the last coining of copper farthings [when the duty was raised] as far as 25 per cent. upon its value and taken off again as soon as that occasion was supplied; so that the intrinsic value of English farthings must rise and fall at the pleasure of a foreign prince. Tin is 20 per cent. lighter than copper, so that, to be of equal weight the coins must be a fifth bigger. We propose to stamp a motto on the edges. There is at present an apparent want of farthings for necessary change among the smaller tradesmen and for relief of the poor. It is believed by many that a great part of the copper farthings have been exported to his Majesty's Northern Plantations in America, where there being little or no gold or silver moneys current the want thereof is thereby in some measure supplied; and if farthings be found useful to them it may be thought the Southern Plantations may in time find the same convenience and in such case a vast consumption would thence arise of the native tin and a proportionable advantage to the King by the coinage, which might encourage his Majesty to take the whole body of the English tin into his own hands in right of his pre-emption, or to let it to farm for a much better rent than it ever yielded heretofore. As to the objection of the softness of tin it can be hardened as hard as the gold coins and near as hard as the silver coins. |

Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Robert, Earl of Sunderland, Henry, Earl of Clarendon, Lawrence, Earl of Rochester, George, Lord Dartmouth, and Sir John Werden of an annuity or yearly rent or pension of 10,000l. out of the Excise of cos. Chester, Huntington, Hereford, Lancaster, Rutland, Northampton, Northumberland, Cumberland, Westmorland, and Durham, the dominion or principality of Wales and the ports of Chester, Lancaster, Newcastle and all other ports of the said counties and dominions: to be payable quarterly and to be held in trust for such person and persons [Prince George of Denmark] and under such trusts, etc. as are declared in the articles of marriage of the King's nephew, George, Hereditary Prince of Denmark, with the Lady Ann, one of the daughters of James, Duke of York. The said Excise to be made a security and charged with the said annuity. If the said revenue from said counties shall chance to be paid into the Exchequer before the due quarterly payment of said revenue or if same shall fall short of said annuity then the arrears of said annuity are to be chargeable upon the Excise in general. Further, in the articles of said marriage the Duke of York covenanted to settle 5,000l. per an. out of the profits of the Post Office and General Letter Office and another 5,000l. per an. out of the yearly rent or sum of 24,000l. granted to him by the King out of the Excise of Bucks, Essex, Kent, Norfolk, Suffolk, Berks, Beds, Cambridge, Yorkshire, Hereford and Somerset: and in pursuance thereof has granted to the said Trustees a sixth part of the rents and profits of the said General Letter Office or Post Office or Office of Postmaster General vested and settled upon him and a quarter of the said yearly rent or sum of 24,000l. out of the Excise. In order to enable the Duke to levy fines thereof and for the better security and payment of said 5,000l. and 5,000l. in case said Duke die without issue male the herein great seal is to contain a grant and confirmation to the herein trustees of the said sixth part of the Post Office and the said fourth part of the said 24,000l. and the reversions thereof upon trust to pay 5,000l. yearly out of the said sixth part of the Post Office and 5,000l. yearly out of said fourth part of 24,000l. in trust for the persons as in the said articles of marriage and thereafter in trust for the said Duke of York and his heirs male and thereafter in trust for the Crown: and further to dispose the remainder of said sixth part and said fourth part (after payment of said 5,000l. and 5,000l.) to the use of said Duke and his heirs male. |

Royal warrant to the Attorney and Solicitor General for a great seal for a grant to Thomas, Lord Jermyn, of his heirs and assigns for ever of premises as follow
under trust conditions as follow: viz. the late Earl of St. Albans being possessed of two pieces of ground in the parish of St. Martins in the Fields, near Jermyn Street on the north side thereof, did on one of them erect a church and designed part of the other piece for a churchyard and the remainder thereof to be let out in building for making some provision towards the maintenance of the minister of said church and also the parcel of ground on which some stables and tenements are erected 45 feet in front next Piccadilly Street and 75 feet in depth abutting north on Piccadilly and east and south on the said churchyard and west on the grounds of Anthony Hart (the two tenements fronting the said Piccadilly Street, being in the tenure one of Richard Hayburn, carpenter, the other of John Clifton): and also the messuage at the north side and east end of said parcel of ground which he designed to pull down for the erection of a habitation for the minister of said church. Further said Earl was possessed of a piece of land in or near Kemps Fields or Bunches Close in the parishes of St. Martins in the Fields and St. Giles in the Fields, and conveyed his term therein (of which 53 years are still to come) to trustees for the poor of St. Martins in the Fields; and on the said piece of ground there is now erected another fabric of a church which was lately called the Greek church and is now used for the French Protestants and also some almshouses. And the said Earl in his life time petitioned that the said two parcels of land first mentioned and the church thereon and his interest in the houses built thereon should remain to the religious uses aforesaid during all his term therein and that the Crown inheritance thereof might be granted to him and his heirs for the said uses to the end the said fabric of a church might be consecrated: which petition since his death has been renewed by his nephew and executor, Thomas, Lord Jermyn, Baron of St. Edmondsbury: and also Thomas Tennison, D.D, a chaplain in ordinary and vicar of the parish church of St. Martins has likewise petitioned on behalf of the poor of St. Martins for a grant to said Lord Jermyn of the last mentioned piece of ground on which is erected the fabric of a church now used by the French Protestants, together with the said fabric and almshouses in trust for the poor of said parish, all which the King being willing to gratify hereby orders said great seals for grant of same accordingly. Herein the houses erected on part of one of the two first mentioned plots are stated as five in number erected by "and now in the tenure of Sir Cesar Wood, lately Cranmer, kt.," at a ground rent of 60l. The dimensions and bounds of the plots are given, the following items being mentioned in the statement of the bounds, Sir Thomas Bond's stable yard, two houses belonging to the late Earl of St. Albans, a house in the tenure of Thomas Thompson. |
